A 403 means a request was refused, but it does not tell you by itself whether the cause is an invalid credential, missing permission, project configuration, or the website you tried to capture. First establish whether the MCP request itself failed or whether the tool returned a screenshot of a page that says “Forbidden.” Then use the error body and the identified provider’s authentication and authorization rules to choose the fix.
First identify which service returned the 403
Separate an MCP request rejection from a target-site access denial. If the tool call failed before returning a capture, investigate the MCP endpoint, credentials, and permissions. If the tool call succeeded and the returned image shows an access-denied page, the target website may be refusing the browser; that is a different problem from the MCP server rejecting the request. This distinction is a practical diagnostic, not a universal rule for every provider. Record the MCP server name and endpoint, the tool operation you invoked, and the complete error detail. Note whether the client reports an HTTP transport response, structured tool error, OAuth denial, or a successful result containing a forbidden page. Redact secrets before saving or sharing logs. The tool and response body are not specified here, so no single root cause can be assumed.

- Confirm the configured URL is the intended MCP endpoint and that the client uses the transport supported by that service.
- Check that the required credential is attached to discovery and tool requests, if the provider requires it, and that it has not expired or been revoked.
- Verify that the credential belongs to the project or workspace addressed by the endpoint.
- Use the exact authentication header and token format documented by that provider. Formats are not interchangeable: ScreenshotEngine’s MCP example uses a bearer Authorization header, while Microsoft Playwright Workspaces specifies a raw token in
x-api-key, without aBearerprefix.
Do not copy one service’s header convention into another client configuration. A syntactically valid token sent in the wrong header can still be rejected.

Match the error to the provider’s authorization checks
Google Developer Knowledge MCP
For Google Developer Knowledge MCP, the wording of the error helps distinguish several project-level problems. Follow the matching branch in the Google documentation:
- If the Developer Knowledge API has not been enabled for the project, enable it there.
- If the response says
API target restriction, add the API to the API key’s allowed targets. - If the request uses Application Default Credentials (ADC) and identifies a missing quota project, configure the
X-Goog-User-Projectheader. - If that header is present but the response remains 403, check whether the account has
roles/serviceusage.serviceUsageConsumeron the quota project. - If OAuth returns
access_deniedwhile the app is in external testing mode, add the account as an eligible test user.
These are Google-specific configuration examples, not requirements of the MCP protocol or of other screenshot services.

Microsoft Foundry and workspace access
For Microsoft Foundry, check project IAM and the caller’s role assignment when an MCP call reports Forbidden or Access denied. A newly granted assignment may take time to propagate; consult the Foundry guidance rather than assuming the same delay or role model applies elsewhere.

For Microsoft Playwright Workspaces, confirm that the token owner can create browser sessions, that the same credential is used consistently, and that a session ID is not being reused across users or workspaces. The workspace’s documented token and ownership rules are in its documentation.

Tool-specific abilities and operation scope
Authorization can differ by operation. ScreenshotBuddy documents token abilities where a token may permit screenshots but not PDF creation; a request for a disallowed operation can return a missing-ability 403. Check the required ability for the exact tool you called, not just whether the token works for another operation. See ScreenshotBuddy’s documentation.
Retry in a way that isolates the cause
- Change only the setting indicated by the error: for example, the API restriction, project permission, token header, or operation ability.
- Refresh or reconnect the MCP client if it may be holding an old credential or session. Whether credentials are cached, and how to clear them, depends on the client.
- Make one small test capture or repeat the same operation once the relevant change is in place.
- If the 403 continues, compare the new response with the original. Give the service administrator the timestamp, endpoint, operation, redacted response body, and request or correlation identifier if available. Never send a secret token in logs or support requests.
The provider documentation supports checking its own authentication and permissions; it does not establish a shared retry policy or required support-log format. Follow the identified service’s current guidance.

Choose the right branch when the first checks do not explain it
- The MCP connection or tool call is rejected: focus on endpoint, transport, credential delivery, project or workspace authorization, and the exact operation’s scope.
- One operation fails but another succeeds: investigate operation-specific abilities, such as screenshot versus PDF permissions.
- The capture succeeds but the image contains a forbidden page: investigate access at the target website, rather than treating the image as proof that the MCP tool returned a 403.
- The message mentions a project, API target, quota project, IAM role, or test user: use that provider’s project and identity settings; do not substitute another provider’s configuration.
Across services, the useful comparison points are where authentication is enforced (server, cloud project, or workspace), the credential and header format, the granularity of permissions, and whether the denied action is screenshot capture or another operation. Those differences are why a provider-aware diagnosis is more reliable than changing credentials at random.
