Build a workload-based estimate from measured utilization, dependency-aware scope, target designs, licensing and one-time migration work—not from a calculator total alone. Compare clearly defined scenarios, separate recurring run rate from transition costs, and document what could change the result.
Start with a defined scope and a measured baseline
Choose the workloads and migration waves
List the applications, servers, databases, storage, and environments in scope. Map which assets depend on one another before grouping them into migration waves: moving a tightly connected application and database separately can affect both the plan and its cost. AWS migration guidance recommends inventory and dependency analysis before target architecture and wave planning.

Measure use, not just allocated capacity
For each workload, collect actual CPU, memory, and disk read/write usage over a representative period. Include seasonal peaks, batch windows, and other recurring demand patterns. Allocated capacity describes what a system could use; utilization data helps show what its target configuration may need to support. AWS guidance specifically calls for fine-grained usage data to inform right-sizing.

If performance data is missing, mark the target size as an assumption rather than presenting it as a measured recommendation. Google Cloud Migration Center can generate sizing recommendations when asset performance data is unavailable, but a generated recommendation does not fill in missing observations about your own workload.

Build a cost model for each workload
Use one row per workload or coherent asset group, with the same scope carried through every scenario. The model should make these inputs visible where they apply:
- Target configuration: compute, memory, storage capacity and performance, networking, and any managed services. State the utilization and demand assumptions behind the sizing.
- Licensing: identify license-included versus bring-your-own-license (BYOL) treatment, applicable entitlements, and contract assumptions. Do not assume an existing license can be used in the target environment without checking its terms.
- Recurring commercial terms: support level, discounts, and any purchase commitments or other assumed pricing arrangements.
- Migration work: show one-time migration effort separately from the cloud run rate. The Quick TCO Estimator includes a migration cost-per-VM input, but that input is not a universal measure of all work a particular migration requires.
- Dependencies and wave placement: note connected assets and the planned migration group, so the cost model reflects how the workload operates.
Reconcile the source baseline against billing records, inventory, monitoring data, license entitlements, and contracts. AWS describes its Optimization and Licensing Assessment as using resource utilization, licensing, application dependencies, performance, and contracts in assessment; these are useful evidence categories for a defensible model.

Compare scenarios on equivalent assumptions
Model plausible alternatives rather than treating a single target design as inevitable. Depending on the workload, options may include rehosting versus replatforming or modernization, different target sizes, license treatment, regions, service configurations, and pricing commitments. For an apples-to-apples comparison, keep workload scope and time horizon consistent and identify which inputs change between options.

|---|---|
| Workload and sizing | Included assets, target configuration, and utilization or demand assumptions. |
| Migration pattern | For example, rehosting, replatforming, or modernization; state the services and work implied by the choice. |
| Licensing | License-included or BYOL assumptions, relevant entitlements, and contract constraints. |
| Region and service design | Chosen region, service configuration, and any managed-service substitutions. |
| Pricing terms | Support level, discounts, and purchase or commitment assumptions. |
| Transition and horizon | One-time migration work and the period over which recurring costs are compared. |
Keep uncertain inputs explicit. For example, compare more than one utilization or demand case when future use is not settled, and show how the estimate changes rather than hiding uncertainty inside a single forecast. Provider calculators support particular provider scenarios and inputs; they do not establish a provider-neutral business case by themselves.

Separate run rate from transition cost and show the time horizon
Present recurring cloud costs separately from one-time migration effort. If the decision depends on the transition period or longer-term economics, include a multi-year view as well as the recurring run rate. Google Cloud TCO materials describe annual and five-year views; use the period that fits the decision, and state it clearly.
For each scenario, keep the assumptions alongside the result: workload scope, sizing, utilization, licensing, commercial terms, migration work, and comparison period. This makes it possible to revise the estimate when a design, source measurement, contract, or pricing assumption changes.

Choose tools for the question they can answer
Provider tools can help price modeled workloads or compare specific migration scenarios, but their scope differs. Select one that fits the decision and preserve its inputs so its output can be reviewed against your own evidence.
| Tool | Documented use | Scope to keep in mind |
|---|---|---|
| AWS Pricing Calculator | Models new workloads or changes to existing workloads; can use historical usage as a baseline and include discounts and purchase commitments. | An AWS usage estimate, not a provider-neutral migration business case. AWS says calculator prices are estimates, not actual quotes, and depend on service usage. |
| AWS Optimization and Licensing Assessment (OLA) | Assesses on-premises and cloud environments using resource utilization, third-party licensing, and application dependencies to help with sizing and licensing strategy. | Especially relevant when Microsoft workload licensing is a key question; validate recommendations against entitlements and contracts. |
| AWS Migration Evaluator | Provides inventory-based assessment, projected AWS cost scenarios, and licensing comparisons. | An AWS-specific assessment option, not a general comparison across cloud providers. |
| Google Cloud Migration Center TCO reports | Compare costs across asset groups and migration-preference scenarios; can recommend sizing when performance data is missing. | Recommendations based on absent performance data are not measured workload observations. |
| Quick TCO Estimator | Google documentation describes a Gemini-powered VM and infrastructure estimator with manual inputs or RVTools imports, licensing and migration assumptions, and annual or five-year comparisons. | The documentation describes the feature as Preview and lists availability in us-central1, europe-west1, europe-west2, and europe-west4. Confirm availability before relying on it. Database estimates are based on provided VM infrastructure, not database-specific engine and size inputs. |
| AWS Modernization Calculator for Microsoft Workloads | Models migration or modernization options for Microsoft workloads. | AWS states displayed prices are estimates; actual fees depend on usage. |
Google warns that actual costs can be higher or lower than a generated estimate. Treat tool outputs as inputs to a business case, then reconcile them with the inventory, measured utilization, licensing position, and contracts for the workloads being considered.

Make the estimate reviewable and keep it current
A useful estimate lets finance, infrastructure, application, and licensing teams see where the number came from. Keep a versioned record of the workload scope, source measurements, target configuration, pricing assumptions, exclusions, and scenario differences. Revisit it when source data, target architecture, migration waves, license treatment, or commercial terms change. Avoid presenting a point estimate as a guaranteed bill or guaranteed saving: the official provider materials describe estimates, not certain outcomes.
