Search by facility name or ID, open the Clean Air Act results and detailed facility report, then check any linked documents. If the permit or case file is not available there, contact the agency that issued the permit or reported the record. A missing ECHO entry or document link does not establish that no permit or enforcement record exists.
Search ECHO for the facility
- Open EPA ECHO: Go to echo.epa.gov and search by facility name or ID, or search by city, state, or ZIP code.
- Use name or ID when the site may be inactive: EPA says location-based quick search excludes inactive facilities by default; a name-or-ID quick search includes them. If a location search returns nothing, try the facility name or identifier.
- Focus on air records: Use the Clean Air Act facility search to narrow results to stationary air sources. Its criteria include air-program filters and enforcement-related options, including formal enforcement actions and time ranges.
- Open the detailed facility report: Check the facility’s identity and the reported permit, compliance, violation, and enforcement information. ECHO may include inspection or compliance evaluation dates and findings, enforcement actions, and penalties.
Check reports and available documents
Air search results may link to a detailed facility report, an air pollutant report, and facility documents. Depending on the facility, those documents may include certain inspection and permit documents or facility-reported Clean Air Act compliance documents. EPA’s air search results help explains the result links and identifiers.

Availability and date ranges differ among facilities, and EPA does not require inspection and permit documents to be published in ECHO. A summary row or status label is not a substitute for the issued permit, inspection record, or enforcement case file. Treat the report as a starting point and verify consequential details against the source document.

ECHO is a public research tool maintained by EPA’s Office of Enforcement and Compliance Assurance. Its records include information that EPA and state, local, and tribal environmental agencies report into EPA national databases. The system can help identify records and compliance history, but it is not a guarantee that every facility, permit, or historical source document is gathered in one place.

EPA’s facility searches present the past five years of inspection and enforcement data based on extraction dates from the national system of record. Coverage depends on the database and record type. For Clean Air Act data, EPA says represented facilities include Title V major permittees, synthetic minor sources, certain NESHAP minor facilities, and minor facilities with serious violations or recent enforcement actions. A missing or sparse result therefore warrants a check with the relevant agency rather than a conclusion that no records exist.
Request the underlying record from the agency
Use the detailed report to identify the agency associated with the record or permit. EPA advises users seeking more detail to contact the regulatory agency that reported the violation or the agency that issued the applicable permit. If ECHO has no document link, ask that agency for the permit, inspection or compliance evaluation record, enforcement case documents, or other specific record you need.

When comparing records from ECHO and an agency portal or response, check that they concern the same facility and record. EPA’s Facility Registry Service identifier helps identify facilities and link program records, but an agency may also use its own facility or permit number.
- Facility identity: Compare name, address, EPA Facility Registry Service identifier, and agency-specific identifiers.
- Record type: Distinguish a permit from an inspection, violation, informal or formal enforcement action, penalty, or emissions report.
- Agency: Note whether EPA, a state, local, or tribal agency issued or reported the information.
- Time period and source level: Compare the date range in ECHO with the source document, and distinguish an ECHO summary from the issued permit or case file.
Record request procedures and the responsible agency vary by facility location. For a legal claim or regulatory decision, verify the document and its current status with the agency rather than relying on an ECHO summary alone.
