Evaluate a proposed gold mine by tracing the evidence from the deposit through mine design, economics, permits, infrastructure and a route to sale. Start with the governing reporting code and dated technical report; then distinguish resources from reserves, test whether the study is mature enough to support its claims, and inspect the assumptions and dependencies that could delay or undermine production. A promising resource, positive economic result or feasibility-study label is not proof that a mine will be built.
How do you evaluate a gold mining project before production?
Use a sequence rather than a single headline number. First establish what the company has reported and under which rules. Next determine how much of the mineral inventory has sufficient confidence and modifying-factor support to qualify as a reserve. Then assess the technical study, rebuild its economic logic, and check the approvals, sales arrangements and third-party dependencies needed to move from a plan to an operating mine.

The purpose is not to produce a universal pass/fail score. Reporting codes and legal requirements vary by jurisdiction, and a project’s geology, engineering, location and commercial arrangements all matter. A useful diligence record captures both what is established and what remains an assumption, proposed action or unresolved dependency.

- Inventory: tonnes, grade, contained metal, category, cut-off grade, estimate date and connection to the mine plan.

Which reporting rules and report date apply?
Before interpreting terms such as “resource,” “reserve” or “feasibility study,” identify the jurisdiction and disclosure regime. Similar concepts appear in different codes, but the regimes are not interchangeable without reconciliation. JORC describes its code as minimum standards for public reporting of exploration results, mineral resources and ore reserves; the JORC page identifies the 2012 edition as the current edition. Canada’s National Instrument 43-101 specifies technical-report disclosure content, including estimate dates and methods. In the United States, SEC Regulation S-K 1300 uses qualified-person technical report summaries.

The SEC adopted its mining disclosure amendments on October 31, 2018, and the new rules applied for fiscal years beginning on or after January 1, 2021. Those dates describe the U.S. rule’s adoption and application, not the effective date of an individual project report. Check the report itself for that date and the code it follows.
Record who is responsible for each technical discipline, not just the name on the cover. A report may rely on different professionals for geology, mining, metallurgy, environmental matters or economics. Verify that the responsible qualified or competent person’s role and qualifications are stated in the filing under the applicable regime.
Check whether the report is still current
A report’s effective date is the reference point for its estimates and conclusions. Compare it with later disclosures about resource estimates, engineering, permits, ownership, prices, costs or the development plan. A report does not become invalid merely because time has passed, but a material change can make some assumptions stale. The title alone provides no project-specific information with which to determine whether a particular report remains current.
Read the detailed technical report where available, not only a company announcement summarizing it. Compare the public summary with the report’s methods, assumptions, qualifications and material risks. If later company disclosures describe a changed mine plan or new study, establish which document contains the current plan and whether earlier numbers are still being presented as current.
What is the difference between a mineral resource and a reserve?
A mineral resource is an estimate of mineralization with enough geological knowledge and other specified support to be reported in a category under the governing code. It is not automatically economically mineable. Under SEC S-K 1300, the resource estimate considers matters such as cut-off grade, likely mining dimensions, location or continuity, and assumed justifiable technical and economic conditions. It is not simply the sum of every ounce intersected by drilling.

A mineral reserve is the economically mineable part of measured or indicated resources after applying modifying factors. Those factors include technical, economic, legal, environmental, social and governmental considerations under the governing code; reserve estimates also account for dilution and mining losses. A reserve therefore represents a more developed case than a resource, but does not mean construction is certain or every approval and contract has already been secured.
| Reported category or term | What it tells you | How to use it in due diligence |
|---|---|---|
| Exploration results or target | Exploration results report findings; an exploration target is not a resource or reserve. | Do not add a target to the mineable inventory or treat it as a discovery with established economics. |
| Inferred resource | The resource category with the greatest geological uncertainty among the three common resource categories. | Keep it separate from higher-confidence categories. Under the cited U.S. S-K 1300 rule, inferred resources cannot support a pre-feasibility study’s demonstration of reserve viability or be converted to reserves without new evidence supporting a higher resource category. Confirm the local code before applying that rule elsewhere. |
| Indicated resource | A resource category with more geological confidence than inferred. | Under S-K 1300, indicated resources may convert only to probable reserves, subject to the applicable modifying-factor work. |
| Measured resource | The resource category with the greatest geological confidence among inferred, indicated and measured. | Under S-K 1300, it may convert to proven or probable reserves depending on the qualified person’s confidence in the results of the modifying-factor analysis. |
| Probable or proven reserve | A reserve category resulting from applying modifying factors to eligible resources under the governing code. | Read the applicable code and report for the basis of the classification, mine plan and assumptions; the label alone does not establish that the project will be financed, permitted or built. |
For each category, note tonnes, grade, contained metal, cut-off grade, effective date and assumptions, then identify whether and how it feeds into the mine plan. Do not compare headline ounces until you know their category, code and estimation assumptions. A project that reports many ounces may still have relatively little inventory supporting a reserve-based mine plan; the category and context matter more than an undifferentiated total.

Can an inferred resource be counted in a mine’s economics?
Do not assume it can support the same conclusions as indicated or measured resources. Under the cited U.S. rule, inferred resources cannot support a pre-feasibility study’s demonstration of reserve viability, and they cannot be converted to reserves without new evidence sufficient to support a higher resource category. The applicable rule must be checked for projects reported under another regime. If a company presents an economic scenario that includes inferred material, determine which study stage and disclosure rules govern it, how the material is identified, and whether the result is separate from a reserve-based case.
What should you look for in a mining feasibility study?
First confirm the study’s actual stage and the work behind it. An initial assessment is less developed than a pre-feasibility study, which is less comprehensive than a feasibility study. Under S-K 1300, a pre-feasibility study examines options and a selected underground mining method or surface pit configuration, an effective processing method and a plan to sell the product. A study label is not a substitute for checking the analysis and evidence supporting the plan.
| Study stage | Relative maturity | Questions to ask |
|---|---|---|
| Initial assessment or preliminary economic assessment | Less developed than a pre-feasibility study. | Which parts of the mine plan, engineering, test work or economic case remain preliminary? Does the analysis rely on material that cannot support the reserve-viability demonstration required at a later stage? |
| Pre-feasibility study | More comprehensive than an initial assessment but less comprehensive than a feasibility study under S-K 1300. | Are alternatives assessed, and are the selected mining configuration, processing method and product-sales plan adequately established for the claimed stage? |
| Feasibility study | The more comprehensive stage in this progression. | Inspect the detailed engineering, test work, mine schedule, cost basis, material risks and remaining approvals rather than treating the title as a production guarantee. |
These stage descriptions are not a universal engineering accuracy scale, nor do they establish a single acceptable level of contingency for every project. Interpret them through the applicable code and the report’s actual scope. The cited material does not establish a universal project-success rate or a one-size-fits-all study accuracy threshold.

Trace the mine and processing plan
Follow the path from geological model to annual mine plan and saleable product. Check whether the selected surface or underground method fits the deposit’s geometry and the stated geotechnical conditions. Examine assumptions for dilution, mining losses and recovery, and ask whether the schedule relies on areas or equipment that have not been adequately assessed.
For processing, inspect the flowsheet and the metallurgical test work supporting it. Identify how the ore is expected to behave, what recovery is assumed, and whether testing covers the material the mine plan expects to process. Determine whether the proposed product can meet its intended specifications and what refining, treatment or transport steps stand between the plant and the buyer.
Check supporting disciplines and dependencies
- Geology and sampling: understand the estimate methods and evidence behind grade and continuity; check that the mine plan uses the reported inventory consistently.
- Geotechnical and hydrological conditions: assess whether slope, ground-support, groundwater and water-supply assumptions are reflected in design and schedule.
- Tailings and waste: review proposed management, capacity, approvals and the obligations that continue through closure.
- Infrastructure and utilities: establish how the project will obtain power, water, roads, transport and other essential services, and whether access is secured or assumed.
- Workforce and schedule: check whether the staffing, construction sequence and operating ramp-up are supported by the project plan.
- Engineering and test work: note what remains incomplete and whether a key process, facility or recovery assumption is not yet demonstrated.
Technical reports are expected to address relevant methods and material risks. For each unresolved item, record its importance to the production plan, who controls the next step, and what evidence would close it. A generic description of a typical mine cannot answer project-specific questions about geology, water, permits or engineering.
How do you rebuild the economic logic?
Start with the annual production and cash-flow model, not the headline net present value (NPV), internal rate of return (IRR) or payback period. The result depends on the assumptions feeding it. Write down the basis for each important input and whether the disclosed analysis is pre-tax or post-tax.
| Input | What to record or verify |
|---|---|
| Gold price | Selected price, currency, period or basis, and the report’s rationale for using it. |
| Exchange rates | Rates and currency assumptions for revenues and costs, including which cost items are exposed to foreign exchange. |
| Production drivers | Grade, recovery, throughput, annual production profile and mine life; check how each connects to the mine schedule and test work. |
| Capital and operating costs | Cost estimates, included scope and any material infrastructure or third-party costs; determine what remains outside the stated figures. |
| Government and sales deductions | Taxes, royalties, refining or sales charges and other material deductions. |
| Cash-flow treatment | Discount rate, timing of construction and production, working capital, financing costs, closure and reclamation costs, and whether each is included. |
NI 43-101 technical-report provisions call for justified principal assumptions, annual cash-flow forecasts and sensitivity analysis. S-K 1300 requires detailed economic analysis for pre-feasibility and feasibility studies and disclosure of the selected commodity price and its rationale. Check the report to establish which rules apply and what it actually discloses; do not assume every project presents identical inputs in identical formats.

Read sensitivities as a map of vulnerability
Review the sensitivity cases for gold price, grade, recovery, capital, operating costs and other material variables. Ask which assumption moves the result most, how much the project’s economics weaken as that assumption changes, and whether several adverse changes could occur together. A single base case cannot show that range.
There is no universal acceptable NPV, IRR, payback period or study accuracy threshold established by the cited standards for every gold project. Interpret any result in light of the report’s price basis, discount rate, tax treatment, costs and sensitivities. Even a positive base case is not proof that the project will secure financing, receive approvals, be constructed on schedule or operate as forecast.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How can you tell whether the project has a route to sale?
A mine needs a plan for selling a product that can be produced, transported and accepted. Confirm the expected product form and specifications, any refining or treatment requirements, the transport route and the buyer assumptions. Establish whether material terms are documented in signed sales contracts or remain under negotiation.
NI 43-101 requires discussion of available market information and material contracts, including which are signed and which are still being negotiated. Under S-K 1300, the qualified person must reasonably investigate obstacles to obtaining sales contracts and approvals; certain products without an established market or contract can require a market study. These are disclosure and diligence considerations, not a guarantee that a buyer or contract will be available on the expected terms.

What risks can stop a gold mine from reaching production?
Geology and economics are only part of the production case. A project can face delays or viability problems if permits, water, tailings, land access, infrastructure, community arrangements, contracts or other critical dependencies remain unresolved. Build a project-specific register rather than treating “permitting” or “infrastructure” as single yes-or-no labels.
| Risk area | Evidence to check | Why it matters |
|---|---|---|
| Land and mineral tenure | Rights, boundaries, status and any material conditions or dependencies. | The project needs the relevant access and rights to develop and operate the mine. |
| Permits and environmental review | Required approvals, status, dependencies, outstanding studies and responsible decision-makers. | An application or planned approval is not an issued permit; unresolved approvals can affect timing and design. |
| Water | Water supply, rights, management plan and permit status. | Both mine operations and environmental obligations depend on an adequately permitted and managed water plan. |
| Tailings and waste | Design, management arrangements, approvals, capacity and closure implications. | These facilities and obligations can be material to environmental compliance, permitting and long-term liabilities. |
| Power and transport | Access, capacity, agreements, routes and construction or connection requirements. | A production schedule can depend on services or infrastructure outside the mine owner’s direct control. |
| Community matters | Engagement, negotiations or agreements, outstanding issues and relevant commitments. | Social matters can affect project design, approvals, access and the ability to proceed on the assumed schedule. |
| Closure and financial assurance | Closure plan, reclamation costs, bonds or other financial assurance, and how these are treated in project economics. | Closure obligations create both compliance responsibilities and costs beyond the operating period. |
| Contracts and third parties | Signed versus proposed contracts, approvals, supply arrangements and dependencies on external parties. | A project plan may rely on terms, facilities or approvals that are not yet secured. |
NI 43-101 technical-report items expressly cover environmental issues, waste and tailings, water management, permit status, reclamation bonds, community matters and closure costs. The exact legal duties and approval path depend on jurisdiction. For every material item, record the current status, what must happen next, who controls it, and what the project’s schedule assumes.
Reserve classification should not be mistaken for proof that all permits or sales contracts are already in hand. Under the cited SEC rule, the qualified person must reasonably investigate obstacles and reasonably believe approvals and contracts are highly likely to be obtained in a timely manner; unresolved material matters contingent on third parties must be considered. This is a substantive diligence requirement, not a guarantee that an authority will approve an application or a counterparty will sign a contract.
How should you compare two gold projects?
Compare them on consistent definitions, reporting codes and effective dates. A project with more reported ounces is not necessarily more advanced or less risky; differences in category, grade distribution, study maturity, infrastructure and assumptions can make headline totals misleading. If reports use different codes, identify the differences rather than assuming the labels are directly comparable.
| Comparison axis | What to align |
|---|---|
| Resource and reserve | Categories, tonnes, grades, cut-off assumptions, effective dates and confidence. |
| Study maturity | Stage, engineering scope, test work and mine-plan development. |
| Mining and processing | Method, recovery, flowsheet and the evidence supporting key technical assumptions. |
| Execution | Infrastructure, schedule, permitting, water, tailings, tenure and closure obligations. |
| Economics | Price and currency basis, capital and operating costs, tax and royalty treatment, discount rate and sensitivities. |
| Market and external dependencies | Product and sales route, contract status, community matters and third-party reliance. |
The standards identify these as material factors, but they do not prescribe one correct weighting for every project. Weight the comparison according to the particular assets and the evidence available; explain any difference in reporting basis before drawing a conclusion.
A practical review sequence
- Locate the controlling disclosures. Find the technical report or technical report summary and the latest relevant project filings. Note jurisdiction, reporting code, effective date and responsible professionals.
- Reconcile the inventory. Record resource and reserve tonnes, grades, categories, cut-off grades and dates. Keep exploration targets and inferred resources distinct from reserves.
- Test study maturity. Confirm whether the case is an initial assessment, pre-feasibility study or feasibility study; check the actual mine configuration, process route, test work and sales plan against the claimed stage.
- Trace the production model. Follow the assumed grade, recovery, throughput, annual schedule and mine life through to the proposed saleable product.
- Reconstruct the economics. Capture price, currency, costs, taxes, royalties, closure, cash-flow treatment and sensitivities. Separate report assumptions from demonstrated operating results.
- Map execution dependencies. List permits, water, tailings and waste approvals, infrastructure, tenure, community matters, contracts and closure assurance with current status and next steps.
- Check for changes and inconsistencies. Compare report assumptions with later disclosures. Flag stale estimates, changed plans, unresolved dependencies or differences between headline statements and detailed analysis.
- State the conclusion with limits. Describe what evidence supports the current case, what remains uncertain, and which next milestone would materially change the assessment. Avoid treating a study result as a production forecast guarantee.
What a careful conclusion should—and should not—say
A sound evaluation can explain whether the disclosed evidence supports a resource estimate, reserve, technical study and plausible execution path under the applicable reporting regime. It can identify the assumptions with the greatest effect on economics and the approvals or third-party arrangements that remain material. It cannot infer a project’s valuation, financing prospects, schedule, or likelihood of eventual production from a general framework or a headline number.
For a specific project, attribute quantities, grades, production schedules, recoveries, costs and economic outputs to the dated technical report or filing that states them. Distinguish company assumptions and forecasts from observed operating results. A compliant report, feasibility label, reserve statement, positive NPV or permit application is evidence to assess—not proof that construction or production is assured.
