The “Updating iCloud Settings” screen usually appears during iPhone activation, Quick Start, or a backup restore. It does not, by itself, prove that iCloud is broken. Keep the old iPhone and its backup safe, then work through the least-destructive steps below: power and Wi‑Fi checks, a restart, a retry without transferring data, computer-based updating, and recovery mode only when necessary.
Is the iPhone actually stuck?
Continue waiting when the phone responds to touches, the display changes, a progress indicator moves, or a transfer is clearly continuing. Direct device-to-device transfers can take different amounts of time depending on the amount of data and network conditions. iCloud restoration can also continue downloading apps, photos, and other content after setup finishes. Apple explains these behaviors in its Quick Start guidance and backup restoration instructions.
Treat the setup as frozen when the same screen remains unchanged for an extended period, the phone stops responding, or it repeatedly returns to “Updating iCloud Settings.” Do not apply the one-hour rule to every setup screen: Apple’s one-hour threshold applies specifically when an Apple-logo progress bar has not moved for at least one hour. In that case, Apple recommends connecting the iPhone to a computer and using recovery mode (Apple’s stuck-on-logo guidance).
Protect your data before troubleshooting
- Do not erase the old iPhone.
- Do not delete the only iCloud or computer backup.
- Keep the old phone available until you have checked the new phone’s photos, messages, contacts, and other important data.
- If the new iPhone already reached the Home Screen, back up anything important on it before erasing it.
- When choosing an iCloud backup, check its date and size so you select the intended copy.
A new iPhone hanging during setup normally does not delete data from the old iPhone.

Try power, Wi‑Fi, Bluetooth, and proximity first
- Connect the new iPhone to power.
- Use a reliable Wi‑Fi network rather than a weak or congested connection. If activation is failing, switch from cellular data to Wi‑Fi.
- For Quick Start, turn on Bluetooth on the old iPhone.
- Place both phones close together and leave them connected to power while migration runs.
- If the Quick Start prompt disappeared or the transfer stalled, restart both phones and begin again.

Force-restart the iPhone
A force restart is not an erase. It normally leaves stored data intact, although it can interrupt a transfer that you will need to restart.
iPhone 8, iPhone X, and later (including later iPhone SE models)
- Press and quickly release Volume Up.
- Press and quickly release Volume Down.
- Press and hold the Side button.
- Release it when the Apple logo appears.
iPhone 7 and iPhone 7 Plus
Press and hold the Side (or Top) button and Volume Down together until the Apple logo appears.

iPhone 6s and earlier (including iPhone SE 1st generation)
Press and hold the Home button and the Side (or Top) button together until the Apple logo appears. These sequences are listed in Apple’s update and recovery instructions.

If Quick Start keeps freezing
Use a temporary setup to update the new phone before attempting migration again. This is a practical escalation—not an Apple page specifically labeled as a fix for this message—and it may resolve software compatibility problems.
- Restart the iPhone.
- During setup, choose Set Up Without Another Device or Don’t Transfer Apps & Data.
- If offered, choose to set up the Apple Account later in Settings.
- Finish setup until the Home Screen appears.
- Install the latest iOS update available in Settings.
- Erase the new iPhone, then run setup again using Quick Start, an iCloud backup, or a computer backup.
Apple documents these setup labels in Set up your iPhone or iPad. Community reports describe this workaround, but it is not guaranteed (Apple Community example).

Update the iPhone with a Mac or PC
Computer-assisted updating is useful when setup or activation will not complete, or when the installed iOS version may not work properly with the transfer.
- Mac with macOS Catalina 10.15 or later: use Finder.
- Older macOS (Mojave 10.14 or earlier): use iTunes.
- Windows: use the current Apple Devices app, or iTunes if Apple Devices is unavailable.
- Connect the iPhone with a USB cable.
- Open Finder, Apple Devices, or iTunes and select the iPhone.
- Follow the prompts to check for an update or activation.
- If the computer offers Update or Restore, choose Update first. Update attempts to reinstall iOS without erasing the phone; Restore reinstalls iOS and erases it.

When activation—not iCloud—is the problem
Look for messages such as “Activation server is temporarily unavailable,” “Cannot activate,” “SIM not supported,” “Invalid SIM,” or an error saying activation information is invalid or unavailable. These indicate an activation, carrier, or device issue rather than a generic iCloud-settings delay.

- Check Apple’s System Status page for iOS Device Activation.
- Retry later if the service is unavailable.
- Retry on reliable Wi‑Fi.
- Use Finder, Apple Devices, or iTunes to activate the phone.
- For SIM or eSIM incompatibility, contact the carrier instead of repeatedly erasing the phone.
An Apple Account password request during activation can indicate Activation Lock; use the Apple Account associated with Find My. See Apple’s activation troubleshooting.

Recovery mode is appropriate when the iPhone cannot finish setup, is stuck on the Apple logo, repeatedly restarts, is not recognized normally by a computer, or displays a Connect to Computer/Restore screen.
iPhone 8 and later
- Connect the iPhone to a Mac or PC and open Finder, Apple Devices, or iTunes.
- Press and release Volume Up, then press and release Volume Down.
- Hold the Side button until the Connect to Computer screen appears.
- When prompted on the computer, choose Update first.
iPhone 7 and 7 Plus
- Connect the iPhone to the computer and open Finder, Apple Devices, or iTunes.
- Hold the Side (or Top) button and Volume Down together until the Connect to Computer screen appears.
- Choose Update when prompted.
iPhone 6s and earlier
- Connect the iPhone to the computer and open Finder, Apple Devices, or iTunes.
- Hold the Home button and the Side (or Top) button together until the Connect to Computer screen appears.
- Choose Update when prompted.
If the software download takes more than 15 minutes and the iPhone leaves the recovery screen, let the computer finish downloading, then repeat the button sequence and the update. If Update fails, Restore may be offered; Restore erases the iPhone. Try another cable or computer and keep the connection intact during the process. Erase and start setup again
Erase only after the old phone or a backup is safe, restarting and changing networks have not helped, the setup loop is repeatable, and a computer update has been attempted where practical.
If the new phone can reach Settings, use:
Settings → General → Transfer or Reset iPhone → Erase All Content and Settings
This current path for iOS 15 and later removes the new iPhone’s contents and returns it to the Hello screen. If setup has never completed, recovery mode may be required instead. Erasing the new phone does not erase the old phone or an independent backup. See Apple’s transfer and erase guidance.
Choose the best transfer method after the reset

Managed iPhones enrolled through Apple School Manager or Apple Business may not support normal Quick Start migration. For iCloud restoration, remain on Wi‑Fi and select the backup by date and size (Apple’s restore instructions).

When to contact Apple or your carrier
- Recovery-mode Update and Restore both fail.
- The iPhone cannot activate on multiple reliable networks.
- A button is broken or stuck, preventing recovery mode.
- Finder, Apple Devices, or iTunes cannot recognize the phone.
- A SIM or eSIM error persists.
- The phone returns to the same setup loop after a clean restore.
Contact the carrier for invalid or unsupported cellular credentials. Contact Apple Support or arrange service at Apple repair when software recovery fails or hardware prevents the required steps. Removing a SIM, repeatedly hard-resetting, or other community suggestions are anecdotal and are not universal Apple fixes.
