For downloadable copies of supported mail and files, administrators can use Microsoft Purview eDiscovery. For recurring Teams message extraction, Microsoft documents the Teams Export APIs. For recovery after loss or unwanted changes, Microsoft 365 Backup covers supported OneDrive, SharePoint, and Exchange Online data. Purview retention policies and labels preserve covered content under compliance rules, but are not a general-purpose backup.
This guide is for Microsoft 365 administrators. The right method depends on which workload you need, whether you need a file you can store elsewhere, and whether your goal is compliance or restoration.

Choose the right Microsoft 365 data method
| Method | Best suited to | Coverage and output | Important boundary |
|---|---|---|---|
| Purview eDiscovery search and export | A portable copy for review, transfer, or evidence collection | Supported Exchange Online, OneDrive for Business, SharePoint Online, Teams, Microsoft 365 Groups, and other documented locations. Mail can be exported as PST files or individual messages; SharePoint and OneDrive content can be exported in native formats. | An export is a package of collected content, not a complete tenant image or guaranteed restore point. Packages expire 14 days after export creation. |
| Teams Export APIs | Programmatic extraction of Teams messages, including migration or backup workflows | 1:1 chats, group chats, meeting chats, and channel messages, subject to API scope and limits. | Requires appropriate application permissions and licensing. Do not assume a message export includes every recording, transcript, attachment, or app state. |
| Teams data export tool | Switching away from Teams, particularly for smaller and medium-sized customers | A ZIP containing JSON files and supported chat, channel, structure, roster, and app information. | Microsoft directs other uses, including tenant migration or backup, to the Export APIs. It is not a general backup tool. |
| Microsoft 365 Backup | Recovery of supported OneDrive, SharePoint, and Exchange Online data | Microsoft documents account- or site-level restore for OneDrive and SharePoint, and mailbox item categories for Exchange. Recovery windows are configurable by policy. | Availability, terms, restore behavior, and pricing depend on current service documentation and tenant eligibility. Backup copies are not a compliance archive. |
| Purview retention policies and labels | Preserving covered content under compliance requirements | Covered content may be retained in protected service locations when edited or deleted, according to configured rules. | Retained content is not a user-managed export or a general recovery point. |
How do I export Outlook email to a PST?
For an administrator collecting Exchange Online mailbox content, use Microsoft Purview eDiscovery to search the relevant locations and export the results. Microsoft documents PST output for mailbox items, as well as the option to export individual messages. This is a way to produce a portable copy for review or transfer; it does not recreate the mailbox, its full service configuration, or a tenant-wide restore point.

Requirements vary, so check the tenant’s current Microsoft requirements first.
- Search the relevant Exchange Online content in Purview eDiscovery and review the results before preparing an export.
- Choose the mailbox export format and organization that fit the task. Microsoft documents PST output and individual-message output. Consider whether to keep data grouped by source, export mailboxes separately or together, and include available metadata.
- Prepare the export package and download it from the eDiscovery process interface. The package expires 14 days after creation; Microsoft says expired export and package data cannot be recovered.
- Store the downloaded package securely. Restrict access, use organizational encryption controls, and preserve its folder structure and any accompanying manifests or logs so the collected material remains interpretable.
A PST is useful when the task calls for mailbox content in a portable format, but do not treat it as proof that every mailbox setting, permission, or service state has been captured.

How do I download OneDrive and SharePoint files?
When you need a collection of files rather than a recovery point, Purview eDiscovery can search SharePoint Online and OneDrive for Business locations and export items as copies of their native documents and other files. The export can organize content in per-site folders; source metadata can help identify where items came from, particularly when combining results.
- Preserve context: Choose export options with the source organization in mind. Retaining source folder paths and metadata can make a package easier to interpret later.
- Expect copies, not synchronization: Downloading an eDiscovery package does not create an ongoing sync relationship with the source sites or OneDrive accounts.
- Plan storage and access: A local computer can be the download destination, and an external drive may be used afterward if appropriate to the organization. The drive itself does not export, synchronize, or recover Microsoft 365 data.
- Protect the contents: Exported files may be sensitive. Apply access controls and encryption, and keep an additional copy when the data is important.
How do I export Teams chat history?
There are two distinct Teams export routes. For programmatic extraction, Microsoft’s Teams Export APIs support 1:1 chats, group chats, meeting chats, and channel messages. The APIs can retrieve messages over date ranges and support bulk export within documented limits. They also expose attachment information, reactions, shared-channel messages, and certain edited-history or retained-message scenarios when the applicable conditions are met.
API behavior around deleted messages and retained-message availability has specific limits. Before building an extraction or migration process, verify the current API documentation for supported message types, date ranges, limits, application permissions, and licensing. An API workflow is not automatically a complete copy of every kind of Teams content.

Do not mistake the switching tool for a backup
Microsoft also documents a Teams data export tool for customers switching away from Teams. It produces a ZIP with JSON files and supported chat and channel data, structure, roster, and app information. Microsoft directs other use cases, including tenant migration and backup, to the Export APIs. Choose the route by purpose rather than assuming the switching tool covers a broader recovery need.
Handle recordings and transcripts separately
Meeting recordings and transcripts need explicit attention. Microsoft says they can be accessed through APIs for supported meeting scenarios, and recordings are stored in OneDrive or SharePoint. Confirm that the relevant recording or transcript is covered by your workflow; extracting messages alone should not be assumed to capture the media.
When Microsoft 365 Backup is the better fit
Microsoft 365 Backup is oriented toward restoring supported workload data after loss or unwanted change, rather than creating a portable archive. Microsoft’s overview covers OneDrive accounts, SharePoint sites, and Exchange Online user accounts. Restore scope differs by workload: OneDrive and SharePoint are restored at account or site scope, while Exchange supports mailbox item categories. Recovery windows are configurable by policy.

Before depending on the service, confirm current availability for your tenant and region, subscription eligibility, configuration, retention choices, and the precise restore behavior for the workload you need. The service’s terms and billing can change; consult Microsoft’s current documentation rather than relying on an old price or recovery-window figure.

There are also important boundaries. Microsoft states that Exchange backup data is not discoverable using existing eDiscovery tooling. For OneDrive and SharePoint, eDiscovery does not find backup data outside the live latest version. Retention and deletion policies do not simply flow through to backup copies; after data is restored to the live service, applicable policies govern it there. Consequently, Backup does not replace eDiscovery export or Purview compliance retention.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why Purview retention is not a downloaded backup
Purview retention policies and labels preserve covered content according to compliance rules. When a covered item is edited or deleted, Microsoft services may keep a copy in a protected location: SharePoint and OneDrive use the Preservation Hold library; Exchange uses Recoverable Items; and Teams messages are represented in a hidden SubstrateHolds folder under Exchange Recoverable Items.

These are protected system locations, not folders for users to browse as a routine archive and not a general-purpose restore interface. Retained content may consume SharePoint or OneDrive site storage. Set retention and deletion rules to meet compliance obligations, and use a separate export or recovery method when those are the actual goals.
What to do when a user leaves
Plan for OneDrive before deleting a user or changing their license. Microsoft’s lifecycle guidance describes automatic access delegation and a default 30-day period for a delegated user to access and download files. It also says unlicensed OneDrive accounts are automatically archived on the 93rd unlicensed day and warns that data might be deleted after 12 months of unpaid storage or archive, regardless of retention settings, eDiscovery, or holds. These lifecycle rules can depend on tenant configuration and change over time, so check the current policy and transfer needed files before making account or licensing changes.
SharePoint team-site content is collaborative and is not affected in the same way as a departing user’s OneDrive. Retained OneDrive files remain subject to configured retention rules during their retention period, subject to the lifecycle caveats in Microsoft’s guidance.
Quick Recap
Administrator checklist before you rely on an export or backup
- Define the outcome: Decide whether you need a downloadable copy, compliance preservation, or restoration after a change or loss.
- Check scope: List the workloads, sites, mailboxes, Teams content, attachments, recordings, and transcripts that matter; verify that the chosen route covers them.
- Verify access and licensing: Confirm current tenant licensing, administrator roles, and—where APIs are involved—application permissions.
- Check timing: Download eDiscovery packages before their 14-day expiry, and account for retention or lifecycle periods relevant to the workload.
- Validate the result: Review the downloaded package or recovery configuration against the intended data and keep records of what was included.
- Secure stored copies: Use organizational access controls and encryption, preserve package structure and manifests, and maintain an additional copy when warranted.
