The fastest way to fix an AI-assisted workflow is to diagnose the whole process, not assume the AI step is the problem. Map the work from its trigger to its finished outcome, measure active work separately from queues and handoffs, inspect quality and rework, then verify the suspected constraint with the people and operational data involved. Redesign responsibilities, approvals and exceptions around the desired outcome, and pilot the change against a baseline.
What a bottleneck is in an AI-assisted workflow
A bottleneck is a constraint that limits the speed, capacity or quality of the end-to-end outcome. In an AI-assisted process, it may be an AI task, but it may just as easily be an approval queue, missing information, a manual transfer between systems, repeated corrections or dependence on one specialist.

A model can produce a draft in seconds while the case waits two days for a reviewer. Automating that draft further would not materially shorten completion time. Likewise, an apparently faster step is not an improvement if it increases errors and creates downstream rework.
Define the unit of work before looking for causes. A useful definition includes:

- the event that starts the process;
- the result that counts as complete;
- the named owner accountable for that result;
- the people, systems or customers that depend on it; and
- the boundary of the first investigation.
Start with one recurring, data-rich problem that has a clear beginning and end. A bounded investigation is easier to observe, measure and validate than an attempt to diagnose every AI use in the organization at once.
Step 1: Map the process as it is actually performed
Include every handoff
Walk through the process with the people who perform, review and receive the work. Record each action in sequence, the owner or system, the input required, the output produced, the usual active time, the handoff and any dependency. Keep the map end to end across teams; a departmental procedure can hide the delay that matters most to the customer or business.
Use paper, a digital diagram or a shared whiteboard. The medium matters less than observing the real path. Include email, spreadsheets, copied text, informal messages, side documents and other workarounds that the official procedure omits.

For each step, ask what happens when information is missing, an AI answer is uncertain, a policy does not fit, a reviewer disagrees or a system fails. Mark loops back to an earlier step and identify who decides whether the case can proceed. An idealized flow often looks efficient because it excludes the cases that consume the most time.
A practical map can use columns such as:
| Field | What to record |
|---|---|
| Trigger | The event or request that starts a case |
| Action | What a person or system actually does |
| Owner | The person, team or application responsible at that point |
| Input | Information, files, permissions or decisions required |
| Output | The artifact or state passed to the next step |
| Active time | Hands-on effort when work is being performed |
| Waiting time | Elapsed time in a queue, inbox or approval state |
| Handoff | How responsibility or data moves to the next participant |
| Exception | Conditions that divert the case from the normal path |
Step 2: Ask where work gets stuck
Interview participants with concrete prompts rather than asking them to diagnose the system in abstract terms. Two especially useful questions from National AI Centre guidance are: “Where do things usually get stuck or delayed?” and “What workarounds have you developed?”
At each mapped step, look for these symptoms:
- work waiting between actions or for approval;
- repeated data entry or manual copying;
- unclear ownership or a handoff that has no service expectation;
- missing or inconsistent inputs;
- multiple review rounds and corrections;
- inconsistent decisions between people or cases;
- exceptions that require a specialist; and
- effort that does not improve the finished outcome.
Ask for recent examples and trace them through the map. A general complaint such as “the AI is slow” may turn out to mean that prompts are being rewritten repeatedly, that outputs wait for a scarce approver or that staff do not trust the result and check it several times.

Step 3: Measure flow, not just AI response time
Collect measurements for comparable cases from start to finish. A useful baseline combines time, quality, volume and the work required to recover from problems.

| Measure | Definition | Why it matters |
|---|---|---|
| Cycle time | Elapsed time from process start to completion | Shows what the requester experiences, including queues and approvals |
| Active processing time | Hands-on time spent performing actions, where it can be captured | Separates effort from waiting and reveals whether automation removes real work |
| Queue and handoff time | Time a case waits between actions or for a decision | Identifies delays that a faster task will not fix |
| Quality | Errors, accepted outputs, corrections or another process-specific standard | Prevents a speed gain from being counted when the result is worse |
| Rework | Repeat rounds, returned cases, corrections and exception handling | Shows hidden effort created by an apparently efficient step |
| Throughput | Cases completed in a consistent period | Shows whether the process can handle demand, not just one fast case |
| Touchless completion | Share completed end to end without human intervention, if relevant | Useful only when the business goal permits that level of automation |
Report the slow tail
Do not rely on an average or a best case. Report a median and an upper percentile such as P90 or P99 when delayed cases matter. Microsoft Learn’s metric guidance describes these percentiles as a way to expose a slow tail that a median can conceal. Keep the time window, case type and inclusion rules consistent so a before-and-after comparison is meaningful.
Choose measures that answer a process question rather than collecting unrelated telemetry. If an AI step takes 20 seconds but cases spend six hours waiting for review, record both figures and keep them separate.
Connect activity to value
Link the measurements to an outcome such as an approved account, an accurate response, a completed transaction or a resolved customer issue. APQC states: “Technology access or task completion alone does not demonstrate business value.” A count of generated drafts or model calls is not evidence that the business process improved.
Step 4: Validate the suspected constraint
A long-running task is a useful target only when it constrains the end-to-end result. Compare three kinds of evidence:
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →- Operational data: queue accumulation, handoff timestamps, cycle-time distributions, review rounds and exception rates.
- Participant experience: what workers report, including workarounds and cases that require escalation.
- Adjacent effects: whether an upstream change starves the step, or a downstream correction absorbs the apparent gain.
Trace delayed and typical cases separately. A step can have a short median but create a severe P99 tail for cases with missing documents. Conversely, a high-effort step may have spare capacity and no queue, while a short approval step limits the whole flow.

Do not assume that faster AI execution means faster delivery. The constraint may be caused by policy, staffing, information quality, permissions, system integration or decision rights rather than model performance.
Step 5: Choose a fix by outcome and risk
Compare candidate changes using the same decision axes instead of applying a universal score. Consider:
| Decision axis | Questions to ask |
|---|---|
| End-to-end effect | Will the change reduce cycle time or improve quality after queues and rework are included? |
| Frequency and effort | How often does the problem occur, and how much capacity does it consume? |
| Implementation effort | What data, integration, training and process changes are required? |
| Operational risk | What could go wrong, and what would the consequence be? |
| Oversight burden | How much review, approval or exception handling will the change create? |
| Reversibility | Can the change be paused or rolled back safely if results deteriorate? |
First remove avoidable ambiguity, missing inputs and unnecessary handoffs where feasible. Then decide whether the right intervention is AI, conventional workflow automation, clearer ownership, a policy change, better training or simply a capacity adjustment. Introducing AI into a non-constraint can add review work without improving the outcome.

Step 6: Design human and AI responsibilities explicitly
Write the target-state flow so that responsibility is unambiguous. Specify what the AI may draft, retrieve, summarize, classify or execute; what a person must review or approve; what evidence the reviewer sees; and what happens when confidence, data quality or policy conditions are not met.
| Control | Definition required in the workflow |
|---|---|
| Permitted authority | Actions and systems the AI can access or change |
| Approval points | Outputs that require a named person before use or release |
| Escalation trigger | Conditions such as missing information, uncertainty or a policy conflict |
| Exception route | The team or specialist who handles cases outside the normal path |
| Pause and stop authority | Who can suspend processing and what happens to in-flight cases |
| Review evidence | Inputs, sources, rationale or logs a reviewer needs to make a decision |
Match oversight to consequence
For high-business-impact outputs, the National AI Centre’s example pattern is a person approving each output before it is used. For moderate-impact, high-volume work, it describes monitoring while the AI acts, with a person intervening when needed. Choose the stricter pattern when consequences, specialized judgment, privacy, compliance or control risk warrant it. More touchless completion is not automatically better.
Keep a named process owner accountable even when an agent performs most of the actions. Record recurring correction reasons and use them to improve prompts, input rules or process policies while continuing to monitor quality and exceptions.

Step 7: Pilot against a baseline
Before broad deployment, document the target flow, roles, acceptance criteria, systems and data needed, escalation paths and training. Walk through a paper prototype or limited test with users before building a large integration.
- Select comparable cases. Use the same case definition and measurement window as the baseline.
- Test imperfect inputs. Include missing, ambiguous, incorrect and conflicting information, not only clean demonstrations.
- Exercise exceptions. Confirm that reviewers can see the required evidence, escalate a case and pause processing.
- Consider peak volume. Check queues, approval capacity and downstream systems under realistic demand.
- Compare outcomes. Measure end-to-end cycle time, active work, quality, rework, exceptions and throughput using the baseline definitions.
- Inspect failures. Read the delayed and corrected cases rather than relying only on aggregate numbers.
- Scale only on evidence. Expand when outputs are reliable and the business value is measurable for the intended risk level.
A pilot that improves model response time but worsens review queues has not fixed the workflow. Preserve the original process as a safe fallback until the target flow has passed its acceptance criteria.
Worked example: client onboarding
National AI Centre guidance illustrates how a map can reveal a non-AI constraint. In the example, historical-data import takes 2–4 hours and is a bottleneck because only one person knows how to perform it. The lesson is not that every import should be automated; it is that elapsed time and dependence on specialized knowledge must be examined together.
Its redesign example has AI draft quotes and document requests, while people review before sending. Missing documents are escalated when they cannot be resolved. The stated expected benefit for that specific redesigned onboarding scenario is a reduction in onboarding time from 5–7 hours to 2–3 hours and a reduction in document-chasing rounds from three to one. These are illustrative expectations for that scenario, not a general result or a guarantee for another organization.
A team applying the method would first measure its own onboarding cycle-time distribution, import queues, approval delays, correction reasons and missing-document rate. It could then test whether standardizing the import, adding a second trained owner, improving intake requirements or assisting quote and follow-up drafting produces the largest safe end-to-end improvement.
Common misdiagnoses and how to correct them
“The model is slow, so the model is the bottleneck.”
Measure queue and approval time alongside model latency. If waiting dominates, change ownership, batching, service-level expectations or review capacity before optimizing generation.

“The longest task must be the constraint.”
Check whether work accumulates there and whether its capacity limits completion. A long task with spare capacity may not constrain the flow; a short scarce approval can.
“The median improved, so the project worked.”
Inspect P90 or P99, exceptions and rework. A faster typical case can coexist with a damaging slow tail.
“More automation is always better.”
Set an acceptable risk and review level first. A touchless rate that bypasses necessary approval can reduce visible effort while increasing exposure and downstream corrections.

Re-map the work with participants and include informal tools, copied data, side channels and exception paths. Workarounds are evidence of friction, not noise to be removed from the map.
“More dashboard data will reveal the answer.”
Choose a small set of measures tied to the outcome. Unrelated telemetry can obscure the queue, handoff or quality signal that actually explains delay.
A practical diagnostic checklist
- Is the process boundary clear from trigger to finished outcome?
- Does the map include every team, system, handoff, workaround and exception?
- Are active time, waiting time and review time separated?
- Do the measurements include median and a relevant upper percentile?
- Are quality, rework and exception rates defined for this process?
- Does operational data support the same suspected constraint that workers describe?
- Have upstream and downstream effects been checked?
- Is the proposed change compared with non-AI options?
- Are authority, approval, escalation, exception and stop rules written down?
- Can the pilot be compared with a consistent baseline and safely rolled back?
What success looks like
A successful fix shortens or stabilizes the end-to-end outcome without hiding work in another queue or lowering quality. The team can explain where time is spent, who owns each decision, when a person must intervene and how exceptions are handled. It can also show comparable before-and-after measures and identify the cases that still fail.
The durable practice is continuous constraint checking: revisit the map when demand, policies, data or AI capabilities change. Once one bottleneck is relieved, another part of the flow may become limiting. Keep the process owner responsible for watching the outcome, not merely the performance of an individual AI task.
