Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteStart with the parcel, not the phrase “data center.” Identify the city or county that controls land use, then search that government’s planning portal and meeting records by address, parcel number, applicant, project company, and case number. Review the complete application file, check separate state environmental systems and any applicable federal notices, and confirm hearing dates and comment deadlines with the responsible office.
A project announcement, map, or news story can help you discover a proposal, but the filed application, official notice, staff report, decision, and approval conditions are the records that establish what has actually happened. The exact portal, filing label, public-records procedure, and deadline depend on the parcel’s jurisdiction and the project’s permits.

1. Identify the parcel and the agency with authority
Write down the site address, parcel or assessor number, and any nearby cross streets. A mailing address does not always identify the government that handles zoning. Land can sit outside an incorporated city, cross a city-county boundary, or use a postal address associated with a different community.

- Use the county assessor, parcel viewer, or geographic information system (GIS) map to locate the parcel.
- Check whether the parcel is inside a city, in an unincorporated area, or subject to a special planning authority.
- Identify the office responsible for zoning and development review. It may be called planning, community development, development services, or land-use administration.
- Record the agency’s contact name, telephone number, portal address, and records-request instructions.
If the parcel is near a boundary, ask both governments which one has land-use authority before concluding that no record exists. The agency that issues a building permit may not be the same agency that decides rezoning, a conditional use, or a planned development.

2. Search the local application record using several identifiers
“Data center” is a useful starting phrase but often is not the filing label. A proposal may be recorded as a rezoning, planned development, special or conditional use, site-plan review, variance, subdivision, or environmental review. Those categories are examples rather than nationwide standards; use the local code and application portal to determine the actual path.
Use an identifier matrix
| Identifier | Where it helps | What to record |
|---|---|---|
| Street address | Portal search, GIS map, meeting packet | Exact spelling, street number, and any former address |
| Parcel or assessor number | Assessor, planning, and GIS systems | Every parcel number if the site has multiple lots |
| Applicant or developer | Case index and staff correspondence | Legal entity name and abbreviations |
| Landowner | Assessor and application documents | Current owner and previous owner names |
| Project name | Agendas, staff reports, and public notices | Public project name plus alternate spellings |
| Case, file, or permit number | Definitive portal lookup | Number, year, and application type |
Search each term separately. Try the applicant’s legal name without punctuation, the project company and parent company names shown in public documents, and the parcel number with and without spaces or hyphens. Search the agency’s site for document types such as “staff report,” “public hearing notice,” “agenda packet,” and “conditions of approval.”
Look for separate application categories
A large facility may have several local records rather than one “data center permit.” A zoning map amendment can be separate from a site plan; a variance can be separate from a building permit; and an environmental review can have its own notice and comment period. Read the jurisdiction’s application checklist or code to identify which approvals are required for the proposed use, height, power equipment, water demand, access roads, and site work.

3. Open the complete case file
Finding a case number is only the beginning. Download or inspect every available component and note the date on each document.
- Application form and narrative description
- Site plan, landscape plan, grading plan, elevations, utility plans, and traffic materials
- Applicant ownership authorization and consultant submissions
- Staff report and technical-review comments
- Public-hearing notice, mailing list, and proof of posting or publication
- Meeting agenda and agenda packet
- Motion, resolution, decision letter, and conditions of approval
- Subsequent amendments, continuances, appeals, withdrawals, or revised plans
Use the latest dated plan when documents conflict. Keep earlier versions if you need to understand what changed. A case index may show that an item exists while the attachment is stored in a different document library or is available only by request.
San José example
San José publishes a list of current planning applications with file numbers and directs users to search the SJPermits portal by file number. The city cautions that its list is updated monthly and may not show the project’s current status. Treat the list as an index, then use the live portal record or contact the assigned project manager for a current answer.
4. Search public meeting records separately
Planning records and meeting records are often maintained in different parts of a government website. Check every body that could hear the application:

- Planning commission
- Zoning board, board of appeals, or hearing examiner
- City council or county board
- Development-review, infrastructure, or environmental committees
- Special public-hearing panels
For each body, search agendas, agenda packets, minutes, hearing notices, video archives, and adopted resolutions. Search by case number as well as project name; an agenda may use a short description while the planning portal uses a technical title.
How to read the meeting record
An agenda item is not an approval. Read the staff recommendation, the motion actually made, the vote, and any conditions. Minutes can be preliminary or approved later, so check their status. A case may be pending, continued to a later meeting, approved, denied, appealed, withdrawn, or administratively incomplete.
Dubuque County example
Dubuque County’s data-center planning page illustrates why a broad search is necessary: it links meeting agendas and packets, a document library, zoning resources, maps, and application and permit links. The county says its repository information is periodically updated. Use those links to locate a record, then verify the current case status with the responsible office.
5. Check state environmental permits and notices
Local land-use approval does not replace environmental permits. Depending on the site and design, investigate the state systems for:
- Air permits for emergency generators or other regulated equipment
- Construction stormwater authorization
- Wastewater discharge or treatment approvals
- Water-withdrawal or well permits
- Solid-waste, fuel-storage, or hazardous-material approvals where applicable
- State environmental-review notices or related public comment records
Requirements differ by state, project size, fuel type, water source, and receiving waters. Do not assume that every data center needs the same approvals, or that a state permit is filed under the facility’s public marketing name. Search the state agency’s permit database by owner, operator, site address, parcel, and facility identification number.
Record the permit type, application date, draft or final status, public-comment period, agency contact, and expiration or renewal information. A state environmental permit can proceed on a different schedule from a rezoning or site-plan case.
6. Check federal records when a federal trigger applies
Use federal systems for a targeted question, not as a replacement for local and state searches. If construction affects wetlands or waters, search the U.S. Army Corps of Engineers Regulatory Request System (RRS) public notices. The Corps describes RRS as a place to search, review, and comment on regulatory notices and identifies notices covering Section 404, Section 10, and Section 408 requests.

Search by project name, applicant, county, waterbody, and notice date. Read the public notice to determine the proposed activity, comment deadline, Corps district, and whether the notice concerns a permit request, a modification, or another regulatory action. A missing RRS result does not prove that no local project exists; it may mean the project does not involve a Corps permit, has not reached that stage, or is recorded under another name.

Once you find a case, create a deadline record from the most recent official notice or case entry. Capture:
- Hearing date, time, and physical location
- Remote-access instructions, if offered
- Written-comment deadline and submission method
- Rules for speaking, time limits, and presentation materials
- Staff contact and case number
- Whether the item is a first hearing, continuation, appeal, or final action
Do not rely on a search snippet, old agenda, news report, or static project list for a live deadline. Meetings can be continued, notices can be corrected, and plans can be revised. Confirm the details with the official notice or the assigned project manager immediately before submitting comments or attending.
When a hearing is continued
A continued item is not a decision. Find the new agenda entry and read any revised staff report. If the jurisdiction requires a new notice, use the new notice rather than the original date. Keep both records so you can see whether conditions or plans changed.
8. Request records that are missing
If a portal shows a case but omits attachments, contact the planning office or records custodian. Be specific: identify the parcel, case number, document type, and date range. Asking for “the complete application file, including all attachments, staff comments, notices, decisions, and conditions” can be more effective than asking generally for “data center records.”

Follow the jurisdiction’s public-records request process if staff cannot provide the documents informally. Public-records laws, exemptions, fees, response times, and appeal procedures vary by location. Ask whether records are held by another department, whether files are available for inspection, and whether responsive documents will be supplied electronically.

Keep the bracketed fields as placeholders only when adapting the request. Ask the office to confirm the correct case number and any related applications if your identifiers do not match its records.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.9. Distinguish discovery leads from official records
| Source | What it can establish | What it cannot establish by itself |
|---|---|---|
| Project announcement or developer map | A lead about a proposed location or participant | That an application was filed, approved, or remains active |
| Planning portal case file | Filed materials, review stage, notices, and recorded decisions | That every state or federal permit has been obtained |
| Meeting agenda | That an item was scheduled for a body to consider | That the body approved the request |
| Minutes, resolution, or decision letter | The action taken and recorded conditions | That later appeals, amendments, or permits are complete |
| State permit database | The status of the listed state authorization | Local zoning approval or a federal permit not covered by that system |
| Federal public notice | A notice within the agency’s regulatory scope and its comment period | A complete picture of local development approvals |
Use the strongest available record for each claim. If you are writing or speaking publicly, describe an announcement as an announcement and an application as an application; do not call a proposal “approved” until the decision record supports that wording.

A spreadsheet or notes file prevents similar project names and overlapping jurisdictions from being confused. Use one row per proposal and update it from official records.
| Field | Entry to maintain |
|---|---|
| Location | Jurisdiction, address, parcel number, and map reference |
| Responsible decision-maker | Planning staff, commission, board, council, or federal/state agency |
| Application identity | Application type, case number, applicant, owner, and project name |
| Current stage | Filed, under review, scheduled, continued, approved, denied, appealed, withdrawn, or unknown |
| Next action | Meeting, comment deadline, staff response, or records follow-up |
| Documents | Plans, staff report, notice, minutes, decision, and conditions available |
| Other permits | State or federal permits implicated and their separate status |
| Evidence quality | Official application or decision record versus a discovery lead |
| Last verified | Date you checked the live record or confirmed with staff |
Save the document title and publication date for each important item. When a project changes names, retain the old name in your notes so searches continue to find earlier records.
11. Common search failures and fixes
No result for “data center”
Search the address, parcel, applicant, owner, project company, and likely land-use category. Check the assessor and GIS systems, then ask planning staff whether the record uses a different name or is not yet online.
A project appears on a map but has no case file
Treat the map as a discovery lead. Confirm whether the map shows a concept, a property listing, a pre-application meeting, or a filed request. Ask for the case number and filing date rather than assuming an application exists.
The portal shows a case but no attachments
Look for a separate document library, agenda packet, or records-request link. Request specific missing plans or reports and ask whether confidential or exempt material has been withheld.
Best Value
The agenda is old
Search the body’s latest agendas and minutes by case number. Check for a continuance, withdrawal, revised notice, or appeal, and confirm the next action with staff.
The local record is complete but environmental information is absent
Search the relevant state agency and, when wetlands or waters may be affected, the Corps’ federal public notices. Local approval and environmental authorization are separate records.
12. A repeatable 30-minute first pass
- Write down the address, parcel number, suspected applicant, and project name.
- Use the assessor or GIS map to confirm the city, county, and planning authority.
- Search the planning portal with each identifier and each local application category that could apply.
- Open the case file and record the latest status, staff contact, and all attached documents.
- Search the planning commission, zoning board, council, and county-board calendars for the case number.
- Check state permit systems for air, stormwater, wastewater, water withdrawal, and other project-specific approvals.
- Check USACE RRS only if the project may involve wetlands, waters, or another Corps regulatory trigger.
- Read the newest official notice to capture the next meeting and comment deadline.
- Send a focused records request for anything missing and log the date of your request.
This first pass tells you whether you have an official application, a meeting item, an environmental notice, or only a lead that still needs verification.

What you can and cannot conclude
You can conclude that a document was filed, a meeting was scheduled, a decision was recorded, or a permit notice was issued when the corresponding official record says so. You cannot conclude that no application exists merely because a keyword search is empty. Records may be under another name, stored in a separate portal, not yet posted, or available only through a request.
Because portals, listings, meeting dates, and procedures change, confirm any live status or deadline with the government office responsible for the parcel. The same method works across jurisdictions, but the labels, agencies, and legal timelines must be verified locally.
Frequently Asked Questions
Does a data-center announcement mean a permit application has been filed?
No. Use the announcement to identify a possible site or applicant, then verify a filed application, case number, public notice, or decision in the responsible government records.
Which agency should I contact first?
Contact the city or county planning office that has land-use authority over the parcel. If jurisdiction is unclear, use the assessor or GIS map and ask the relevant offices to confirm responsibility.
Is an agenda item proof that a project was approved?
No. Read the staff report, motion, vote, decision, and conditions. The item may have been continued, denied, withdrawn, or approved with changes.
What if the portal has no record under the phrase “data center”?
Search by address, parcel number, applicant, owner, project company, case number, and local categories such as rezoning, planned development, conditional use, site plan, variance, or environmental review.
