Evaluate a commercial property refinance by testing four things together: whether the borrower and property can qualify for the proposed payoff, whether the timing fits the actual need, what the full transaction costs, and what repayment or maturity risks the new loan adds. A lower advertised rate or monthly payment is not enough to establish that refinancing is feasible or worthwhile.
Start with the documents and the reason for refinancing
Write down the purpose first: for example, meeting an approaching maturity, changing payment terms, obtaining cash-out, or reducing borrowing costs. Then collect the documents needed to compare that purpose with the likely terms:
As an Amazon Associate I earn from qualifying purchases.
- Current note and amendments, including maturity, extension, and prepayment provisions.
- A current payoff statement, loan balance, and amortization schedule.
- Recent property operating statements, rent roll, leases, vacancy and expense history.
- Borrower and guarantor financial information, plus current property valuation information.
- Written proposed terms from each prospective lender.
Do not assume the new loan amount will simply equal the current balance. Reconcile the requested principal against the actual payoff, costs that will be financed, and any cash-out. The difference affects the new loan-to-value ratio (LTV), while the proposed payments must be considered against the relevant repayment capacity.

Test whether repayment capacity supports the loan
Income-producing property
Use credible current operating information rather than relying only on an optimistic stabilized scenario. Review net operating income (NOI), vacancy, expenses, tenant quality and mix, rent roll, lease terms, and the expiration schedule. A major lease rollover near closing or during the new loan term can weaken the income supporting debt service. Consider relevant market drivers too, including rents, vacancy, interest rates, capitalization rates, supply and demand, and NOI trends. The OCC’s Comptroller’s Handbook on Commercial Real Estate Lending discusses these property and repayment factors.

Owner-occupied property and support beyond the property
For owner-occupied real estate, assess the operating business’s cash flow available for debt service. Review borrower and guarantor resources as secondary support, while keeping the primary repayment source clear. The Federal Reserve’s commercial real estate workout policy illustrates how repayment capacity, collateral impairment, lease rollover, guarantor support, and the reasonableness of modified payments can interact. A temporary interest-only period or extension does not by itself demonstrate sustainable repayment capacity.
Use lender-specific underwriting, not a universal threshold
Current value and proposed principal affect LTV; cash flow and proposed debt service affect coverage. The OCC identifies LTV and debt-service coverage as underwriting considerations, but the cited guidance does not set one threshold that applies to every lender, property, and loan structure. Ask each lender how it will assess the specific property and borrower under current underwriting and prevailing market rates.

Compare written offers across the full economics
Use actual written terms, not an advertised rate, to build a side-by-side comparison. Capture the following for each option:
| Comparison item | What to record |
|---|---|
| Exit from current loan | Payoff amount, any contract-specific prepayment charge, and other costs required to exit. |
| New loan amount and pricing | Principal, fixed or floating rate structure, payment, and whether costs or cash-out are included in principal. |
| Repayment path | Amortization period, maturity date, and any balloon or projected payoff at maturity. |
| Transaction costs | Origination costs, points, third-party fees, lender credits, and whether each cost is paid in cash or financed. |
| Obligations and protections | Covenants, cash-management or reserve requirements, recourse and guarantee terms, and cash-out provisions. |
| Time horizon and resilience | Expected holding period and repayment capacity under lower occupancy or NOI and higher debt service. |
A first-pass calculation is simple break-even months = one-time refinance costs ÷ monthly payment savings. It is useful only when the payment periods being compared are equivalent and the arithmetic reasonably captures the transaction’s economics.

The Federal Reserve’s consumer mortgage refinance guide explains cost-recovery arithmetic and notes that financed costs become principal repaid with interest. It is a consumer guide, not commercial-loan underwriting guidance. For a commercial transaction, use the actual loan documents, commercial fees and payment structures, lender quotes, and appropriate tax or accounting advice.
When payment savings do not show the whole picture
Break-even months can mislead if the new loan extends amortization, changes principal reduction, finances fees, includes a balloon, has floating-rate exposure, or triggers material prepayment costs on the old loan. In those cases, compare projected cash flows and outstanding balances at realistic exit dates as well as the monthly payment. A lower payment may come from paying principal down more slowly rather than from a transaction that is cheaper over the borrower’s actual holding period.

Put maturity, closing time, and future market access on the same timeline
If a balloon or maturity date is approaching, refinancing may be necessary even when reducing the rate is not the main objective. Map the current maturity, extension options, projected payoff, lender application and closing timeline, lease rollover dates, other debt maturities, and a contingency if the refinance does not close on time.
The OCC’s December 2024 refinance-risk guidance calls for consideration of borrower refinancing needs, asset performance, transaction timing, other debt maturities, market liquidity, and refinance costs. It also says lenders should consider whether the borrower can reasonably qualify for the projected payoff under current underwriting and prevailing interest rates. Do not assume a later refinance will be available on today’s terms.
Understand the valuation and appraisal question
Use a supportable current value and find out how the lender will establish it. Federal Reserve interagency appraisal and evaluation guidance allows an evaluation rather than an appraisal for certain renewals and refinancings at the same institution under specified conditions. Examples include cases with no obvious and material change in market conditions or property condition threatening collateral protection, or cases where no new money beyond reasonable closing costs is advanced. When new money is advanced and material changes threaten collateral protection, an appraisal is generally required unless another exemption applies. These rules have details and exemptions; they do not give a borrower a universal right to choose an evaluation instead of an appraisal.
Check whether an SBA program could apply
For some small-business borrowers, the SBA lists refinancing certain existing debt among possible 7(a) uses and says 504 refinancing is permitted. Its lender guidance lists 7(a) loans up to $5 million, with the interest rate negotiated between borrower and lender subject to SBA maximums. That $5 million figure is a program limit, not a typical refinance amount or market statistic. These program facts do not establish that a particular borrower, property, existing loan, or transaction qualifies; confirm current requirements with a participating lender. See the SBA’s 7(a) lender guidance.
Make the decision against the actual purpose
A refinance merits further comparison when there is a clear purpose, the property and borrower appear able to support the proposed terms, total costs are understood, and the maturity and exit exposure fit the ownership plan. It may be unattractive or infeasible if costs absorb expected savings, a prepayment charge is high, the transaction only postpones an unresolved repayment problem, current cash flow cannot support reasonable amortizing terms, collateral support has weakened, or the plan depends on an unverified future refinance. The OCC’s guidance does not prescribe a universal rule such as refinancing whenever the rate falls by a particular amount.
