For regular taxpayers, the documented return-filing workflow remains centered on filing GSTR-1 and GSTR-3B through the GST Portal; GSTR-1A is an optional correction step before filing GSTR-3B for the same period. “GST 2.0” refers to a wider package of rate and process reforms, not by itself to a replacement return form or a new universal filing system. Confirm your current return period, filing frequency, portal instructions and any applicable notifications before filing.
What GST 2.0 means for return filing
The 56th GST Council release discussed rate changes separately from process reforms. It said that implementation dates for the process reforms would be notified in due course; that statement does not establish that every proposed process change is live, nor does it describe a new return-filing system. The official filing material covered here documents the GSTR-1 and GSTR-3B workflows and the optional GSTR-1A facility.

The Council release said most rate changes for goods and services were to apply from 22 September 2025, while specified tobacco products were treated separately pending a later notified transition date. A rate change may affect the tax treatment of a transaction, but it does not by itself replace the return forms or portal steps. For a particular supply, check the applicable rate and effective date against the relevant notification; use the return period and forms currently available on the portal.

The PIB explainer describes GST 2.0 as a broader reform package, rather than a form-by-form filing manual. For filing actions, rely on the GST Portal’s current instructions and dashboard.

Before you start
- Confirm the taxpayer’s registration category and whether the business is required to use the regular-taxpayer workflow described here.
- Check the financial year, tax period and filing frequency shown for the business. Monthly or quarterly filing obligations depend on the taxpayer’s circumstances and current notifications.
- Check the live Returns Dashboard for the applicable forms and due dates. A government notification may set a date different from the standard dates listed in the GST Portal FAQ.
- Gather records for the period, including outward-supply details, relevant credit or debit notes, amendments and other transaction data that applies to the business.
How to prepare and file GSTR-1
GSTR-1 reports outward supplies. The following is the documented portal sequence for a regular taxpayer; the entries you need depend on the transactions in the period and the form requirements then in force.
- Sign in to the GST Portal and open Services > Returns > Returns Dashboard.
- Select the financial year and return period, then select Search.
- In the GSTR-1 tile, select Prepare Online to enter data on the portal. The GST Portal also documents preparing return data with its offline tool and uploading it.
- Review and enter the applicable outward-supply details. The GST Portal FAQ identifies categories such as supplies to registered recipients; specified inter-state supplies to unregistered consumers; credit and debit notes; exports; advances and adjustments; amendments; nil-rated, exempt and non-GST supplies; HSN/SAC summaries; and specified e-commerce supplies.
- If invoice details are available to download from the portal, review the imported records against your own records. Imported data can reduce re-entry, but should not be assumed to be complete or correct.
- Add or amend records, generate the return summary and inspect the consolidated summary for accuracy before filing.
- Select File Statement, choose the authorized signatory and complete the applicable DSC or EVC signing process.
- After successful filing, retain the ARN and filed return for your records. The portal manual says the ARN is displayed and the status changes to Filed.
Choose an online, offline or GSP preparation method
The GST Portal documents online entry, preparation with the official offline tool followed by upload, and third-party applications offered through a GST Suvidha Provider (GSP). The portal’s listing of these methods does not endorse or validate any particular vendor. If using an outside application, assess its security, terms and current support independently.
When GSTR-1 is due
The GST Portal FAQ gives standard dates of the 11th of the succeeding month for monthly filers and the 13th after the quarter for quarterly filers. Government-notified alternative dates can apply, so these are not a substitute for checking the dashboard. The Returns Dashboard displays due dates for the forms applicable to the selected period.

Quarterly GSTR-1 filing does not necessarily mean that there are no monthly payment obligations. The QRMP scheme can combine quarterly returns with monthly tax payments. The material summarized here does not establish current eligibility for every taxpayer; check the scheme’s current conditions and the taxpayer’s portal details.

Use GSTR-1A to correct or add details before GSTR-3B
GSTR-1A is an optional opportunity to add missed details or correct reported details for the same period. The GST Portal FAQ describes it as available after GSTR-1 has been filed or its due date has arrived, whichever is later. It can be filed once for that period and must be completed before filing that period’s GSTR-3B.
Changes made through GSTR-1A flow into GSTR-3B for the relevant period. A recipient’s input tax credit effect may appear in the next period’s GSTR-2B; do not assume the recipient will see the change in same-period GSTR-2B. For amendments outside the GSTR-1A window or otherwise not covered by it, follow the current form instructions.

GSTR-3B is a separate return filing, not a confirmation that GSTR-1 was filed. Use the relevant period’s portal workflow and review the return before submitting it. If you made an eligible GSTR-1A correction, complete that step before filing the same period’s GSTR-3B.

When a nil GSTR-3B is permitted
The GST Portal manual limits nil GSTR-3B filing to a period with no outward supplies, no inward supplies and no tax liability. If those conditions are met, the manual documents selecting the nil option online, previewing the return and filing with DSC or EVC. It also mentions an SMS option, but the material available here does not set out the complete SMS procedure.

If an older return is still unfiled
A GST Council newsletter summary reports a restriction on filing certain returns after three years from their due dates and describes portal implementation details from late 2025. This should not be treated as a universal cutoff for every form and period: the exact effect depends on the return type, tax period and controlling notification. Check the live portal and applicable notification promptly, particularly if a return may be near or past the cutoff; consult a qualified GST professional about the specific case.
