Apache, the operating system and PHP can show different clock hours while still describing the same instant. Apache access logs get their timestamp from mod_log_config—usually the %t field—while PHP formats time through its default timezone. The reliable fix is to identify the effective configuration, compare numeric offsets or Unix epochs, then adopt one explicit timezone policy.

Do not change the server clock merely because a log displays a different hour. First determine whether the discrepancy is only a presentation offset, a daylight-saving change, a wrong virtual-host format, or a genuinely incorrect system clock.

What a one-hour difference actually means
A timestamp has two parts: an instant and a representation of that instant. The instant can be expressed as Unix epoch seconds, while the representation adds a timezone and displays a wall-clock hour. For example, 12:00 in a UTC+01:00 zone and 11:00 in UTC refer to the same moment. Comparing the printed hour without comparing the offset leads to unnecessary clock changes.

A difference that is exactly one hour only during part of the year is characteristic of daylight-saving rules or a fixed abbreviation. A constant difference all year usually points to UTC versus local time, a wrong IANA identifier, or an Apache virtual host using a different logging definition.

How Apache chooses the access-log time
Apache’s mod_log_config module supplies the access-log time. The documented default format is:
LogFormat "%h %l %u %t \"%r\" %>s %b"The %t field is the time the request was received. A typical value looks like [18/Sep/2011:19:18:28 -0400]; the final numeric value is the offset from GMT. That offset is essential because the hour alone is ambiguous.
The %{format}t form lets you select an extended strftime-style representation. The default request-start timestamp can be made unambiguous and easy to exchange as follows:

CustomLog /var/log/apache2/access.log with_offsetThis produces an ISO-like local time followed by its numeric offset, such as 2026-10-15T14:32:10+0100. Keep the offset in the line; removing it makes later parsing dependent on an assumed timezone.
For correlation between systems, an epoch value avoids wall-clock interpretation altogether:
LogFormat "%{msec}t %h \"%r\" %>s %b" with_epoch_ms
CustomLog /var/log/apache2/access.log with_epoch_msApache also supports %{sec}t and %{usec}t. These represent epoch seconds and microseconds, while %{msec}t represents milliseconds. Use the precision that your analysis pipeline needs.

An end: prefix records a time near log-write completion. For slow requests, those two instants can differ, so do not compare an end-time log field with a PHP value captured at request start without accounting for that choice.

Why editing the wrong Apache file has no effect
Apache can have a global logging definition and a different CustomLog inside each virtual host. The request may therefore be written with a format you did not edit. Inspect the virtual-host map and the active configuration, not only a distribution’s sample file. The command apachectl -S (or the equivalent command supplied by your distribution) shows the virtual hosts Apache selected. Then find the LogFormat name and the CustomLog path used by the host that serves the test request.
How PHP chooses its time
PHP’s date_default_timezone_set() sets the default timezone used by all date and time functions in that script. A site-wide default can instead be set in the PHP configuration loaded by the web process:
date.timezone = Europe/LondonUse a supported IANA identifier such as UTC, Europe/London or America/New_York. PHP documents that behavior for identifiers outside its supported list is undefined, so avoid informal abbreviations and invented names.

PHP’s date() function formats a Unix timestamp using the default timezone when no explicit timezone is supplied. If a value must retain its zone while it moves through application code, prefer a DateTimeImmutable instance and convert it deliberately.
CLI PHP and web PHP can load different php.ini files, use different extensions, or even be different PHP versions. A value printed by php -i in a shell is not proof of the setting used by PHP-FPM or an Apache module. Check the web SAPI with a temporary, access-controlled diagnostic endpoint or the application’s runtime information, and compare it with the CLI configuration.
Step-by-step diagnosis
1. Capture one request you can identify
Choose a unique marker, such as a random query value, and make one request through the same hostname and protocol that produces the disputed log:

https://example.invalid/time-check?marker=8f31c2Use a protected endpoint or remove the diagnostic route immediately after testing. The marker lets you match the PHP output to exactly one Apache access-log line instead of comparing unrelated requests.
2. Identify the Apache format actually writing the line
- Run
apachectl -Sor your distribution’s equivalent to identify the serving virtual host. - Inspect that host’s
CustomLogdirective and the namedLogFormatit references. - Confirm whether the line contains
%t, a custom%{format}t, or%{sec}t,%{msec}tor%{usec}t. - Record whether the timestamp is a request-begin or request-end value.
If the line contains a bracketed local time with a final value such as -0400 or +0100, that final value is the offset you must compare with PHP. If it contains an epoch token, treat it as the authoritative instant and convert it for display only after correlation.
3. Emit PHP’s ISO 8601 value, offset and epoch
Temporarily add a diagnostic that reports the current value in an unambiguous form:

);The c format includes the numeric offset, U is Unix epoch seconds, and P prints the offset in +HH:MM form. Do not expose this output publicly; it can reveal deployment details.
4. Compare offsets before changing anything
Match the marker in Apache’s request line and compare the Apache offset with PHP’s offset. Then compare the epoch values, allowing for request processing time and any difference between Apache’s begin and end timestamp. If the epochs identify the same instant, the apparent error is only a display-zone mismatch.
If the offset differs by one hour only in summer or winter, check whether one layer uses a daylight-saving-aware IANA zone while the other uses a fixed offset or abbreviation. If the offset is different by a constant amount throughout the year, check for UTC versus local time, a mistyped zone name, or a virtual host inheriting another log format.
5. Check PHP’s effective web configuration
Verify the value of date.timezone in the configuration loaded by the web SAPI, then search the application for date_default_timezone_set(). A per-script call overrides the configuration value for that request. Framework bootstrap code, worker processes and included files can also set it before your controller runs.

Compare the web result with CLI PHP separately. The CLI command php --ini identifies the configuration files used by that binary; it does not describe PHP-FPM or another web SAPI automatically. If the two SAPIs disagree, fix the configuration used by the process that serves HTTP rather than changing only the shell environment.
6. Check the system clock independently
Use the operating system’s time tools or your monitoring system to verify the current instant in UTC and the host’s clock-synchronisation status. Apache’s log format cannot repair a wrong system clock, and changing a log format cannot correct an unsynchronised host. Correct the host clock through the platform’s approved time-synchronisation service, then repeat the request test.
7. Test a daylight-saving transition
If the chosen IANA zone observes daylight saving, test dates on both sides of a transition or use a staging clock simulation. Keep the numeric offset or an epoch in the log. Abbreviations such as “CST” can represent different offsets in different regions and cannot reliably identify an instant on their own.
Choose one timezone policy
Once the cause is known, choose a policy rather than applying unrelated fixes to individual files.

In either policy, use an IANA name, not a fixed abbreviation. A useful compromise is to retain an epoch or numeric offset in every log line while presenting a local IANA-zone time to people.
Apply the fix safely
Option A: make Apache logs explicit
For a human-readable log that retains the offset, define a named format and attach it to the intended virtual host:

CustomLog /var/log/apache2/access.log with_epoch_msDo not define a new format and assume it is active: verify the CustomLog reference and the log file receiving the request.
Option B: set PHP’s default consistently
Set date.timezone in the PHP configuration used by the web SAPI when one site-wide policy is appropriate:

date_default_timezone_set('UTC');Avoid silently mixing a global setting with different per-script overrides. If a particular report needs another display zone, convert a DateTimeImmutable value for that report instead of changing the process default midway through a request.
Option C: keep storage and display separate
Persist event instants as UTC or epoch values, then convert them to a named local zone at the presentation boundary. This prevents a database record, an Apache line and a PHP message from acquiring three different interpretations. When exporting data, include the offset or an explicit UTC marker so consumers do not have to guess.
Reload and verify
- Run Apache’s configuration test before reloading. On many installations this is
apachectl configtest; use the equivalent command for your package. - Reload Apache using the service name and process manager used by your operating system, such as an Apache reload through
systemctl. A reload applies configuration without unnecessarily terminating active connections. - If PHP-FPM or another separate PHP service was changed, reload that service according to its deployment procedure.
- Make a fresh marker request through the target virtual host.
- Confirm that the new line uses the expected format and that PHP reports the expected zone, offset and epoch.
Old lines will not be rewritten. Validate only requests made after the reload, and check log rotation so you are reading the file currently receiving traffic.
Common symptoms and targeted fixes

A repeatable validation checklist
- Use one test request with a unique marker.
- Identify the serving virtual host and its effective
CustomLog. - Record whether Apache uses
%t,%{format}t, or an epoch token. - Capture PHP’s ISO 8601 value, numeric offset, timezone name and epoch.
- Compare offsets and epochs, not just the printed hour.
- Confirm the web SAPI’s
date.timezoneand any application override. - Keep host-clock synchronisation separate from display formatting.
- Use a supported IANA identifier and decide whether UTC or one local zone is the policy.
- Retain a numeric offset or epoch in logs.
- Reload the relevant service, make a new request and verify the newly written line.
- Test a daylight-saving boundary when the selected zone observes DST.
What to standardize in team documentation
Document the chosen IANA identifier, whether logs are request-begin or request-end timestamps, the precision of epoch fields, and which service owns each configuration. Include the web SAPI and CLI configuration locations separately. This prevents a future administrator from changing a sample global LogFormat while the production virtual host continues to use another definition.
For incident response, tell investigators how to convert the log representation and which field is safe for sorting. A line with 2026-10-15T14:32:10+0100 carries its offset; a line containing epoch milliseconds carries an absolute instant; a bare 14:32:10 carries neither and should not be used for cross-system correlation.
