Start with CSIR’s official laboratory directory, then check current project listings for evidence of relevant expertise. Use those listings to shortlist candidate labs—not to assume that any one lab is the right fit or that a project is open to outside participation. For cross-lab or industry-linked work, review Mission Mode and Fast Track Translation/Fast Track Commercialization (FTT-FTC) projects, and ask CSIR’s Technology Management Directorate or the lab which office handles your area. CSIR and Headquarters Integrated Defence Staff (HQ IDS) announced an umbrella defence R&D framework in 2023; project fit, access, security, funding and terms still need to be confirmed directly.
1. Start with CSIR’s official laboratory directory
Use CSIR’s laboratory directory to identify institutes and locations, then follow the links to their institutional websites. Treat this as an index for discovery, not a complete or current profile of every lab’s capabilities. CSIR’s official overview describes a network of 37 national laboratories, 39 outreach centres, one innovation complex and three units; the page does not give a more precise date for those counts. 2. Turn the project into searchable technical questions
Before looking for a lab, describe the proposed capability in terms a research organization might use. Break it into technical disciplines, components, materials and validation needs. For example, a system-level goal may involve sensing, signal processing, materials, power or environmental testing; search each relevant term as well as broader labels such as “Aerospace, Electronics, Instrumentation & Strategic Sectors,” “defence technology” and “dual use technologies.” This makes it easier to find relevant work even when a project listing does not use your exact project name.
3. Use current project listings as evidence of work
Check CSIR’s Mission Mode Projects, Fast Track Translation and Fast Track Commercialization projects and R&D project listings. The current project pages are labelled FY 2026-27, but rosters and project status can change. Search for methods, application areas and materials related to your requirements, then follow project links to the responsible labs where available.

Examples in CSIR’s strategic-sector and project listings include perimeter threat detection, aircraft oxygen generation, graphene composites for aerospace and defence, and lightweight magnesium alloys for defence and strategic applications. These examples show relevant work is represented in the listings; they do not establish that a listed project is accepting collaborators or that its technology is available for deployment. Aerospace, Electronics, Instrumentation & Strategic Sectors.
4. Distinguish research, translation and commercialization
Project stage matters when you compare candidate work. CSIR describes Mission Mode Projects as drawing on competencies across CSIR labs and outside institutions. FTT projects focus on translating laboratory research, while FTC projects advance technologies with industry partners toward market readiness. A project that is technically relevant may therefore be at a very different stage from the capability your organization needs.

| CSIR project category | What the official descriptions indicate | How to use it when shortlisting |
|---|---|---|
| Mission Mode Projects | Can draw on competencies across CSIR laboratories and outside institutions. CSIR Mission Mode Projects. | Look for multi-disciplinary work and identify whether your project’s sub-problems could involve more than one lab. |
| Fast Track Translation (FTT) | Projects are described as translating laboratory research. CSIR FTT-FTC projects. | Check whether the work is moving from research toward a usable technology or product. |
| Fast Track Commercialization (FTC) | Projects advance developed technologies or products toward market readiness with industry partners. CSIR FTT-FTC projects. | Check for industry partnering and ask the lab what engagement, if any, is possible for your use case. |
5. Compare candidate labs without treating the list as a ranking
CSIR’s public pages do not provide a standardized ranking of laboratories for defence projects. Build a shortlist around evidence and fit rather than choosing the first apparent match.
- Technical match: Does the lab’s work address the relevant discipline and specific sub-problems?
- Project evidence: Is there a current or recent project that demonstrates relevant methods or applications?
- Stage: Is the work research, translation or commercialization-oriented?
- Coordination: Does the capability appear concentrated in one lab, or could it require coordination across labs or external institutions?
- Engagement route: Is there a clear institutional contact for the project area?
6. Ask the Technology Management Directorate for a connection
CSIR’s Technology Management Directorate (TMD) describes its role as connecting laboratories with ministries, agencies, industry and other stakeholders for technology development and customized deployment. Contact TMD or the shortlisted lab with a concise description of the capability, its technical components and the kind of engagement you are seeking. Ask which lab, office or technical contact handles that area. TMD is a route to help identify the appropriate stakeholder; it is not a guarantee of project approval, access or funding.

7. Confirm how the defence collaboration framework applies
On 23 November 2023, CSIR and HQ IDS announced an MoU establishing an umbrella framework for technical collaboration and joint R&D involving CSIR laboratories and the Indian Army, Navy and Air Force. The announcement describes collaboration on technologies related to defence, including dual-use technologies. It establishes the framework’s broad purpose, not automatic eligibility for a specific project, an open call, funding or approval. Press Information Bureau announcement, 23 November 2023.
When you contact the relevant CSIR and defence-side stakeholders, confirm the requirements that apply to your proposal. Public listings do not establish project-specific eligibility, security classification, facility access, intellectual-property terms, funding availability or procurement conditions.
