Check the retailer’s current notice and, if applicable, its bankruptcy case instructions. Treat gift-card redemption, a return for an item you received, and a refund for an order that never arrived as separate issues; each can have different rules and deadlines.
First, identify what you are trying to resolve
Write down the retailer’s name, the store or website involved, the purchase date, and the relevant order or gift-card details. Then identify which situation applies:

- Unused gift card: You want to redeem a remaining balance.
- Delivered item: You want to return or exchange something you received.
- Undelivered order or deposit: You paid but did not receive what you ordered.
- Accepted return, missing refund: The retailer took the item but has not completed the refund.
These are not interchangeable. A store’s decision to accept gift cards does not establish its return policy, and the federal rule for delayed shipping does not create a general right to return delivered goods.
Check the retailer’s latest official notice
Start with the retailer’s website, email notices, verified customer-service number, or signs at the store. Search for terms such as “gift cards,” “returns,” “refunds,” “exchanges,” “claims,” and “deadline.” Look for dates and instructions that apply to your purchase or card, not just a general announcement that locations are closing.

If the business is in bankruptcy, use the notice for that specific case. If it names a claims administrator, confirm its contact information against an official retailer or court notice before sharing personal or financial information. An old article or another retailer’s policy cannot tell you whether this retailer is currently accepting cards or returns.
The FTC advises consumers to contact the company or a competitor about gift-card acceptance and to check again if cards are not being accepted at first; acceptance can change. - Are you currently redeeming existing gift cards?
- Can I use the card online, in a remaining store, or through a successor?
- How can I check the balance, and what is the last date to use it?
- If you are not accepting it now, where should I check for a status change?
Keep the physical card and its terms, card number or other identifier, and any balance information. A company in bankruptcy may honor gift cards, or a competitor may accept them, but neither outcome is guaranteed by the FTC’s guidance.
If you want to return an item you received
Find the return policy that applied to the purchase and ask customer service:
- Are returns still being accepted for purchases made on my purchase date?
- What is the final return date, and where must I send or present the item?
- What proof of purchase and item condition are required?
- Will the refund go to my original payment method, or must I follow a bankruptcy process?
Save the policy and ask for the answer in writing when possible. The FTC recommends checking the return policy, deadlines, and customer-service contact, and keeping relevant records. Its guidance does not establish a general right to return an otherwise eligible delivered item after a retailer closes. FTC advice on solving customer problems

Keep evidence and track every deadline
Save the gift card and terms, receipts, order confirmation, tracking information, return authorization, the policy in effect when you bought the item, closure announcements, and messages with the retailer. Take dated screenshots or save PDFs of webpages that may change. Keep a simple log of calls, dates, names, promises, and complaint submissions.
There may be several separate clocks: the retailer’s return cutoff, a deadline in a bankruptcy order, and a payment-card dispute deadline. Record each one independently. FTC guidance recommends gathering receipts, invoices, statements, contracts, and related documents, and keeping notes of attempts to resolve a problem. FTC record-keeping guidance
For an undelivered order, check shipping and payment remedies
Online, phone, or mail orders that never shipped
For most covered orders, the FTC says a seller must ship within the time it promised or, if it gave no shipping time, within 30 days. If it cannot ship on time, it must notify you and offer the choice to accept the delay or cancel for a full refund. This rule concerns shipment; it is not a general return right for goods already delivered. FTC guidance on orders that do not arrive

Credit-card purchases
If you paid by credit card and the goods were not accepted or delivered as agreed, contact the seller promptly and then the card issuer if the problem remains unresolved. For a qualifying billing error, FTC guidance says the written notice generally must reach the issuer within 60 days after the first statement showing the error. The time limit and requirements are fact-specific; ordinary dissatisfaction with product quality is not, by itself, a billing error. Follow the issuer’s dispute instructions and keep proof of any written notice. FTC credit-card dispute guidance
In a merchant bankruptcy, the CFPB’s Regulation Z commentary says a consumer may assert a qualifying claim or defense directly against the card issuer without first filing a claim in the bankruptcy case. This is not a guarantee of a refund: conditions and limits apply. CFPB Regulation Z, § 1026.12

State law and bankruptcy orders can change the answer
Gift-card rights are not uniform across the United States. The FTC describes possible acceptance by the bankrupt company or a competitor, but that does not make every card redeemable. Connecticut’s attorney general says buyers are not necessarily entitled to a refund or other compensation when a gift-card issuer closes. It also distinguishes merchant gift cards from cards issued or backed by a federal financial institution. Connecticut attorney general gift-card guidance
California’s attorney general describes California Civil Code section 1749.6 as requiring covered businesses to honor gift certificates even in bankruptcy. That state-specific guidance should not be treated as a nationwide rule or assumed to cover every kind of card. Check the law and card type relevant to your location and issuer. California attorney general gift-card guidance
A bankruptcy court may also impose a cutoff for a particular retailer. In Rite Aid’s 2025 case, Pennsylvania’s attorney general announced that a court order set June 5, 2025, as the final date for gift-card use and returns or exchanges. That date has passed and applies only as a historical example; check the current case notice for any other retailer. Pennsylvania attorney general’s Rite Aid notice
Escalate through the channel that fits the problem
- Retailer still operating: Ask for a manager and use the retailer’s formal complaint channel.
- Bankruptcy case: Follow the official case notice and claims instructions, and note every stated deadline.
- Card dispute: Contact the issuer promptly and retain proof of the dispute submission.
- State-specific question: Contact your state attorney general or consumer-protection office.
Do not assume that filing a bankruptcy claim, contacting a state office, or asking a card issuer guarantees recovery. The available route depends on what you paid for, the payment method, the retailer’s status, and applicable deadlines.
