The safest way to collect news depends on what you need: use RSS to follow new stories, a publisher’s print or save feature for a permitted personal copy, and an official API or feed for structured research. Before copying or redistributing article text, check the publisher’s terms and the copyright rules that apply where you are. A page you can technically access is not automatically yours to republish.
Choose a method that fits the job
Start by deciding whether you need links and headlines, a readable copy of one story, structured metadata, or a larger collection. Prefer the publisher-provided route that gives you the needed result with the least access and copying.

Follow new articles with RSS
RSS is usually the right starting point when the goal is monitoring rather than copying full stories. The U.S. Copyright Office explains that users can copy a feed URL into an RSS reader, which displays and updates headlines as new items appear. The Office describes RSS as a way to avoid repeatedly visiting sites to check for new articles.
- Find the publication’s RSS link, often labeled “RSS,” “Feeds,” or “Subscribe.” Use the publisher’s own help pages if the link is not obvious.
- Copy the feed URL and add it in an RSS reader using that service’s “add feed” or equivalent control.
- Use the reader to review headlines and follow links to the publisher’s pages. Check what the feed actually provides: it may show only headlines, excerpts, or full text.
- If you need to preserve a particular story, follow the publisher-facing save or print route and keep its citation details.
A feed helps discover articles; it does not grant permission to reproduce the article in another publication, product, or corpus. Treat its contents according to the publisher’s terms and the law that applies to your use.

Save one article for reference
For a single story, use the publisher’s own print, save, or download control when available. If it offers no such control, a browser’s print-to-PDF or page-saving feature may make a personal reference copy, but only where the publisher’s terms and applicable law allow it. Do not use these steps to defeat a paywall or another access control.
- Open the article through the publisher’s website and look for its print, save, or download option.
- If no publisher option exists, use your browser’s print command and select “Save as PDF” or its equivalent, if permitted. Review the preview so you know what the saved file contains.
- Record the headline, author, publication date, original URL, and the date you accessed the page. Keep these details with the saved file so the copy is traceable.
- When quoting or sharing the story, use only what your permissions and the relevant law allow. A personal reference copy is not permission to redistribute the article.
Build a structured collection responsibly
For research that needs fields such as headline, date, author, or URL, first check whether the publisher or public body offers an API, RSS, XML, or JSON endpoint. An official source is generally easier to work with than extracting page text because its documentation can specify fields, authentication, attribution, and request quotas.
Prefer official endpoints
- Read the provider’s documentation for allowed uses, authentication, quotas, attribution, and retention requirements.
- Collect only the fields needed for the project. A metadata index may meet the need without storing full article text.
- Cache results where allowed and avoid repeatedly requesting unchanged pages.
If crawling is permitted
Check the site’s terms and technical guidance before sending automated requests. Identify the crawler with a meaningful user agent, keep the request rate conservative, and honor any applicable robots or rate-limit instructions. The UK Office for National Statistics says bots should identify themselves and warns that large-volume scraping may be blocked. Its policy was updated 30 April 2026. That policy is specific to ONS; it is not a general permission or universal rule for other websites.
Likewise, legislation.gov.uk states a limit of 1,500 requests per five-minute period in its own service guidance and recommends alternative services for large one-off crawls. That figure applies to that service’s policy, not to other sites. Do not treat either example as a substitute for checking the target site’s rules.

Extract page content without bypassing access controls
For a legitimate extraction project, inspect the page’s accessible HTML, structured data, or an official endpoint. Do not bypass a paywall, login restriction, CAPTCHA, or other access control. If a page relies on JavaScript, first check whether the publisher provides a documented feed or API and whether the relevant content is available through the page’s accessible HTML. Publisher guidance says article pages should be dedicated HTML pages and article body text should not be embedded in JavaScript for Google News crawling; that is guidance about discoverability, not a license to copy.
When the task is to capture a visual record of a page you are entitled to view, a screenshot is different from extracting text into a dataset. A screenshot preserves page appearance, but it does not change your rights to copy or redistribute the material shown.
Check archive restrictions item by item
For old or preserved material, search the archive and check the individual item’s access status before trying to save or share it. Internet Archive says advanced searches can be turned into RSS feeds. Its help guidance also says “Stream Only” files are restricted to online use and are not downloadable; some restricted books have special access formats, including DAISY for print-disabled users. Archive availability does not mean every file is downloadable or freely reusable.
Understand copyright and fair use before copying
In the United States, the Copyright Office says fair use is fact-specific. Its FAQ says limited portions of a work may be used for purposes such as commentary, criticism, news reporting, or scholarship, but there is no fixed number of words or percentage that is automatically permitted. The amount, purpose, nature of the work, and effect on the market are among the circumstances that can matter; a short quote is not automatically fair use just because it is short.

The same FAQ warns that unauthorized downloading or uploading of protected works can infringe the copyright owner’s reproduction or distribution rights. It lists statutory damages of $30,000 per work, potentially $150,000 for willful infringement; those are statutory figures, not a prediction of liability in any particular case. Copyright and exceptions vary by jurisdiction, so obtain qualified legal advice for a high-stakes or commercial project.
Google’s publisher guidance defines republishing as publishing an entire original work with permission from another publisher or author, and notes that scraping can include synonym substitution that essentially reproduces original content. Changing words mechanically does not make copied reporting yours. Link to the original and quote only what your purpose and permissions support.

Troubleshoot common problems
The RSS feed shows headlines but not full stories
That may be all the publisher supplies in the feed. Open the publisher’s article for the full page, and use its print or save option if you need a permitted reference copy. Do not assume a headline feed authorizes copying full text.

Check the browser’s print preview and the publisher’s own print control. Some pages render differently for printing; a browser copy can also be incomplete or stale. If a visual reference is essential and you are allowed to access the page, use a screenshot or PDF capture route and verify the result.

An automated request is blocked or throttled
Stop rather than escalating request volume. Review the site’s bot guidance, identify your crawler, reduce request frequency, use an official endpoint where available, and cache results. ONS explicitly warns that large-volume scraping may be blocked; its position is specific to ONS.
An archived file cannot be downloaded
Check the item’s access label. Internet Archive’s “Stream Only” files are online-use-only and not downloadable. Do not try to evade the restriction; use an available permitted format or locate another authorized source.
You cannot tell whether copying is allowed
Separate technical access from permission. Review publisher terms and the law in your jurisdiction; ask the rights holder for permission when needed. Fair use in the U.S. has no automatic word-count or percentage safe harbor.
