If the “Turn Windows features on or off” window is blank or stuck on “Please wait…,” start with Windows Update, then run Microsoft’s general component-repair commands in order: DISM first and System File Checker (SFC) second. Restart if required and check the list again. This is a supported way to repair Windows component or system-file problems, but Microsoft’s reviewed documentation does not identify one universal cause or guarantee that it fixes this exact dialog symptom.
What a blank Windows Features list means
The symptom alone does not identify its cause. A blank checklist or a window that never gets past “Please wait…” is not, by itself, proof of a particular corrupted file, missing feature payload, or registry problem. Begin with general Windows repair guidance rather than making an unsupported registry change.

Install updates, then run DISM and SFC
Use an administrator Command Prompt. Microsoft recommends running DISM before SFC: DISM can provide files needed to repair corruption, while SFC scans protected system files and replaces damaged files with cached copies. Follow Microsoft’s System File Checker repair guidance and Windows Update troubleshooting guidance.
- Install pending Windows updates and restart if prompted.
- Open Start, type Command Prompt, right-click it, and choose Run as administrator. Approve the User Account Control prompt.
- Enter
DISM.exe /Online /Cleanup-image /Restorehealthand press Enter. Wait for the operation to finish. - Enter
sfc /scannowand press Enter. Keep the window open until verification reaches 100%. - Restart if Windows reports that repairs or updates require it, then open Turn Windows features on or off again.
Read the SFC result before moving on
SFC may report that it found no integrity violations, repaired corrupt files, or found files it could not repair. Do not assume a repair succeeded if the result says some files remain unrepaired. Microsoft directs users with unrepaired files to inspect the CBS log and follow the applicable SFC guidance.

If DISM cannot obtain repair files
DISM normally uses Windows Update to obtain files. If Windows Update cannot provide them, Microsoft documents using a valid Windows installation as the repair source, including a Windows side-by-side folder on a network share or removable media. This is an advanced fallback, not a required purchase or a guaranteed fix for a blank feature list.
Microsoft’s example command is DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess. Replace C:RepairSourceWindows with the actual path to a compatible repair source; the example path is not a universal location. See Microsoft’s DISM and SFC instructions for context.
Enable a known feature without the graphical list
If the immediate goal is to enable or disable one specific feature and you know its exact feature name, DISM can query and service features from an elevated Command Prompt. Microsoft Learn documents the syntax in Enable or Disable Windows Features Using DISM.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →- Query the feature using
DISM /Online /Get-FeatureInfo /FeatureName:<FeatureName>, replacing<FeatureName>with the exact feature name. Microsoft’s example query usesTFTP. - Review the returned state and use Microsoft’s documented enable or disable syntax with that exact name. Do not guess a feature name; a command that manages a feature does not establish that it repairs the graphical dialog.
For Windows client editions beginning with Windows 10, Microsoft notes that feature payloads are not removed, to support Push-button reset. Windows Server differs: its feature payloads are removed. That distinction can matter when diagnosing missing feature content.

Do not apply the Server registry fix to a Windows 10 or 11 dialog
Microsoft documents a registry-value remedy for a specific Windows Server failure: error 0x800f0805 when Server Manager and DISM cannot list available features. The documented condition involves a missing Microsoft-Windows-Foundation-Package... value under HKLMSOFTWAREMicrosoftWindowsCurrentVersionComponentBasedServicingPackageIndexSystem; the procedure creates the value for the relevant image version. See Microsoft’s Windows Server article.
This narrowly scoped Server remedy is not evidence for editing the registry to fix a blank Control Panel list on Windows 10 or 11. Do not transfer it to a client PC without the exact Server error and conditions Microsoft describes.
If the list is still blank
If the general repair steps do not restore the list, collect the details needed to distinguish a component-repair issue from an edition-, build-, or management-specific problem before trying advanced changes.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems- Record whether the computer runs Windows 10, Windows 11, or Windows Server, along with its edition and build.
- Save the exact DISM and SFC output, including any error codes.
- For unrepaired system files, consult the CBS log as directed by Microsoft’s SFC guidance.
- Note whether the PC is managed by an organization, since policy may affect available features or settings.
Use those details with the applicable Microsoft guidance or a qualified support channel. The reviewed Microsoft documentation does not provide a general registry edit or a single symptom-specific repair for every blank Windows Features dialog.
