How to Evaluate SD-WAN Products for Your Network

A practical SD-WAN buying guide: define requirements, compare steering and failover, test finalists consistently, and review security, service terms, and lifecycle costs.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To evaluate SD-WAN products fairly, start with your sites, applications, transports, security obligations, and operating model—not a vendor feature list. Turn those needs into measurable requirements, compare how each candidate handles traffic and failure, then run the same proof of concept (PoC) on each finalist using your own workloads. This guide answers “How to Evaluate SD-WAN Products for Your Network” with a practical shortlist and test process; no universal winner can be identified without comparable product evidence and your network requirements.

1. Define what your network must do

Build a written profile before reviewing products. SD-WAN connects distributed users and resources over WAN transports, but the right design depends on where your users and applications are, which links are available, and how the network is operated. NIST SP 800-215, published in November 2022, provides enterprise architecture guidance that discusses SD-WAN in this broader context.

Document the environment

  • List site types and locations, remote-user locations, and expected site or traffic growth.
  • Name business-critical applications, including voice, video, file access, data transfer, email, transactions, and cloud or SaaS access.
  • Map application destinations: data centers, public-cloud environments, SaaS services, and other sites.
  • Record current and planned transports, such as MPLS, broadband, and LTE or 5G, along with geographic and regulatory constraints.
  • State availability and recovery needs, including what users should experience during a link outage or degradation.
  • Decide whether you are buying customer-operated edge software or appliances, a provider-managed service, or a combination.

Turn goals into observable measures

For each requirement, specify how you will verify it. Useful measures include application response or transaction outcome, packet loss, latency and jitter under load, time to detect and recover from failure, policy accuracy, site-onboarding time, effort to make a change, and the visibility available to operators. Separate must-have requirements from preferences: a product that misses a mandatory transport, security control, or recovery target should not make the shortlist merely because it has more features.

This is a buyer-created scorecard, not a prescribed NIST or MEF scoring method. MEF 70.2, published in October 2023 and superseding MEF 70.1, offers a framework for defining service attributes agreed between a subscriber and provider; it does not supply a universal product scorecard.

2. Compare what the products actually do

Ask bidders to demonstrate the same traffic scenarios and explain the behavior, not just name capabilities. Application-aware steering depends on a chain of decisions: identifying traffic, measuring path conditions, matching policy, choosing a route, and responding when a path is unavailable or fails its service-level thresholds.

Application identification and policy

Ask how the product identifies each application in your test set, what happens when identification is uncertain, and how traffic is matched to policy. Review policy order, match criteria, business priority, exceptions, default actions, and the handling of unmatched traffic. Require bidders to show what happens when the preferred path is unavailable and when no path meets the configured service-level agreement (SLA).

Implementation details matter. Cisco’s IOS XE Catalyst SD-WAN Policies Configuration Guide, Releases 26.x and Later, says: “If a packet does not match any parameters in the policy sequences, and if no SLA class is configured for the default-action, the packet is accepted and forwarded with no consideration of SLA.” That describes a Cisco configuration case, not the behavior of every SD-WAN product; ask each bidder to demonstrate its own defaults.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Path measurement, steering, and recovery

Find out which path metrics are measured, how often measurements are taken, what thresholds trigger a route change, and how flows behave while paths degrade and recover. Loss, latency, and jitter are common example SLA dimensions. Ask whether steering applies per flow or in another way, how fallback works, and what prevents rapid route oscillation when a link hovers around a threshold.

Cisco documentation illustrates why configuration and version deserve scrutiny: its Catalyst SD-WAN guide describes a 10-minute default polling interval and approximately 600 BFD Hello packets per interval under the stated one-second BFD Hello default. Cisco’s Enhanced Application-Aware Routing documentation gives a default detection range of 10 minutes to 1 hour for slowly degrading WAN circuits, and 2 to 12 minutes under the guide’s lowest recommended settings. These are Cisco documentation figures, not independent performance benchmarks or expected behavior for other platforms. Use the proposed release and configuration in your PoC rather than treating a setting or vendor claim as proof of observed recovery.

Topology, transports, and product scope

Verify support for the exact edge model and software release in the proposal: required underlays, cloud on-ramps, IPv4 and IPv6 modes, topology patterns, and edge form factors. Check capacity and scaling against your projected design rather than assuming feature availability implies sufficient scale. For example, Cisco documents support for up to eight TLOCs on its IOS XE Catalyst SD-WAN devices in the cited guide; this is a Cisco-specific limit, not a general SD-WAN standard.

3. Use a common shortlist scorecard

Give every finalist the same requirements, questions, and evidence requests. Record pass or fail against mandatory needs, then compare how well the remaining candidates meet preferences. The framework below is a recommended buyer tool, not a published ranking or statistical comparison.

4. Run a repeatable proof of concept

A PoC should establish whether the proposed design meets your requirements in your conditions. Use the same topology, traffic mix, impairments, and pass criteria for each finalist; otherwise, differences in the test can be mistaken for differences in the product.

Prepare scenarios and pass criteria

  1. Establish a baseline. Record application and network behavior over healthy paths before introducing impairment.
  2. Exercise representative traffic. Include the applications important to your business: for example voice, video, file access, data transfer, email, business or retail transactions, and cloud applications. These use cases also appear in MEF’s SD-WAN certification test environment.
  3. Apply realistic stress. Test normal load, congestion, and controlled loss, latency, and jitter on relevant transports. State the impairment levels and how they will be applied so every finalist faces the same conditions.
  4. Test failure and return. Interrupt a transport, observe detection and recovery, then restore it and check whether routes stabilize without avoidable disruption.
  5. Test management interruptions where relevant. Check behavior during a controller or management-plane interruption if that failure mode matters to your architecture; distinguish control and management functions from the forwarding behavior being tested.
  6. Compare observations with agreed targets. Measure application outcomes as well as network metrics, then record pass or fail against requirements set before the test.

Capture evidence beyond a dashboard

For each scenario, record whether traffic was classified as intended, whether the selected route matched policy, how long degradation and recovery took, whether sessions survived or had to reconnect, and whether a returning link caused instability. Capture alerts, logs, operator actions, and any manual intervention needed. Use the exact proposed software release and configuration; polling intervals and convergence settings can change responsiveness and may also create false positives or instability when set too aggressively.

MEF describes its certification environment as a simulated multi-node enterprise network with varied traffic and performance characteristics. Its scenarios can inform a buyer’s test plan, but certification is bounded evidence about that program’s scope—not a guarantee of fit or performance in a particular deployment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Evaluate security and operations as one design

Do not treat the SD-WAN label as evidence of a complete security architecture. NIST SP 800-215 discusses SD-WAN alongside point security solutions, cloud access, endpoint and device security, zero-trust network access (ZTNA), and secure access service edge (SASE). It is architecture guidance, not a product certification, endorsement, or current vendor feature matrix.

Map control ownership and integration

Ask which controls are built into the proposed product, which require separate licenses or services, and which are delivered by other parts of your security architecture. Clarify how identity and policy are managed, how management access and logs are protected, and who operates each control. Request an architecture diagram and responsibility matrix that identify the boundaries between your organization, the SD-WAN supplier, and any security-service provider.

Check operational readiness

Review role separation, audit records, certificate lifecycle, software and vulnerability handling, backup and restore, monitoring integrations, APIs, and support procedures against your own standards. Request demonstrations and operational documentation for the proposed product and service. Cisco’s terminology guide describes examples such as audit logs and certificate management; those Cisco-specific descriptions do not establish capabilities in another product.

6. Compare managed service with customer operation

A managed offer changes who performs the work and what is contractually promised; it does not remove the need to evaluate the underlying design. MEF 70.2 can help structure service-attribute discussions, but the negotiated contract governs the purchase.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Decision area Customer-operated platform Managed SD-WAN service
Configuration and daily operation Your team operates the platform; confirm staffing, skills, training, and operating tools required. The provider performs agreed tasks; document which changes remain your responsibility.
Performance commitments Define internal targets and how your team will measure them. Get covered sites and transports, application commitments, measurement points and windows, and exclusions in writing.
Support and incidents Compare vendor support levels, escalation, and your incident-response duties. Agree escalation paths, outage handling, maintenance, demarcation, and provider-versus-customer duties.
Implementation and lifecycle Assess migration, onboarding, upgrades, refresh cadence, and support requirements. Specify implementation duties, change ownership, refresh arrangements, and what happens when service terms end.
Commercial and exit terms Request full license, support, service, renewal, and upgrade costs. Request comparable recurring and one-time charges, renewal conditions, data portability, and exit assistance.

MEF’s service framework treats attribute values as matters agreed between subscriber and provider. Ask the provider to state the measurement point, measurement window, exclusions, escalation path, and remedy for every commitment that matters to you; a framework is not a substitute for contract review.

7. Interpret certification and standards carefully

Certification and standards are useful when you know what they cover. MEF’s SD-WAN certification program began in 2019 and transitioned to its SASE certification program in 2023. A certification result can indicate testing against a defined program and scope; it cannot establish that a candidate meets your application mix, topology, service terms, security architecture, or recovery targets. Confirm the exact certification, scope, and current status directly with the program before treating it as procurement evidence.

Similarly, NIST SP 800-215 helps frame architecture and security questions, while MEF 70.2 helps structure subscriber-provider service attributes. Neither is a product approval or a substitute for your technical PoC, security review, or contract evaluation.

8. Make the award decision from evidence

Keep a decision record that links each mandatory requirement to the bidder’s design, PoC result, security evidence, and contractual commitment. A candidate that passes a scripted demonstration but cannot meet a written recovery target, operational duty, or service term has not met that requirement. Where claims remain unverified, mark them as open conditions for award rather than treating them as established capabilities.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose the offer that best satisfies your documented needs and can be supported under your operating model. That may be a customer-operated platform, a managed service, or a hybrid arrangement; without an apples-to-apples product comparison and your network profile, a universal winner would be misleading.
