To tell whether a live stream is genuinely low latency, ask what the provider measured, from which event to which event, and under what playback conditions. A protocol label such as “LL-HLS” or a number for network round-trip time does not, by itself, tell you how far behind real time a viewer sees the action. For that, look for a clearly defined glass-to-glass result and evidence about picture quality and stability.
What “low latency” measures
Glass-to-glass: capture to visible playback
Glass-to-glass latency is the interval from a camera capturing an event to that image appearing on a viewer’s screen. It spans the delivery path, rather than just one part of it. The Internet Engineering Task Force (IETF) uses this end-to-end framing when describing low-latency live delivery. RFC 9317

Partial-pipeline numbers are not viewer delay
Network round-trip time, encoder delay, and ingest-to-render latency describe narrower intervals. They can help diagnose or characterize parts of a system, but they cannot be presented as the viewer’s capture-to-display delay without explaining the difference. If a provider reports one of these measures, ask where its clock starts and stops.

How low is “low”? Read thresholds in context
There is no single marketing threshold every provider uses. These figures belong to their named sources and definitions; they are not interchangeable guarantees.

The useful comparison is not “which number is smallest?” but “which number describes the same interval and viewing conditions?” A sub-second network measure and a several-second glass-to-glass target answer different questions.
What to ask a provider before trusting its claim
Request enough detail to reproduce the meaning of the number. A practical audit checklist is:

- Start and end events: Is the start camera capture, encoder output, ingest, packager output, or manifest time? Does the endpoint mean decoder output or visible display?
- Timestamp and clock provenance: Who inserts timestamps, at what point in the pipeline, and which clock is used? Mux describes comparing HLS
EXT-X-PROGRAM-DATE-TIMEwith server UTC; it cautions that where the tag is inserted can affect comparisons across infrastructures. Mux documentation - Playback conditions: Which player and device, region, network, stream configuration, and playback mode were used? Did playback remain in low-latency mode or fall back to a higher-latency path?
- What the statistic represents: Is the number a target, typical result, average, or tail percentile? Over what audience and period? There is no single mandated reporting statistic established by the sources here, so treat the provider’s answer as its own methodology.
- Quality and reliability: Ask about buffering, stalls, image quality, bitrate and resolution adaptation, device support, and cost alongside delay.
No single audit procedure, sample size, percentile, or network matrix is established here as an authoritative cross-vendor standard. The point of the checklist is to make the provider’s scope explicit, not to imply that one test protocol governs every service.
Does an LL-HLS label prove a stream is low latency?
No. LL-HLS includes features intended to support lower delay while retaining scalable HLS delivery. Apple’s documentation describes partial media segments, playlist delta updates, blocking playlist reloads, preload hints, and rendition reports. These indicate protocol capabilities; the label does not establish the delay a viewer actually experiences across an entire delivery path. Apple’s LL-HLS documentation

Reducing delay can involve trade-offs. The IETF notes that low-latency delivery at scale may require a dedicated premium service and can come with higher cost, lower quality, less adaptive-bitrate or resolution flexibility, and greater sensitivity to transient network conditions. RFC 9317

When comparing options, hold the capture-to-display definition and playback conditions as constant as possible, then consider:
