Compare contractor quotes only after making sure they cover the same work. Before signing, confirm what is included, what the price depends on, when payments are due, how changes are approved, and who is responsible for permits and closeout. Local laws vary, so verify deposit limits, licensing rules, and lien requirements with the regulator for your location and project.
How do you compare contractor quotes?
Ask each contractor to price the same written description of work. A quote commonly presents a price agreed for defined work, while an estimate is an approximation that may change; the legal effect depends on local law, the wording, and the transaction. Western Australia Consumer Protection explains this distinction and recommends written quotes. Ask whether the price is fixed or estimated, how long it remains valid, and what assumptions or exclusions it relies on. Western Australia Consumer Protection: quotes and estimates.

Compare more than the bottom-line number. Washington State Department of Labor & Industries (L&I) advises comparing dates, products, warranties, permits, taxes, and other costs as well as price. Western Australia Consumer Protection recommends obtaining at least three written quotes; that is local consumer guidance, not a universal legal requirement. | Compare | Questions to ask |
|---|---|
| Scope and exclusions | Do the bids cover the same rooms, quantities, preparation, removal, installation, finishing, cleanup, and handover? What work is excluded? |
| Materials and quality | Are brands, models, grades, finishes, or performance specifications stated? Who supplies each item? |
| Total cost | Does the price include taxes, permit fees, delivery, call-out charges, disposal, and other costs? Which amounts are allowances rather than fixed prices? |
| Schedule | What are the expected start and completion dates, work milestones, and assumptions about delays? |
| Payment | What deposit is due, what work or delivery earns each installment, and what amount remains until completion? |
| Warranty and changes | What warranty applies, how are defects raised, and how must changes be priced and approved? |
| Responsibility and closeout | Who obtains permits, and which subcontractors or suppliers are involved? What inspections, receipts, or locally appropriate lien documents are needed at closeout? |
If one bid is substantially cheaper, identify the difference in scope, quality, allowances, or schedule rather than assuming it is a better deal. A contractor’s written quote should make the work and its terms understandable; Western Australia’s guidance recommends including contact and trade details, job description, materials, labor, duration, possible extra work, and terms.

What should the written contract settle?
Before signing, make sure the agreement identifies the parties and records the details that determine what you will receive, pay, and do if circumstances change. Washington L&I’s hiring guidance lists contract contents including price with tax, payment terms tied to work and completion, permit fees, specified work, materials, suppliers and subcontractors, warranties, and a change-order process. Its worksheet also prompts homeowners to address retainage and agreed lien releases. Washington L&I hiring guidance · Washington L&I hiring worksheet.
- Work: Exact scope, locations, quantities, and finish or performance expectations.
- Materials: Important brands or specifications, and who supplies each item.
- Price: Total price, taxes, permit fees, and other included or excluded charges.
- Uncertainty: Assumptions, allowances, exclusions, concealed-condition handling, and quote expiry.
- Schedule: Start date, milestones, expected completion, and how delays are handled.
- Payment: Amounts and the work or delivery event that earns each installment, plus any retainage.
- People and permissions: Who obtains permits and which subcontractors or suppliers are expected.
- Quality and resolution: Warranties, the process for reporting defects, and what completion or sign-off involves.
- Changes: A written process that states the changed work, price, and schedule effect, with approval before extra work starts.
- Closeout: Cleanup, inspections, receipts, and any lien-release documentation appropriate under local rules.
For allowances or provisional sums, ask what the amount covers, how actual cost will be documented, whether labor or markup is added, and who selects the product. For exclusions, clarify who will do the omitted work and what happens if it proves necessary. These questions make bids easier to compare; whether any particular clause is legally required depends on local rules and the contract.

Are the deposit and payment schedule reasonable?
Check whether the deposit reflects legitimate upfront costs and complies with any local limit. Later installments should correspond to identifiable completed work or delivered materials, and the written schedule should leave an appropriate amount outstanding to resolve incomplete items. Pay by a traceable method where practical and keep receipts; Washington L&I advises a reasonable down payment and payments as specific phases are completed, and its worksheet cautions against large deposits or cash.

Do not apply another jurisdiction’s percentage to your project. Western Australia Consumer Protection’s current guidance, accessed in 2026, gives a general 10% deposit figure and a 6.5% maximum for a specified category of building contracts in a stated value range. Those figures are local guidance tied to the applicable contract category, not universal recommendations or limits. Its separate fact sheet, published 21 October 2021, also states the 10% and 6.5% figures. Check the current rule with your local regulator and confirm that your job qualifies before relying on a percentage. How should you handle changes and extra work?
Before work begins on a proposed change, ask for a written description, the added or reduced price, and the effect on the completion date. Keep the approval with the original agreement and retain the updated version. Washington L&I recommends written change orders. California’s Contractors State License Board (CSLB) says a signed change order becomes part of the written contract. Western Australia’s regulator says tradespeople must obtain permission for extra work and consumers need not pay for unauthorized extras under its guidance; rights and contract terms vary by jurisdiction. How do you verify the contractor and keep a useful record?
Use the official lookup for your location and trade to check license or registration status. Ask for proof of required insurance, workers’ compensation where relevant, and any applicable bond or statutory homeowner protection. Confirm who is responsible for permits and ask who the subcontractors and principal suppliers will be. Requirements differ by place, trade, and project. Washington L&I says its Verify tool can help check registration, bond, liability insurance, and infractions; Western Australia Consumer Protection recommends checking qualifications and insurance.

Keep the proposal and every quote version, signed contract, change orders, permit records, proof of payments, invoices, receipts, messages about scope or delays, inspection results, and completion or lien documents. Washington L&I recommends receipts and written payment arrangements; Western Australia Consumer Protection advises retaining quotes, invoices, and receipts. A planner or notebook can help organize these records, but it is not a contract, legal review, or government-approved form.
