How to Evaluate a Data Center Operator Before Choosing a Colocation Provider

A practical, evidence-led process for assessing the specific data center facility, its operator, and the terms behind a colocation commitment.

Evaluate the specific facility—not just the provider’s brand—against your workload, location, compliance obligations, power and cooling needs, connectivity, growth plans, and tolerance for operational risk. Ask for evidence on resilience, security, capacity, support, sustainability, and contract terms, then compare providers against the same requirements. Certifications, tier designations, and uptime targets can help verify defined aspects of a facility; none guarantees the availability of your end-to-end service.

Start with requirements, not provider claims

A colocation decision is a long-term infrastructure commitment. The right facility for a latency-sensitive application may not suit a high-density compute deployment or a regulated workload. Set the requirements first so every operator answers the same questions and your comparison reflects business priorities rather than whichever provider has the most persuasive sales material.

Write down the workload and its consequences

Describe what will run in the facility, how critical it is, where users and systems are located, and what happens if the service is interrupted. Define recovery objectives, acceptable operating costs, and any regulatory, audit, or customer obligations. Record the network topology, bandwidth and latency needs, current power load, power per rack, cooling requirements, and expected growth.

Separate must-haves from preferences. A must-have might be a particular geography, a documented compliance scope, a minimum committed power level, or a required carrier connection. Treat a provider that cannot meet a genuine must-have as ineligible rather than allowing a high score elsewhere to compensate. Rank the remaining priorities for your organization: the dimensions do not have one universal order.

Make assumptions explicit

Specify whether estimates refer to current demand or future demand, whether rack power means usable capacity at the rack or a facility-level allocation, and what redundancy the workload requires. State the expected delivery date and growth profile. Ambiguous requirements produce proposals that look comparable but may describe different amounts of usable capacity, different service boundaries, or different timelines.

EN 50600-1:2026 describes a facility-classification framework that includes business-risk and operating-cost analysis. The EVS listing says its Estonian implementation is valid from September 1, 2026; applicability and national adoption may differ elsewhere, so confirm the edition relevant to your jurisdiction rather than assuming the listing applies universally.

Verify the exact facility and its evidence

Ask for the proposed site address and identify which evidence applies to that location, building, services, and customer space. A provider may operate facilities with different designs, certifications, available capacity, security controls, carrier options, and support arrangements. A corporate-level claim does not establish what is available at the site you would use.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check site and building risks

Review the location’s environmental risks and adjacency considerations, along with the building’s configuration and construction quality. Ask how the facility protects against relevant environmental events, unauthorized access, intrusion, fire, and water damage. Determine what site-specific documentation the operator can provide and whether the proposed space and protections match your deployment.

ISO/IEC 22237-2:2024, Edition 1, was published in February 2024. Its stated scope covers data-center building construction and specified site factors, including site selection, environmental risks, access, intrusion and fire protection, water-damage protection, and construction quality. It is useful context for site and building due diligence, not a complete security, operations, service-level, or legal framework.

Establish certification scope and status

For every certification or assessment cited, ask which facility it covers, what was assessed, which edition or criteria apply, when the status was issued or last verified, and whether it remains valid. Request the relevant certificate or assessment information and confirm it with the issuer where appropriate. Distinguish design, construction, and operational assessments: evidence for one does not automatically establish the others.

Uptime Institute describes its Tier certification as checking application of its Tier Standard to design, construction, and operations. Ask which certification type and scope apply to the proposed facility. A Tier designation is evidence about the matters within that standard and assessment; it does not by itself prove that your application will meet its end-to-end availability target.

Test resilience with operational evidence

Resilience depends on design as well as how people maintain and operate the facility. Ask how the operator handles planned work, incidents, communications, and recovery, and request historical performance information for the specific site. Make sure the figures and incident descriptions have a defined period, measurement method, exclusions, and facility boundary.

Ask about redundancy and maintenance

  • What failover mechanisms and redundancies are in place to prevent outages, and which components or services do they cover?
  • How is maintenance scheduled and performed? Which activities require customer notice, and how is capacity managed during the work?
  • What happens if a planned maintenance activity encounters a problem or cannot be completed as expected?
  • How does the operator test procedures and operational readiness, and what evidence can it share?

Do not treat the word “redundant” as a complete design description. Establish which systems are redundant, how they are arranged, what assumptions the design makes, and whether maintenance can affect the service you intend to buy. Match those details to your own architecture and recovery objectives.

Interrogate uptime and incident claims

Ask, “What is their historical uptime performance?” Follow up by defining what “uptime” measures: the service or component included, measurement point, reporting interval, exclusions, and any scheduled-maintenance treatment. Request the relevant history for the facility and period, not an unexplained provider-wide figure. Ask about significant incidents, how customers were notified, what root-cause information was provided, and what changed afterward.

Telstra International’s Colocation Provider Selection Checklist, displayed as published on March 5, 2024, uses “99.99%+” as a sample SLA question. That is a prompt in a provider-authored checklist, not an independent industry benchmark or a claim that a particular provider achieves that figure. Assess any proposed target by reading the actual SLA definition, exclusions, measurement process, and remedies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A facility’s certification or service-level figure does not establish the availability of your complete application. Your network, equipment, software, dependencies, and recovery design also affect service continuity. Evaluate the operator’s evidence as one part of the architecture and business-risk decision.

Evaluate management and operations

Uptime Institute’s Management and Operations guidance identifies staffing, maintenance, training, planning and coordination, and operating conditions as relevant categories of operational behavior. Ask how the facility staffs and trains its teams, coordinates work, manages procedures, and prepares for incidents. Request concrete examples or documentation that apply to the proposed site rather than relying only on a general description of company practice.

Confirm power, cooling, and expansion in writing

Power and cooling determine whether a facility can support the intended deployment now and as it grows. Confirm the usable capacity and the amount the operator will commit to your space. Clarify how capacity is measured, what is reserved, what limits apply at rack level, and which redundancy assumptions underpin the offer.

Ask capacity questions tied to your rack plan

  • What usable power is available and committed for the proposed space, and how is it measured?
  • What is the permitted power density per rack, and are there limits that vary by location or configuration?
  • Which cooling arrangements support the proposed density, and what operating assumptions or constraints apply?
  • How are power and cooling redundancy designed for this deployment, including during maintenance?
  • What lead time applies to initial delivery and later increases, and what steps or approvals are required to expand?

Get the answers, assumptions, and delivery commitments documented for the specific space. A facility’s headline capacity is not necessarily the capacity available to your deployment on your required schedule. Clarify what happens if demand exceeds the reserved amount or expansion is delayed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Telstra International’s checklist asks whether a facility supports 30 kW or more per rack in the context of AI workloads. Treat that number as an example question from the checklist, not a universal AI requirement or general industry threshold. Your actual density depends on the equipment and workload; ask the operator to confirm support for your rack plan.

Check connectivity and service operations

Assess network fit at the actual facility. Confirm which carriers and cloud onramps are available, how interconnection is provisioned, and whether paths are sufficiently diverse for your design. Verify latency, bandwidth, route diversity, and scaling against your requirements rather than relying on a broad claim that a site is “carrier neutral” or well connected.

Map the connection from your equipment outward

Ask for the available carrier and interconnection options, the physical and logical path information relevant to your redundancy plan, provisioning steps and timelines, and any interconnection charges. Confirm how bandwidth can be increased and what dependencies could affect delivery. If cloud connectivity is important, identify the specific onramp option and confirm that it is available at the proposed site.

Define remote hands and escalation

Ask, “Do they provide 24×7 remote hands support, and what is their response time for critical issues?” Then establish what “remote hands” includes, what requires a separate service, how requests are submitted, what response and completion targets mean, and how urgent cases are escalated. Telstra International’s checklist raises 24×7 support and critical-issue response time as buyer questions; confirm the actual service and terms offered by each operator.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Also ask who is on site or on call, how incidents are communicated, who owns coordination when multiple teams are involved, and what training or operating procedures apply. Record customer responsibilities, contact paths, and the information the operator needs to act. A response-time promise is only useful if the trigger, scope, escalation route, and measurement are clear.

Review security and compliance against your obligations

Security due diligence includes the building and the site as well as the operator’s controls and documentation. Ask how physical access is authorized and monitored, how intrusion and fire protections work, and how water-damage risks are addressed. Establish which controls are provided by the operator and which remain your responsibility, including equipment, account access, and your own compliance evidence.

Match audit reports, certifications, and other evidence to your actual obligations. Check the facility covered, service boundaries, assessment period, and any customer responsibilities or exclusions. A standard’s scope matters: ISO/IEC 22237-2:2024 addresses specified site and building matters, but should not be represented as proof of every security control, operational practice, or regulatory requirement.

For a regulated workload, involve the people responsible for interpreting the relevant obligations. Ask whether the proposed site and service arrangement support the required evidence and processes; do not infer regulatory suitability merely from a provider’s general compliance statement.

Compare the contract as an operating document

Read the proposed SLA and commercial terms alongside the technical response. Confirm the service boundary, the exact metric, measurement point and interval, scheduled-maintenance treatment, exclusions, notice requirements, customer duties, incident communications, and dispute process. Identify the credits or other remedies available and the conditions for receiving them. Legal significance depends on the signed terms and governing law; obtain appropriate contract review where needed.

Inspect the commercial commitments

  • Billing method and the charges associated with capacity, interconnection, support, and changes.
  • Initial term, minimum commitment, and any capacity reservation or expansion commitments.
  • How scaling works, including whether added capacity is subject to availability, approval, or new lead times.
  • Renewal, termination, and exit provisions, including notice periods and obligations at the end of the relationship.
  • How service credits, exclusions, and other remedies interact with the SLA and contract.

Compare commercial flexibility with the forecast you documented. A low initial commitment may be unsuitable if expansion is uncertain or slow; a long commitment may not fit a workload with a short planning horizon. Telstra International’s checklist prompts buyers to examine response times, flexible scaling, long-term commitments, and billing, but it does not prescribe standard contract terms or legal conclusions.

Assess sustainability on comparable boundaries

Do not reduce sustainability to a single efficiency number. Ask what site, systems, and workloads are included in each reported measure; which reporting period and data methods are used; and whether electricity, water, emissions, and waste are tracked consistently. Ask about cooling, backup generation, electrical systems, IT operations, and climate risks where relevant to your decision.

Uptime Institute describes facility-level sustainability assessment across energy and water use, emissions, waste, cooling, backup generation, electrical systems, IT operations, and climate risk, using review of equipment, processes, procedures, documentation, and data. This is one possible assessment framework, not a requirement for every buyer. EN 50600-1:2026 also describes resource and energy-efficiency enablement, resilience KPIs, and an environmental sustainability strategy as classification dimensions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compare data using consistent boundaries and consider local conditions and workload assumptions. Ask how efficiency measures interact with reliability and resilience objectives; a sustainability claim is most useful when its scope is clear and its trade-offs are understood.

Build a decision screen and weighted comparison

Use a two-stage method. First, apply pass/fail checks to requirements that cannot be compromised. Then compare qualified providers against the same evaluation dimensions, weighting them according to your business priorities. This avoids letting a strong result on an unimportant preference outweigh a failed critical requirement.

Dimension Evidence to compare Decision question
Resilience and reliability Facility topology, redundancy, maintenance procedures, operational readiness, site-specific incident history, and SLA measurement. Does the design and operating evidence fit the workload’s recovery objectives?
Security and compliance Site and building controls, physical access and monitoring, audit or certification scope, regulatory fit, and customer responsibilities. Can the operator support the controls and evidence your obligations require?
Power and cooling Committed usable capacity, density limits, cooling support, redundancy assumptions, delivery lead times, and expansion procedure. Can the proposed space support the current and forecast rack plan on the required schedule?
Connectivity Carriers, cloud onramps, interconnection, route diversity, latency and bandwidth fit, provisioning, and charges. Can the site meet the network design and scale without unacceptable risk or delay?
Operations and support Staffing, training, maintenance, remote-hands scope, response and escalation, incident communications, and root-cause practices. Can the operator support the service model and coordinate effectively when something goes wrong?
Commercial and sustainability fit Billing, term, reservation, flexibility, SLA remedies and exclusions, and consistent energy, water, emissions, and waste reporting. Do the economic commitments and environmental evidence fit the deployment over its expected life?

For each dimension, record the requirement, the evidence received, unresolved assumptions, and the consequence of a gap. If you use numeric scores, define what each score means and assign weights before reviewing provider responses. Do not award full confidence for a claim without applicable evidence, and do not disguise a missing answer as a favorable score.

Use a repeatable due-diligence sequence

  1. Define the deployment. Document workload, criticality, geography, compliance and audit needs, network topology, power per rack, cooling, current load, forecast growth, recovery objectives, and acceptable cost. Mark must-haves clearly.
  2. Request site-specific evidence. Obtain the address, applicable design and construction information, certification or assessment scope and status, operating procedures, security information, capacity availability, and incident process for the proposed facility.
  3. Probe resilience and operations. Ask about failover, redundancy, planned maintenance, notices, staffing, training, incident escalation, historical performance, and root-cause communications. Require facility, period, definitions, and exclusions for reported results.
  4. Document capacity and network fit. Confirm usable and committed power, rack density, cooling, redundancy, lead times, expansion, carriers, cloud onramps, routes, interconnection charges, provisioning, and bandwidth scaling in writing.
  5. Review service and contract terms. Align the SLA metric and remedies with operational reality. Check support scope, response and escalation, billing, term, minimum commitment, expansion rights, renewal, and exit mechanics.
  6. Compare sustainability consistently. Confirm site and system boundaries, periods, data methods, and measures for energy, water, emissions, waste, cooling, and operations. Consider resilience and local conditions alongside efficiency.
  7. Decide against the same scorecard. Eliminate providers that fail hard requirements, then compare the rest using weights tied to business priorities. Keep open questions visible and resolve them before signing.

What a defensible choice looks like

A defensible selection has a documented fit between the workload and the specific facility, with evidence attached to claims about design, operations, security, capacity, connectivity, and support. It also has written service and commercial terms that define what is delivered, how performance is measured, what happens during incidents or maintenance, how the deployment can grow, and how the relationship can end.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

No single certification, uptime target, sustainability metric, or sales assurance answers all of those questions. Use each within its stated scope, verify that it applies to the site and service under consideration, and make the final comparison against your own risk, growth, and operating-cost priorities.
