How to Find Reliable Legal Help for Interstate Abortion Care

The Repro Legal Helpline is a national starting point for free, confidential legal help. Destination-state attorney general resources can provide information and referrals, but state protections and legal developments require individual, current advice.

Start with the Repro Legal Helpline for free, confidential legal help about abortion, pregnancy, birth, or parenting. It says it serves all 50 states, Washington, D.C., and U.S. territories, and offers emergency support if someone is contacted by law enforcement or arrested. For information and referrals tied to the state where care is sought, check that state’s attorney general or official reproductive-health resource. No helpline or travel plan can guarantee that every legal risk disappears; a lawyer should assess your individual circumstances.

Which legal-help route should you use?

The right starting point depends on whether you need individualized legal help, destination-state information, or an explanation of a particular state’s protections. These resources serve different roles; one should not be treated as a substitute for the others.

Resource What it says it offers Geographic scope Best use

Delaware Attorney General’s Abortion Legal Helpline Know-your-rights information, legal information, and referrals Delaware; the office says it serves patients traveling there, supporters, providers, and residents Ask for information and referrals connected to care in Delaware
New York Attorney General hotline Free hotline offering legal information and referrals, including for patients who want to travel to New York New York Ask about state-specific information and referral options
Illinois official reproductive-health resource Information about state protections, including limits on certain cooperation and provider disclosures Illinois; the described protections should not be assumed to apply elsewhere Understand the protections Illinois describes, then seek advice about how they relate to your situation

The national helpline’s website invites people who are unsure whether it can help to contact it. Reading a service page or submitting a request does not, by itself, establish that an attorney-client relationship exists. Follow the service’s current instructions for requesting help and ask how its services apply to your circumstances.

How to contact a service and make the first conversation useful

  1. Choose a starting point. Use the Repro Legal Helpline for a personal legal question or an urgent law-enforcement concern. For destination-specific information, use the destination state’s official attorney general or reproductive-health resource. Delaware and New York publish examples of such resources.
  2. Use the service’s current contact method. The Repro Legal Helpline offers a secure form on its site. Delaware and New York publish their own hotline or contact information through their official pages. Verify those details on the relevant service page before sharing sensitive information.
  3. Explain the situation in your own terms. Tell the lawyer or referral service which state you are in, where you may seek care, and what question or event prompted you to reach out. If you have been contacted by law enforcement or arrested, say so promptly and ask for urgent legal support.
  4. Ask what the service can do next. Clarify whether it can provide advice for your circumstances, give general information, or refer you to another lawyer or resource. Ask about confidentiality and any limits on the service before relying on an answer.
  5. Check the date and scope of any written guidance. State rules and official pages can change. If a page is dated, acknowledges a pending update, or describes a different state’s law, ask a lawyer to confirm what applies now.

What interstate travel and shield laws do—and do not—tell you

State laws differ, and protections in one state are not a blanket answer to questions about travel, assistance, custody, immigration, or a specific pregnancy. Planned Parenthood’s state-law overview, current as of April 2026, says abortion is legal in many states and that it is legal to travel to another state to obtain an abortion. It also notes that minors may face additional rules. That broad overview is not an individualized legal assessment.

A “shield law” is a state law intended to limit certain forms of cooperation or information sharing in specified circumstances. Its scope depends on the law’s text, the people and conduct involved, and how courts interpret it. For example, Illinois describes limits on state and local assistance to out-of-state investigations and limits on certain provider disclosures. Those are Illinois-specific descriptions, not a promise that all exposure is eliminated or a rule that can be applied to another state.

Official pages can also signal that their explanations may not reflect the latest legal text. The New York Attorney General says the state shield law was amended on December 19, 2025, and that its page would be updated after the law was finalized in the 2026 legislative session. Treat that notice as a reason to verify the current law with a qualified lawyer, not as proof of the present effect of every provision.

Why current legal status needs to be checked

On October 1, 2026, the Alabama Attorney General announced that Alabama, Louisiana, and Arkansas had filed a U.S. Supreme Court challenge to shield laws in California, Massachusetts, and New York. That announcement establishes that the states announced a filing; it does not establish that a court agreed with their claims or decided whether the challenged laws are valid. The U.S. Department of Justice has separately published a statement of interest concerning the right to travel for legal abortion care, but that historical position does not resolve every current state-law question or the newly announced challenge.

California’s Attorney General announced on September 28, 2026, that three newly signed laws strengthening reproductive-health protections would take effect January 1, 2027. As of October 4, 2026, that effective date is in the future; do not treat those laws as already in force. For any decision that depends on a current legal rule or a case’s status, ask a lawyer to verify the law and check for later official updates.

When to seek urgent legal help

If law enforcement contacts you or you are arrested, the Repro Legal Helpline says it offers emergency support. Contact the helpline or a lawyer promptly rather than relying on a general webpage to decide what the law requires in your case. If the concern is not immediate, contacting a lawyer early can still help you distinguish current, state-specific legal advice from general information or a referral.
