Evaluate AI coding tools on representative work from your own engineering environment, not on a benchmark score or how quickly they produce a first draft. Compare correctness, verification and review effort, security and data handling, workflow fit, reliability, and delivery outcomes in a bounded pilot. Decide the acceptance criteria before the trial, then expand only if the benefits hold up under your team’s quality and risk requirements.
Start by defining the decision and its constraints
Be specific about what the evaluation is meant to decide: whether to run a pilot, which groups or repositories to include, or whether to expand an existing trial. A vague goal such as “improve productivity” is hard to test because it does not say which work should improve or what trade-offs are acceptable.

Before comparing tools, ask engineering, security, privacy, platform, and procurement stakeholders to identify requirements. Record non-negotiable constraints alongside the decision, including which code and data may be used, which workflows must be supported, and what risks would rule out adoption.
- Scope: Name the teams, repositories, languages, and development workflows in the trial.
- Quality bar: Define the tests, review standards, and acceptance criteria a change must meet.
- Risk limits: Identify unacceptable security, privacy, licensing, reliability, or governance outcomes.
- Decision rule: Decide in advance what evidence would justify stopping, extending, or expanding the trial.
Verify each shortlisted vendor’s current data-use, retention, training, access-control, deployment, and contractual terms in its official documentation and agreements. These details vary and can change; do not infer them from a feature description or from another vendor’s policy.

Choose tasks that resemble your team’s real work
A useful task set covers more than autocomplete or greenfield code. Include work that reflects your repositories, languages, frameworks, tests, and maintenance burden. GitHub’s description of its own evaluation process identifies bug fixes, code generation, and multi-file refactoring as representative task types; it also describes using public benchmarks alongside internal task suites. That is a vendor account of its process, not independent proof that any assistant performs well in your environment.
| Task category | What a trial task can reveal | What to evaluate |
|---|---|---|
| Bug fix | Whether the tool can work from a defect description and relevant code context | Acceptance criteria, regression tests, unintended changes, and verification effort |
| Code generation | Whether it can produce a component or function that fits existing conventions | Correctness, maintainability, test coverage, and the corrections needed |
| Multi-file refactoring | Whether it can coordinate changes across related files | Consistency, missed dependencies, test results, review burden, and integration effort |
| Team-specific maintenance work | Whether it handles the less polished or more specialized parts of your codebase | Performance on your actual languages, frameworks, tests, and repository context |
Use comparable instructions and acceptance criteria across the tools being evaluated. Include both routine and more involved tasks, but avoid sensitive production code or data unless policy and contract review explicitly permit their use. Keep a record of the task, available context, tool configuration, and result so that a difference in setup is not mistaken for a difference in capability.

Set the scorecard before anyone sees the results
Do not make “speed” the only measure. For each task, capture whether the output met acceptance criteria, whether tests passed, how much correction it required, and how much effort developers spent prompting, checking, reviewing, and integrating the result. Note defects and security concerns found during review, including those that tests did not catch.
| Dimension | Evidence to record |
|---|---|
| Task outcome | Acceptance criteria met or unmet; tests passed, failed, or were not applicable |
| Authoring and iteration | Time spent preparing context, prompting, revising, and producing a candidate change |
| Verification and rework | Time and effort to run checks, correct output, investigate failures, and bring the change to an acceptable state |
| Review and risk | Defects, security concerns, or maintainability issues identified in review, plus the effort to assess them |
| Reliability and usability | Consistency across tasks and developers, useful failure details, and workflow interruptions |
| Organizational fit | Compatibility with team practices, required controls, training needs, support, and ability to monitor outcomes |
Choose the team’s own pass criteria and risk thresholds before looking at comparative results. There is no universal scorecard or cutoff established by the cited guidance: a team maintaining safety-critical systems may set a different risk tolerance from one working on low-risk internal tools.

Measure the whole workflow, not just code generation
Track work from context setup through integration. A tool may produce a draft quickly yet require enough prompting, test repair, review, or rework to erase that time saving. Conversely, a slower first draft may still be useful if it reduces total effort without lowering quality. Record the work around generation rather than treating generated lines or initial completion time as a proxy for delivery.
Check whether the tool fits the team’s editor, source control, CI, security processes, and existing policies. Observe how developers provide repository context, run tests, review suggestions, handle failures, and move accepted changes through the normal workflow. Include the time and resources needed for reviewers to assess AI-generated code.

Compare task-level findings with relevant team delivery indicators over a period and under conditions that are as comparable as practicable. Interpret changes carefully: staffing, task mix, review practices, and other workflow changes can affect outcomes. DORA’s 2025 report characterizes AI as an amplifier of organizational strengths and weaknesses, and says that returns depend on the underlying organizational system rather than tools alone. Its publication record describes research involving nearly 5,000 technology professionals worldwide and more than 100 hours of qualitative data; that sample description is not a causal experiment or a universal productivity result.

Assess security, privacy, and responsible use explicitly
Evaluate both what the tool produces and how the service handles the information used to produce it. Review observed output risks in the task trial, then verify applicable data-handling and governance requirements against current vendor terms and your organization’s policies. Treat published product claims as items to verify for the specific service, plan, deployment, and contract under consideration.

NIST’s AI measurement guidance identifies accuracy, interpretability, privacy, reliability, robustness, safety, security and resilience, and mitigation of harmful bias as characteristics that may need measurement. It emphasizes that context affects how these components are measured. NIST SP 800-218A, published in July 2024, augments SSDF 1.1 with secure-development practices and tasks for generative AI and dual-use foundation models. It is guidance for producers and acquirers of those systems, not a coding-tool procurement checklist; use it as a security-development reference where relevant.
- Confirm whether the proposed use is permitted for the code, prompts, and other information in scope.
- Inspect generated changes for vulnerabilities, unsafe dependencies, exposed secrets, and policy violations as part of normal review.
- Check reliability under realistic context limits and failure conditions, not only on a task where the tool succeeds.
- Agree who can use the tool, what must be reviewed, and how exceptions or incidents will be handled.
Use public benchmarks as screening evidence, not a verdict
Benchmarks can help identify capabilities and narrow a shortlist, but a score does not establish performance on your codebase or workflow. Results may not represent your task mix, languages, context needs, integrations, or review standards. Avoid ranking tools from a single score or comparing results from different versions and setups as though they came from a controlled head-to-head test.
GitHub says it uses benchmarks such as SWE-Bench as well as internal suites when evaluating its own AI security and quality features. That example supports combining public evaluations with representative local tasks; it does not independently validate every coding assistant. NIST’s context-sensitive measurement guidance offers a broader reason to interpret benchmark results cautiously.

Run a bounded pilot and make a staged decision
Once the task set and scorecard are ready, trial the shortlisted tools with a limited group and agreed safeguards. Include developers who do the work and the stakeholders responsible for security and platform operations in the review of results. Keep records of failures and friction as well as successes; otherwise, a trial can overrepresent visible drafts and undercount the work required to accept them.
- Prepare: Agree on scope, task instructions, acceptance criteria, risk controls, and the decision rule before the trial.
- Run: Have participants complete comparable tasks using the tools and approved workflow, recording setup, iteration, checks, review, and rework.
- Review: Examine task outcomes and workflow evidence with engineering, security, and platform stakeholders; investigate failures rather than averaging them away.
- Decide: Stop, extend, or expand only according to the pre-agreed quality, risk, and workflow criteria. If the evidence is inconclusive, improve the evaluation rather than treating adoption as proven.
The practical comparison axes are task coverage, verification burden, security and privacy, workflow fit, reliability and usability, organizational fit, and cost and procurement. Confirm current cost and contractual terms from primary vendor materials before making a product-specific decision. The eu-LISA report dated July 9, 2026 discusses performance frameworks, coding assistants, productivity, code quality, and security; it emphasizes regular evaluation and sufficient resources to review AI-generated code.
