Add a brief note only if it helps explain a substantial gap, and use the space to show relevant skills and experience. A hiring freeze is different: if recruitment paused before you started the job, you were not laid off from it and should not create an employment-gap entry for that process.
First, distinguish a layoff from a hiring freeze
Use wording that describes what actually happened. A layoff means your employment ended because the employer eliminated your position or reduced its workforce. A hiring freeze restricts recruitment or the filling of positions; it may stop an application or offer from moving forward without ending anyone’s existing employment. Some organizations may continue filling essential roles while pausing others, as Indeed’s explanation of hiring freezes notes.

| Situation | What happened | How to handle it on your resume |
|---|---|---|
| Layoff or position elimination | Your employment ended because of a workforce or organizational decision. | List the employer, title and dates accurately. Add a short, factual gap note only if it helps clarify a meaningful period without work. |
| Hiring freeze affecting a prospective role | Recruitment paused or the role was not filled; you may still be employed elsewhere. | Do not call it a layoff or add a job entry for a position you never held. Explain the paused process in a cover letter or interview only if it is relevant. |
A freeze by itself does not establish that an existing employee lost a job. If your employment did end, describe the actual event rather than using “hiring freeze” as a substitute for the reason it ended.

Keep the work history factual
Preserve your actual employer, job title and dates. You do not need to add a defense of the layoff beside the role. Make the entry do its main job: show what you were responsible for and what you achieved, emphasizing skills relevant to the position you want.

Add a gap note only when it helps
If there is a substantial gap that could be unclear from the dates alone, a concise note can provide context. For example: “Career transition following role elimination.” This is an optional wording suggestion, not a required resume convention. If the timeline is already clear, or the note would distract from stronger qualifications, you can leave it out. Indeed’s guidance on employment gaps on a resume recommends addressing a gap briefly; it also says a gap alone does not typically determine hiring decisions.
Include only genuine activity from the gap
If you did relevant freelance work, volunteering, training, courses or projects during the transition, you can include them where they fit and help demonstrate current skills. Be accurate about what you did and when. Do not invent activity to make a gap look more acceptable.

What to say if a hiring freeze stopped an application
If a role never became a job because recruitment paused, there is no employment entry or gap to account for. If the outcome matters to the reader—for example, in a conversation about a recent application—describe it as a paused or canceled hiring process, not a layoff. You can keep the explanation brief: “The organization paused hiring for the [role/team] during a hiring freeze, so the position did not move forward. I’m continuing to pursue roles in [field] where I can contribute [relevant skill].” Use this only if it matches what happened.

Where to explain the circumstances
Resume
Use a separate, short gap note only when it clarifies a substantial gap. Otherwise, let the accurate dates and relevant accomplishments speak for themselves. The resume is primarily a record of your experience and qualifications, not a place for a long explanation of an employer’s staffing decision.

Cover letter
A cover letter can offer a little more context if a longer transition needs explanation, then connect your previous experience to the opening. Keep the reason factual and make the connection to the role more prominent than the circumstances of the departure.
Interview
Prepare a concise answer in case you are asked why you left your last job. For a position eliminated in restructuring, you might say: “My role was eliminated during an organizational restructuring. I’m now focused on roles where I can apply my experience in [relevant area].” This follows the kind of straightforward explanation in Indeed’s guidance on explaining employment gaps in an interview; adapt it to your own facts.

Keep the explanation consistent and professional
Use the same accurate dates and basic account across your resume, cover letter and interview. You can vary the level of detail by context, but do not describe the same event as a layoff in one place and a hiring freeze in another. Avoid blaming the former employer, implying performance caused the change if it did not, or calling a firing a layoff. Indeed’s advice on answering why you left a job after being laid off emphasizes honesty without unnecessary detail.
- State the event plainly and briefly.
- Do not disclose personal details that are not needed to explain the work timeline.
- Pivot to the skills, responsibilities or results that make you a fit for the new role.
These are practical resume and interview recommendations, not employment-law rules or guarantees about how an employer will respond.
