Evaluate an AI tool by starting with a specific learning problem, checking its instructional fit, privacy and accessibility, then piloting it under teacher oversight and measuring the intended learning outcome. A product’s novelty, usage numbers or vendor claims are not evidence that it improves learning.
Start with the learning problem, not the product
Before comparing tools, describe the instructional task or barrier you want to address. The U.S. Department of Education’s August 20, 2026 guidance frames the decision with five questions: “What learning problem does it solve?”, “When should it be used?”, “For whom should it be used?”, “For how long should it be used?”, and “What evidence demonstrates that it improves student learning?” (U.S. Department of Education classroom technology guidance).

Turn those questions into a short pilot brief. Name the learners and skill, where the tool would fit in the lesson, how long the trial will run, and what observable result would count as success. This keeps the evaluation tied to teaching rather than broad promises of personalization.
Check whether it supports your teaching plan
Decide whether the tool supplements a teacher’s instructional plan and addresses the named learner need. The Department’s AI toolkit identifies possible uses such as adapting content, supporting learners with disabilities, helping educators prepare lesson materials, improving feedback and reducing administrative work. These are use cases to investigate, not evidence that a particular product is effective (U.S. Department of Education AI toolkit).

Ask what the teacher and student will do differently with the tool, and what happens if it is unavailable or produces a poor response. If you cannot explain the tool’s role in the learning sequence, pause before bringing it into class.
Review privacy, terms and student data before use
Read the current privacy policy and terms of service before anyone enters student information. Find out what the vendor collects, who controls the information, why it may be used, how long it is retained, whether it is shared with third parties, and whether prompts or outputs may be used for model training or other purposes. Confirm that your school or district has approved the use and the data involved.
The Department’s privacy resource points educators to a Model Terms of Service checklist for examining how services collect, use and transmit data (U.S. Department of Education student privacy resources). Pennsylvania Department of Education guidance also recommends limiting data to what the service needs and checking applicable requirements, including FERPA and COPPA where relevant (Pennsylvania Department of Education AI guidance).

Do not treat a vendor’s general privacy statement as approval to enter identifiable student information. Follow your institution’s privacy, procurement and legal review processes; applicable obligations depend on the institution, users, data and deployment.
Test accessibility, equity and foreseeable harms
Check whether the intended students can use both the interface and its outputs. Consider students with disabilities and multilingual learners, and test with the formats and supports they actually need. Examine whether the tool could expose sensitive information, generate unsuitable material, disadvantage a group or automate a decision that should remain under educator control.
The federal toolkit treats privacy, security, civil rights, accessibility, digital equity and risk as part of implementation. UNESCO’s global guidance calls for human-centered, age-appropriate use of generative AI, with attention to data privacy and ethical validation (UNESCO guidance on generative AI in education and research). These are evaluation concerns, not checks to postpone until after adoption.

Try realistic tasks and keep a person accountable
Before classroom use, test the tool with realistic, curriculum-aligned tasks. Review outputs for accuracy, relevance, age appropriateness and bias. A fluent answer can still be wrong, so make the tool’s limitations clear to students and decide who will review its work before it affects learning or a school decision.

Pennsylvania guidance says, “Human judgement should always be the final step in the decision-making process,” and calls particular attention to high-impact uses such as grading, placement and discipline. This is state guidance, not a universal legal rule for every jurisdiction; use your school’s policies and applicable requirements when deciding what oversight is necessary.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Run a pilot that measures the intended result
Set a baseline before the trial and choose a small number of measures linked to the learning problem. Depending on the goal, those might include performance on a target skill, quality of student work, usefulness of feedback, access, engagement or teacher workload. Define a pilot period and compare results at its end, including which students benefited and who encountered barriers.

Do not use logins, screen time, engagement or vendor claims alone as proof of learning gains. Federal guidance calls for evidence about whether tools work, for whom, under what conditions and with what implementation support (Institute of Education Sciences). The Department’s classroom technology questions likewise ask for evidence of improved student learning, rather than adoption or activity alone.
Compare tools using the same conditions
If you are considering more than one tool, test each against the same use case and, as far as practical, the same pilot conditions. The guidance does not prescribe universal weights or a single scoring scale. Set priorities based on the instructional goal, local policy and students who will use the tool.

Explain the decision, train staff and revisit it
Tell students and families when the tool is used, what it is for, what its limitations are, what data it handles and what alternatives are available under school policy. The Department’s toolkit treats transparency, community involvement and opportunities to opt out of AI-enabled applications as part of a broader school strategy, alongside risk mitigation, educator AI literacy and continuing evaluation.
Train educators to use the tool and recognize errors. Record the purpose, review decisions and pilot findings. Reassess if the product or its terms change, the student population changes, or the instructional purpose shifts. UNESCO’s age-appropriate, human-centered approach also underscores the need to consider learners’ context rather than treat one deployment as suitable for every classroom.
