There is no universal rating that can certify a particular robotaxi ride as safe. Before booking, verify that the ride is genuinely driverless, the operator is authorized to carry passengers on your route, the trip fits its operating limits, and you know how to get help if it stops or an incident occurs. Then judge the available safety evidence by its definitions, geography, dates, and source—not by a mileage total or a company’s headline comparison alone.
What does “safe to ride” mean for a robotaxi?
For a passenger, evaluating robotaxi safety means checking several separate things: what kind of automation is driving, whether the service is authorized for passenger trips in the relevant place, whether the planned journey falls within its operating conditions, what the safety data actually measure, and how the operator responds when something goes wrong. Passing one check does not automatically pass the others. A permit, for example, does not guarantee a particular trip will be uneventful; a fleet-wide crash rate does not certify the specific car or route you are about to take.

In the United States, the National Highway Traffic Safety Administration (NHTSA) distinguishes driver-assistance features from systems that handle the driving task while occupants ride as passengers. NHTSA’s description of the latter says: “When engaged, the system handles all driving tasks while you, now the passenger, are not needed to maneuver the vehicle. The system can only operate the vehicle in limited service areas, not universally.” This describes a category of system, not a safety certification for a provider or individual trip.
That distinction matters because an automated feature that still expects a human driver to remain engaged is not the same thing as a driverless passenger service. A test vehicle, a supervised automated ride, and an authorized driverless ride can look similar from outside but involve different responsibilities and permissions. Start by identifying which type of trip the app is actually offering.

How to check that the ride is authorized and within its limits
1. Confirm the service and who is responsible for driving
Read the trip description and the operator’s passenger information. Look for a clear statement that the trip is driverless, or whether a human safety driver will be present. Do not infer this from the vehicle’s appearance, the word “autonomous,” or a marketing label. If the app’s description is unclear, check the operator’s current rider instructions or ask support before confirming.
2. Check passenger-service authority for the operator and location
Look up the operator in the regulator’s current register for the city or region where you intend to ride. Confirm that its authorization covers passenger deployment, not merely testing. Permit categories are not interchangeable: a testing permit does not establish permission to offer passenger service, and an approval in one jurisdiction does not carry over automatically to a different city or region.
California offers a useful example of how to make this check. The California Department of Motor Vehicles (DMV) lists separate categories for testing with a driver, driverless testing, and deployment. Its register includes approved locations, time-of-day operations, and operational-design-domain characteristics for listed permit holders. Use the relevant regulator’s records in your own jurisdiction; California’s categories and approvals should not be treated as a national authorization.
3. Match the route and conditions to the operating domain
An operating domain is the set of locations and conditions in which a system is intended and authorized to operate. Check that both your pickup and destination are within the service area, and review any stated limits on time, weather, road type, and speed. A service that is permitted in a defined area should not be assumed to operate safely or lawfully outside that area. NHTSA also describes public-road testing, research, and pilot programs as taking place in limited, restricted, or designated locations and conditions.

Check the route close to departure, not just when first browsing. Service availability can depend on whether the operator can serve both endpoints under its current conditions. If the app will not accept a route or shows that service is unavailable, do not try to bypass that restriction by choosing a nearby pickup or destination without confirming that the revised trip is within the approved area.
4. Check whether the service fits the passenger’s needs
Before booking, verify that the operator can accommodate the people and circumstances in your party. This includes mobility and accessibility needs, child-rider rules, language or communication needs, and whether the pickup and drop-off locations are practical. An authorized service may still be unsuitable if its vehicle, app, pickup process, or support arrangements cannot meet a passenger’s needs.
Rules can be operator- and jurisdiction-specific. For example, Waymo’s January 2026 Passenger Safety Plan filed with the California Public Utilities Commission (CPUC) says California account holders are notified about driverless service and acknowledge it during account setup. It says account holders must be at least 18 to ride with Waymo in California, while riders under 18 must be accompanied by an adult account holder. Check the current rules in the operator’s app for the service and place where you plan to ride.

How to judge robotaxi safety claims and statistics
Safety figures are useful only when you understand what they count and what they leave out. Before drawing a conclusion from a crash rate or comparison, check who published it, the period and locations covered, whether the miles are rider-only or include other operations, how crashes and injuries are defined, and how the comparison group was constructed. A raw number of incidents without exposure miles, fleet size, reporting scope, or consistent event definitions is not a meaningful way to rank services.

Read the numerator, denominator, and comparison together
A rate such as crashes per million miles puts reported events in relation to distance traveled. It does not tell you by itself whether two services recorded the same types of events, operated in comparable places, or used matching time periods. Injury severity also matters: an injury-reported crash and a serious-injury-or-worse crash are different outcomes. Compare like with like, and do not treat a rate as a promise about the next ride.
Waymo’s public dashboard provides an example of detailed operator reporting. Through June 2026, it reported 271.3 million rider-only miles. In its 2026 dashboard figures, Waymo reported 0.67 injury-reported crashes per million rider-only miles, compared with 3.77 per million for its all-location human-driver benchmark. For serious-injury-or-worse crashes, it reported 0.01 per million rider-only miles, compared with 0.21 per million for that benchmark.
These are company-published, retrospective figures—not independently generated here and not a rating of every robotaxi. The dashboard’s results are limited to Waymo’s reported operating areas, its reporting period and definitions, and the construction of its benchmark. The dashboard says its updates align with NHTSA’s Standing General Order reporting timelines and points readers to its methodology. When assessing a comparison, inspect that methodology and ask whether the human benchmark matches the robotaxi’s geography and conditions. A fleet-level rate cannot establish the risk of a particular route or future trip.

Operator dashboards and regulator records answer different questions. In California, CPUC rules call for quarterly operating information and, for qualifying operators, incident-level and fleet-level reports on stoppage events—situations in which vehicles stop and are not moving when they should. The CPUC’s public reporting page lists reporting periods and participating carriers. It also notes that some fields are redacted and that some submissions have been corrected.

Those records provide an oversight channel beyond an operator’s own presentation, but the presence of reporting does not prove that every relevant event is captured in the same way or that every operator’s data can be directly compared. Read the reporting period and definitions, and note any redactions or corrections before interpreting a figure. Check the regulator for the relevant jurisdiction; California reporting requirements should not be generalized to other places.
Look for evidence about response and changes, not only rates
Incident records can show how an operator reacts when a problem is found. NHTSA’s Part 573 recall report describes a May 8, 2025 incident involving an unoccupied, stopped Zoox robotaxi in San Francisco. An e-scooter rider struck the vehicle and fell beside it; the robotaxi then began to move but did not contact the fallen rider. Minor injuries related to the initial collision were reported. Zoox paused driverless operations across its geofences, investigated, implemented a software update, tested the change, completed a safety clearance, and resumed operations after confirming the update had been deployed.
This case is a reason to examine interaction behavior and documented follow-up alongside mileage statistics. It does not establish the risk of a different operator, a different location, or a current trip. When reading an incident record, distinguish the initiating event from the vehicle’s response, identify what action followed, and avoid treating one case as a fleet-wide rate.

Before the vehicle moves, find the app’s help option and any in-vehicle controls for contacting the operator. Read the passenger instructions for what to do if the car stops unexpectedly, the route changes, or you need assistance. Know how to reach support without relying on memory in a stressful moment. If there is an immediate threat or an injury, contact emergency services rather than relying only on the operator’s support channel.

Support procedures vary by provider. Waymo’s January 2026 Passenger Safety Plan filed with the California CPUC describes 24/7 operational teams for remote assistance, event response, and roadside assistance. It says that when onboard software detects a potential collision or trip interruption, operational teams are notified, check on riders, ask about injuries or need for medical help, and contact 911 when warranted. These are disclosed procedures for Waymo’s California service, not a universal promise that every robotaxi provider offers the same response.
If the vehicle is stopped or the trip is interrupted
- Use the operator’s support control. Open the in-app or in-vehicle help option you identified before departure and follow the instructions shown for the interruption.
- State the immediate issue clearly. Tell support whether anyone is injured, whether the vehicle is in a hazardous location, and whether you need emergency medical help.
- Contact emergency services for an immediate threat or injury. Do not wait for a routine support response when urgent help is needed.
- Follow the operator’s directions while prioritizing personal safety. The correct action may depend on the vehicle’s location and the nature of the interruption; do not assume that every stopped vehicle should be exited.
The operator’s published plan can help you understand its stated process, but it cannot guarantee how a specific interruption will unfold. Check the current instructions in the app for the service you are taking.
A practical pre-ride checklist
- Service identity: Is this trip genuinely driverless, or is a human safety driver present or expected to take over?
- Authorization: Does the relevant regulator show passenger-service authorization for this operator and location?
- Route and conditions: Are both endpoints within the stated or approved operating area, and do current time, weather, road, and speed conditions fit?
- Evidence quality: Are the data publisher, definitions, dates, rider-only mileage, locations, and benchmark clear? Is the evidence company-published, regulator-reported, or independently assessed?
- Incident history: Can you review regulator reports, including stoppage events, and account for corrections or redactions?
- Support readiness: Can you find the help controls, and do you understand the operator’s stated process for a trip interruption?
- Passenger fit: Can the service meet your accessibility, mobility, language, child-rider, pickup, and drop-off needs?
How to compare two robotaxi services fairly
Use the same questions for each service rather than comparing whichever headline numbers are easiest to find. A side-by-side comparison is most useful when it keeps authorization, operating conditions, outcome definitions, and the evidence period distinct.

| Comparison area | What to check |
|---|---|
| Authorization and geography | Passenger deployment authority and the precise locations it covers |
| Operating conditions | Published limits on route, time, weather, road type, and speed |
| Safety outcomes | Rider-only mileage, injury severity, event definitions, dates, and matching geographies |
| Oversight records | Regulator incident and stoppage reporting, including corrections and redactions |
| Transparency | Who published the evidence, whether methodology is available, and what limitations are disclosed |
| Rider response | How to reach support and what the operator says it does during interruptions or adverse events |
| Passenger and route fit | Whether the service can serve the actual endpoints and meet the passenger’s needs |
Do not rank companies by raw crash totals alone. Differences in exposure miles, fleet size, locations, reporting periods, and event definitions can make totals misleading. Even rates require comparable underlying definitions and operating conditions to support a fair comparison.
What a passenger can and cannot conclude
A careful pre-ride check can establish whether a service appears to be the type of automation you expect, whether it has the relevant authorization, whether your route fits its stated operating domain, what public evidence exists, and how the provider says it handles assistance. It cannot produce a universal independent safety rating from the available materials or prove that a specific ride will be safe.
Use regulator records and operator disclosures for their respective purposes, check dates and local scope, and make the booking decision against the actual trip conditions and your own support and accessibility needs. Recheck volatile details—especially service areas, permit status, operating limits, and passenger rules—close to the time of travel.
