1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsFor a normal registered supplier, interstate sales are reported in GSTR-1 and the period’s tax liability is paid through GSTR-3B. In the GSTR-1 form, classify a supply as interstate when its legally applicable place of supply is in a state different from the supplier’s state; the transaction is then reported with Integrated Tax (IGST). The current B2C-large rule covers qualifying taxable interstate consumer invoices above ₹1 lakh from the August 2024 return period. Standard due dates are the 11th of the succeeding month for monthly filers and the 13th after quarter-end for quarterly filers, unless a government notification extends them.
The customer’s billing address alone does not settle place of supply. Check the rule for the particular goods or services, report each invoice in the right GSTR-1 section, file GSTR-1 before GSTR-3B for the same period, and verify the live portal for the applicable deadline.

Which GST returns record interstate sales?
GSTR-1 is the statement of outward supplies. It records the sales information that the supplier is required to disclose, including invoice-level details for registered customers, qualifying consumer invoices, exports, credit and debit notes, amendments, and nil, exempt or non-GST supplies. The GST Portal’s GSTR-1 FAQ describes the return and its reporting categories.
GSTR-3B is the summary return in which you declare the period’s taxable supplies and discharge the resulting tax. It is not a replacement for invoice-level GSTR-1 reporting. For the same period, the portal blocks GSTR-3B until the corresponding GSTR-1 has been filed, and other outstanding-return restrictions can also apply.
#1 Best Overall
A registered taxpayer must submit a nil GSTR-1 when there is no business activity for the period. “No interstate sale” does not by itself remove the filing obligation if the return is otherwise required.
What makes a sale interstate?
Start with the statutory place-of-supply rule that applies to the transaction. The GST Portal’s GSTR-1 creation manual states: “In case of Inter-State transaction: In case the POS (place of supply) of the goods/ services is the different from the state of the supplier, the transaction is an Inter-State transaction.” In practical terms, compare the supplier’s state with the legally determined place of supply, not merely with the address typed on an order.
Goods and services can have different place-of-supply rules, and special facts such as movement of goods, installation, imports, exports, or the location relevant to a service can change the result. A buyer’s billing address may be useful evidence but is not a universal test. If the rule is unclear, resolve the place of supply before choosing the tax type and GSTR-1 table.
IGST field in the return
When the place of supply differs from the supplier’s state, the GSTR-1 workflow presents an Integrated Tax field. Enter the taxable value and the applicable IGST amount for the invoice. The portal material supports this interstate classification and interface behavior; it does not establish one tax rate for every product or service. Verify the rate, exemptions and any special treatment for the particular transaction under the applicable law.
Choose the correct GSTR-1 category
The buyer’s registration status and the invoice value determine where the outward supply belongs. Keep a transaction-level working sheet so that each invoice is assigned once and amendments or notes can be traced later.
| Sale type | What to report | Key details |
|---|---|---|
| B2B interstate sale | Invoice-level registered-person supply details | Enter the recipient GSTIN, invoice number and date, taxable value, rate, place of supply and IGST. Validate the GSTIN before submission. |
| B2C interstate sale above the current large-invoice threshold | GSTR-1 Table 5 (B2C-large) | For the August 2024 return period onward, qualifying taxable interstate consumer invoices above ₹1 lakh are entered here. |
| B2C interstate sale at or below that threshold | The applicable consumer-supply summary category | Do not place an invoice in Table 5 merely because it is interstate; apply the current value threshold and the portal’s category rules. |
| Credit or debit note | The relevant note section | Link the note to the original supply where the form requires it and preserve the original invoice reference. |
| Export, exempt, nil-rated or non-GST supply | The corresponding GSTR-1 section | These categories have different reporting fields from a taxable interstate invoice. |
The B2C-large threshold changed
The threshold is period-specific. The portal manual says the threshold for qualifying taxable interstate consumer invoices in Table 5 changed from above ₹2.5 lakh through the July 2024 return period to above ₹1 lakh from the August 2024 return period. Apply the rule for the return period being filed, not the date on which you happen to prepare the return.
| Return period | Table 5 threshold for qualifying taxable interstate B2C invoices |
|---|---|
| Through July 2024 | Above ₹2.5 lakh |
| August 2024 onward | Above ₹1 lakh |
“Above” means the invoice must exceed the stated amount. An invoice exactly at the threshold is not above it. Confirm the portal’s current instructions if a later notification changes the rule.
Information to collect before opening GSTR-1
Prepare the period’s sales register and supporting documents first. This reduces corrections and makes the portal’s auto-populated fields easier to check.
- Return period and filing frequency: monthly or quarterly under QRMP.
- Supplier state and the legally determined place of supply for every transaction.
- Customer GSTIN and legal name for B2B supplies; check that the GSTIN belongs to the intended recipient.
- Invoice number, invoice date and the original invoice reference for any amendment, credit note or debit note.
- Taxable value, HSN or service classification details where required, applicable rate, and the IGST amount.
- Whether the customer is registered or unregistered and, for B2C interstate invoices, whether the period-specific large-invoice threshold is exceeded.
- Export, exempt, nil-rated or non-GST indicators where applicable.
- Evidence supporting place of supply, such as the contract, delivery location, installation address or service documents relevant to the applicable rule.
The portal may populate recipient and place-of-supply information from a GSTIN, but the place-of-supply field remains editable. Treat that population as a convenience to verify, not as proof that the transaction has been classified correctly.
How to enter interstate sales in GSTR-1: step by step
- Identify the period and deadline. Determine whether the registration is monthly or under QRMP. Check the live GST Portal and any current notification for the actual due date before starting.
- Sign in to the GST Portal. Open the Returns area, select the relevant financial year and return period, and choose GSTR-1. Use the return period for the supply, not the month in which an accounting correction was noticed.
- Select the appropriate tile or table. Choose the registered-person invoice section for B2B supplies, Table 5 for qualifying B2C-large interstate invoices, or the applicable summary, note, export or exempt-supply section.
- Enter invoice particulars. Provide the GSTIN where applicable, invoice number, date, taxable value, rate, place of supply and tax amounts. For an interstate taxable supply, use the Integrated Tax field rather than splitting the amount into Central and State tax.
- Check place of supply and customer status. Confirm that the state shown in the POS field follows the legal rule for the goods or service. A customer’s out-of-state billing address is not enough where another statutory rule applies.
- Save and validate the entry. Correct format errors, duplicate invoice numbers, invalid GSTINs, inconsistent tax calculations and missing mandatory fields before moving on.
- Review the generated summary. Compare invoice counts, taxable values and IGST totals with the sales register. Check that B2C invoices have not been accidentally reported as B2B and that old-threshold periods use the correct threshold.
- File GSTR-1. Complete the portal’s verification and filing process using the authorised signatory’s applicable electronic verification method. Retain the acknowledgement and filed-return details.
- Prepare and file GSTR-3B. Use the filed GSTR-1 and accounting records to complete the summary return, pay the liability and submit GSTR-3B for the same period. The portal’s filing dependency means GSTR-1 must be filed first.
Monthly and QRMP filing schedules
The standard dates published in the GST Portal’s GSTR-1 FAQ are:
| Filing frequency | Standard GSTR-1 date | How to interpret it |
|---|---|---|
| Monthly | 11th of the succeeding month | For a given month’s supplies, the usual deadline falls on the 11th of the next month. |
| Quarterly under QRMP | 13th after the quarter ends | The quarter’s GSTR-1 is ordinarily due on the 13th after the quarter-end month. |
These are standard dates, not an assurance that every period has the same deadline. Government extensions and taxpayer-specific filing schedules can change the date. Check the return tile and current notifications for the exact period, especially around holidays or system changes.

Eligible QRMP taxpayers may use the optional Invoice Furnishing Facility (IFF) for eligible B2B documents in the first two months of a quarter. The GST Portal’s IFF FAQs give the 13th of the following month as the standard IFF deadline. Documents furnished through IFF do not need to be entered again in the quarterly GSTR-1.
IFF is not a separate mandatory return and it is not a way to report every consumer invoice early. Use it when a recipient needs eligible B2B documents reflected sooner; otherwise, include the documents in the quarterly GSTR-1.
Ways to prepare and upload GSTR-1
The GST Portal identifies three preparation routes. Choose based on volume, controls and who will operate the process; the existence of a route does not establish that a particular software vendor is approved or suitable for your registration.
| Method | Best suited to | Practical considerations |
|---|---|---|
| Online GST Portal entry | Smaller volumes and occasional corrections | Immediate validation and no separate file-format workflow, but manual entry can be slow for many invoices. |
| Returns Offline Tool upload | Businesses maintaining a spreadsheet or accounting export | Prepare the prescribed file, validate it with the tool, upload it to the portal and resolve rejected records. |
| ASP/GSP third-party route | High-volume or integrated accounting workflows | Automates data transfer when configured correctly; review access, data controls, current functionality and reconciliation before relying on it. |
Whichever method you use, reconcile the uploaded totals to the books and inspect rejected or amended invoices. Automation can reproduce an incorrect place of supply or tax code just as quickly as a correct one.

What happens after the supplier files?
Supplier-filed documents can flow into the recipient’s GSTR-2B. The GST Portal’s GSTR-2B FAQ explains that the statement is generated from documents furnished by suppliers and other sources. A reflected invoice is not, by itself, a blanket guarantee that the recipient may claim input tax credit.
The recipient must still test credit eligibility under the applicable provisions, including the nature of the purchase, possession of a valid document, receipt conditions, blocked-credit rules and any required reversals. Suppliers should therefore correct genuine invoice errors promptly; recipients should reconcile GSTR-2B with their purchase records rather than treating appearance in the statement as conclusive.
Nil returns and no-sales periods
If there are no outward supplies or other reportable activity, the return can still be required as a nil GSTR-1. The portal provides a nil-return guide for the conditions and filing path. Confirm that there are no invoices, credit or debit notes, amendments or other data that must be reported before selecting a nil option. A nil GSTR-1 does not remove the separate obligation to file any other return that is due.

Using the customer’s state as the only place-of-supply test
Symptom: An invoice is marked interstate solely because the customer supplied an out-of-state billing address.
Fix: Revisit the goods-or-services place-of-supply rule and the transaction evidence. Correct the POS field and tax treatment before filing. If the legal result is uncertain, obtain transaction-specific professional advice rather than relying on the address alone.
Putting every consumer invoice in B2C-large
Symptom: Small interstate consumer invoices are listed in Table 5.
Fix: Apply the threshold for the return period. The current portal instruction is above ₹1 lakh from August 2024; periods through July 2024 used above ₹2.5 lakh. Report invoices below the applicable threshold in the relevant consumer summary category.
Entering IGST as CGST and SGST
Symptom: An interstate invoice is split between Central Tax and State/UT Tax.

Relying on auto-populated GSTIN or POS data without checking
Symptom: The portal accepts a populated recipient or POS value that does not match the contract or delivery facts.
Fix: Compare the displayed data with the invoice and supporting documents. Edit the POS where permitted and correct the source master data for future filings.
Trying to file GSTR-3B first
Symptom: The same-period GSTR-3B filing option is unavailable.
Recommended Free Tools
Fix: File GSTR-1 for that period first and resolve any earlier-return restriction shown by the portal. Then complete GSTR-3B.
Missing a changed or extended due date
Symptom: The taxpayer relies on the usual 11th or 13th date but the portal shows a different deadline.
Fix: Treat the standard date as a planning baseline only. Check the live return tile and current government notifications for the period before submitting.
Ignoring upload rejects or duplicate invoices
Symptom: An offline or integrated upload returns validation errors, duplicate invoice warnings or mismatched totals.

- Validate GSTIN, invoice number, date, taxable value, rate, POS and IGST.
- Reconcile invoice counts and tax totals with the books before filing.
- File GSTR-1, save the acknowledgement, then file GSTR-3B.
- For QRMP, decide whether eligible B2B documents should be furnished through optional IFF in the first two months.
- After filing, compare supplier documents with recipient-side records and investigate discrepancies.
