How to Evaluate the Security Risks of AI Agents on Windows

Assess a Windows AI agent by mapping its identity, reachable data, tools, and safeguards—and by deciding how to detect, stop, or recover from harmful actions.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Evaluate a Windows AI agent by tracing its identity, permissions, reachable data, connected tools, exposure to untrusted input, and human oversight. The key question is not just whether the agent is trustworthy; it is what it could do if it misunderstood a request or followed malicious content—and how quickly you could detect and stop that behavior.

What to assess before trusting an AI agent

An AI agent can do more than generate a response: depending on its design and connected tools, it may read files, change data, run commands, send messages, or interact with remote services. That creates a security question with two parts: what can the agent reach, and what actions can it take with that access?

Start by treating the agent as software operating with a specific identity and set of permissions. Then examine how it handles information supplied by other people, how its tools are constrained, and whether a human can observe, approve, interrupt, and investigate its actions. A trustworthy-looking interface or a familiar AI model does not answer those questions on its own.

This guide is for Windows users, administrators, and security reviewers assessing a particular agent or deployment. Microsoft’s Windows 11 guidance discusses controls for its own experimental Copilot Actions design; those descriptions should not be assumed to apply to every third-party agent, every Windows installation, or every version of Windows.

1. Establish the agent’s identity and scope

Before evaluating behavior, identify exactly what software you are assessing and who is responsible for it. Record the agent’s name and version, publisher, installation source, update mechanism, model or service dependencies, plugins, and connected tools—including any integrations using MCP. Establish who can approve updates, disable the agent, and remove it.

Find out which Windows identity it uses

Determine whether the agent and its helper processes run as the signed-in user, a separate account, or a service identity. An agent running in a user’s session may inherit that user’s access to files and other resources. A distinct identity can make it easier to scope access, but the account still needs appropriate restrictions; separation alone does not make an agent safe.

  • Ask which account runs the agent, background processes, and helper services.
  • Check whether it needs administrator privileges. If it does, identify the specific task requiring them and whether that task can instead be performed through a narrower, approved mechanism.
  • Confirm whether the publisher and software are authenticated, how updates are verified, and how dependencies are obtained.
  • Establish who can inventory, update, disable, or uninstall the agent, including when it is deployed across managed devices.

Microsoft’s Windows 11 agent-security guidance states: “An agent starts with limited permissions and only obtains access to resources you explicitly provide permission to, like your local files.” This is Microsoft’s stated design principle for its described agent capabilities, not proof that another agent follows the same model. Ask the vendor or administrator to show how the specific product enforces its permissions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Map the data and permissions it can reach

Make an inventory of resources the agent can access, including access inherited from the account it runs under and access granted through connected tools. For each resource, distinguish reading from writing, deleting, executing, or sharing. “Can access my files” is not precise enough to assess the consequences of a mistake.

Resource to check Questions to answer
Local folders and files Which locations are in scope? Can the agent read, create, overwrite, move, or delete files?
Browser profiles and web sessions Can it access browsing data or interact with authenticated pages? What can it submit or change?
Clipboard and email Can it read copied content or messages? Can it compose, send, forward, or delete email?
Cloud drives and network shares Which accounts, repositories, or shares are connected, and what operations are allowed?
Credentials and environment variables Can it read secrets, tokens, passwords, connection strings, or configuration that contains credentials?
Applications and remote systems Which applications, services, accounts, or devices can its integrations reach, and what can they change?

Review Windows access-control lists and application-specific permission prompts rather than relying only on a setup screen or the agent’s description of its access. Include access through plugins, scripts, background services, and remote connections. If you cannot determine a permission’s scope, treat that uncertainty as an unresolved risk rather than assuming the access is limited.

Reduce access to the smallest set of data needed for the job. A dedicated identity, scoped grants, and appropriate data labels can help an organization contain exposure. They cannot protect data that has already been overshared with an account the agent is authorized to use. Microsoft’s Windows Copilot Actions preview describes access to a limited set of known folders, with additional authorization for data outside them; that feature-specific description is not a general Windows permission guarantee.

3. Test how it handles untrusted content

Prompt injection is an attempt to steer an AI system through content it reads, rather than through its trusted instructions. A malicious or irrelevant instruction might appear in a webpage, PDF, document, email, issue, code comment, image text, or tool response. If the agent treats that content as an instruction and can act on it, a routine reading task can become a path to unintended behavior.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Microsoft’s guidance describes examples involving webpages and Word documents and advises treating content read by AI systems as potentially adversarial. It also discusses a historical Bing Chat issue that was fixed; that example should not be mistaken for a current, active vulnerability. The general evaluation question is whether the agent keeps external content in the role of data rather than letting it override trusted instructions or authorize actions.

Use a controlled review, not a live harmful test

Ask the vendor or security owner to explain how instructions are separated from retrieved content and tool output. If you conduct an internal test, use an approved, non-sensitive environment and harmless test material; do not use a real attack against production accounts or data. Observe whether the agent recognizes that an instruction embedded in content is untrusted, and whether it refrains from taking actions based solely on that content.

  • Check whether retrieved pages, files, and tool responses remain untrusted even when they contain confident or urgent language.
  • Check whether content can request access to other files, disclose secrets, change an agent’s instructions, or invoke a tool—and whether the system blocks or escalates those requests.
  • Verify that file paths are restricted to approved locations and that tool arguments are checked deterministically before execution.
  • Ask how the agent prevents external content from changing system or developer instructions or granting itself new authority.

A design that separates instructions from data is useful, but it does not remove the need to validate tool calls. A manipulated agent may still try to use a legitimate tool; the tool should enforce its own limits rather than relying only on the model to decline a risky request.

4. Inventory tools, autonomy, and possible impact

List every connected tool and the permissions it carries. A read-only search tool has a different risk profile from a tool that can overwrite files, run shell commands, send messages, change account settings, or make purchases. For each capability, record the worst plausible result if it is invoked mistakenly or under the influence of malicious content.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Tool capability What to establish Controls to look for
Read or search Which data sources are visible, and can results expose sensitive information? Scoped sources, access checks, and controls on where retrieved information can go.
Write, move, or delete files Which paths and file types can be changed, and can an action be reversed? Path allowlists, narrow write scope, confirmation for consequential changes, and recoverable copies where appropriate.
Run commands or code What environment, account, and resources can execution reach? Restricted execution, argument validation, review, and explicit approval for high-impact commands.
Send messages or change settings Which recipients, accounts, or configuration values can be affected? Human review before external or consequential changes, with a record of what was approved.
Act on remote services Which users, records, or systems can the integration modify? Least-privilege credentials, constrained operations, and an owner able to revoke access.

Review whether tools are allowlisted, whether their arguments are validated, and which actions require a human to confirm. Microsoft’s Agent Framework safety guidance says: “By default, all tools provided to an agent are invoked without user approval.” That statement concerns the framework’s default behavior; it is a reason to check the configuration, not a claim that every Windows agent behaves this way.

Approval policy should reflect side effects, data sensitivity, reversibility, and the scope of possible impact. Requiring confirmation for every harmless read can make a system impractical; allowing unreviewed, irreversible changes creates a different problem. Set a clear boundary for actions that must stop for review, such as sending externally, deleting important data, changing access, or executing commands with broad effects.

5. Check oversight, logging, and recovery

Determine what a user can see while the agent works. Can the user review the planned action, see which tool it will use, and understand what data will be affected? Can the user pause the work, take over, or stop an action before it completes? A nominal approval prompt is not meaningful oversight if it hides the action’s consequences.

For an organization, establish whether tool calls, approvals, errors, and security alerts are logged with enough context to reconstruct what happened. Identify the person who owns the agent’s identity and integrations, and confirm that they can revoke permissions or tokens. Microsoft’s Windows Copilot Actions page describes monitoring, user takeover, and possible extra approval for sensitive actions in its experimental design. Microsoft’s Defender documentation describes agent posture and runtime-security capabilities, but availability depends on features, connectors, and prerequisites; these enterprise capabilities should not be assumed to be enabled on a typical Windows PC.

Agree on a response path before enabling autonomy

  1. Stop the activity. Pause or disable the agent using the control available to the user or administrator. If it cannot be stopped reliably, disconnect the relevant integration or service through its owner.
  2. Revoke access. Revoke affected permissions and tokens, including credentials for connected services, using the account or service that issued them.
  3. Contain the device if warranted. If there is evidence of device compromise or harmful execution, follow the organization’s endpoint response process and isolate the device when appropriate.
  4. Preserve evidence. Retain available logs and record the agent version, identity, time, affected integrations, approvals, and observed actions before routine cleanup removes useful context.
  5. Assess downstream effects. Review changed or exposed files, messages, accounts, and remote-service records. Determine whether another person or system acted on what the agent sent.
  6. Restore and follow up. Recover changed data where possible, correct downstream changes, and address the permission or workflow that allowed the incident before re-enabling the agent.

This is a practical operational sequence, not a universal incident-response procedure prescribed for every agent. Organizations should fit it to their existing security and recovery processes.

6. Apply Windows and development safeguards

Keep Windows security protections enabled and verify their actual configuration. Microsoft’s Windows security guidance describes Defender Antivirus, SmartScreen, and Controlled folder access. Controlled folder access can protect selected folders by preventing untrusted apps from modifying or removing files there. Whether it fits a particular agent workflow depends on what the agent needs to do; test any allowed-app exceptions carefully, because an exception changes the protection boundary.

These defenses reduce exposure but do not establish that an agent is safe. Malware protection is not a substitute for limiting an agent’s permissions, and a folder protection feature does not control every connected service or tool. Treat each control as one layer in a larger design, and verify the behavior that matters for the actual agent.

For agents used in software development, inspect every generated change and test it as code. AI-generated output is not trustworthy merely because it came from an agent. Do not put API keys, passwords, connection strings, or real customer data into prompts. Restrict broad file-system access to cases that genuinely require it.

7. Compare agents using the same criteria

When choosing between agents or deployment designs, apply the same questions to each one. The framework below synthesizes the risks and controls described in Microsoft’s guidance; it is an evaluation aid, not a published benchmark or a claim that a particular product has passed a standardized test.

Evaluation axis Evidence to request or verify Warning sign
Identity and privilege Run identity, privilege requirements, service identities, and the way access is scoped. Unexplained administrator access or an unclear account boundary.
Data and tool reach Readable and writable locations, integrations, remote systems, and available operations. Broad inherited access with no usable inventory or way to narrow it.
Input boundaries How external content and tool output are treated, and how paths and arguments are validated. Content can direct actions without a separate policy or validation check.
Approval and interruption Which actions need approval, what the user sees, how to pause work, and how to revoke access. High-impact actions run without meaningful review or a reliable stop mechanism.
Logging and response What is recorded, who can investigate, and how access and changes can be contained or recovered. No accountable owner or insufficient information to reconstruct activity.
Dependencies and updates Publisher, installation source, update process, model or service dependencies, and plugin ownership. Unclear provenance or no accountable process for updates and dependencies.
Operational fit and cost Whether the controls suit the work, who will operate them, and the cost of deploying and maintaining them. A control is listed but no one can configure, monitor, or support it in practice.

Do not let a strong result on one axis compensate automatically for a serious weakness on another. For example, a clear audit trail is valuable after an event, but it does not make excessive permissions harmless. Record unresolved questions alongside the comparison so a buyer or administrator can distinguish verified controls from vendor claims.

What Windows-specific protections do—and do not—establish

Microsoft’s Windows 11 agent-security article describes Copilot Actions and agent workspace controls as experimental or preview capabilities. It describes a preview that is disabled by default, a separate standard agent account, a contained workspace, transparency and user control, and access limited to specified known folders unless additional permission is granted. These statements are specific to the described feature and can change. Check the live Microsoft product documentation and the actual Windows build before relying on them.

Microsoft Defender documentation also describes enterprise capabilities for discovering agents, assessing posture, and providing runtime protections, including integration with Agent 365 for managed agents and local agents on supported endpoints. The documentation includes feature prerequisites and licensing context. It is an enterprise product path, not evidence that these capabilities are available or enabled for every Windows user.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

In either case, verify the control on the device and deployment you are assessing. A product page, preview feature, or security setting is not proof that a particular agent uses the control, that it is configured correctly, or that it covers every tool and data source involved.

Make a go, limit, or stop decision

After the review, decide whether the agent is suitable for the intended task, whether it should run only with tighter limits or supervision, or whether unresolved risks make it unsuitable. Make that decision against the consequences of the task—not against a general impression that AI agents are safe or unsafe.

  • Proceed within scope when the identity and permissions are understood, access is appropriately narrow, tool actions are constrained, and oversight and recovery are practical.
  • Limit or supervise when the use case is worthwhile but access, autonomy, logging, or approval controls need tightening. Reduce the data and tools available, and require review for consequential actions.
  • Do not enable the proposed workflow when you cannot identify who or what runs the agent, cannot bound its access, cannot stop or revoke it, or cannot accept the likely impact of an unintended action.

Document the intended task, permitted data and tools, approval boundaries, owner, and response path. Reassess after changes to the agent, its integrations, its permissions, or the Windows capabilities on which the deployment relies.
