Start with a data-and-flow inventory, verify settings for each service and resource, choose the right level of key control, and test how key changes affect access and recovery. Provider defaults are a useful baseline, not proof that every resource or connection is covered.
What encryption at rest and in transit protects
Encryption at rest protects data stored in services such as object storage, databases, disks, backups, snapshots, queues, and logs. Encryption in transit protects data while it travels between clients, cloud services, and on-premises systems. NIST describes TLS as providing “authentication, confidentiality, and data integrity protection between a client and server” in its SP 800-52 Rev. 2.
These controls do not necessarily protect data while an application is actively processing it. Encryption in use, including confidential-computing approaches, is a separate area to assess where the threat model calls for it.
Build an inventory before changing settings
Map sensitive information from its source through storage, processing, sharing, and deletion. Include data that is easy to overlook, such as exports, replicas, snapshots, logs, and temporary copies.

- Record data owners, sensitivity, location, retention needs, and applicable regulatory or contractual obligations.
- Trace flows through browser and API clients, public endpoints, load balancers, service-to-service calls, databases, administrative access, cloud-to-cloud transfers, and hybrid links.
- Identify every resource holding a copy, including backups, queues, logs, and disaster-recovery replicas.
- Define which data classes require encryption and which cryptographic configurations your organization permits. AWS recommends basing encryption policy on classification and organizational and compliance requirements in its general encryption guidance.
Verify at-rest encryption service by service
Check the current documentation and configuration for each resource type rather than relying on a provider-wide statement. Confirm what is covered, whether encryption is enabled for existing resources as well as new ones, and how snapshots, backups, exports, replication, and recovery behave.
Major cloud providers describe encryption at rest as a baseline across many services, but applicability has limits. AWS says transparent at-rest encryption is standard across applicable services; Google says customer content in Google Cloud is encrypted at rest by default; and Microsoft says most Azure services, including Azure Storage and Azure SQL Database, encrypt at rest by default. Those statements do not establish the configuration of every service, resource type, region, or feature. Consult the relevant service documentation: AWS, Google Cloud, and Azure.

Google’s default-encryption page, as written in May 2024, says its storage layer used AES-256 by default, with a small number of legacy Persistent Disks using AES-128. That dated provider statement is not a guarantee about every current service or resource configuration; verify the specifics for your deployment.
Choose a key-control model that fits the requirement
Key choice is a trade-off among control, operational work, governance, compatibility, and failure impact. Do not select customer-managed keys simply as a badge of stronger security: they add responsibilities, and their suitability depends on documented requirements and the actual service.

Cost and performance effects vary by service and configuration; verify current service-specific documentation rather than assuming a universal impact. Azure specifically warns that customer-managed keys add management responsibility and complexity. Its guidance also notes that rotating a key-encryption key may cause a service to rewrap data-encryption keys, so understand the service’s behavior before changing keys.
Protect every network path
Use TLS on applicable client-facing and service endpoints, including APIs, databases, administrative interfaces, and service-to-service connections. For hybrid or cloud-to-cloud network links, use an appropriate encrypted VPN/IPsec option or supported link-layer protection when needed. Private routing can limit exposure, but it does not by itself encrypt payloads.

- List the endpoints and links. Use the flow inventory to identify where data enters, leaves, or crosses a trust boundary.
- Enable and configure encryption at each endpoint. Check TLS settings on clients, APIs, load balancers, databases, and internal services; confirm that the connections actually use the intended configuration.
- Secure network links. For on-premises and other network connections, select an encrypted tunnel or supported link-layer protection appropriate to the architecture. AWS discusses hybrid edge security in its security guidance.
- Review policy and trust settings. Check certificate validation and endpoint authentication, and periodically review applicable TLS policies. AWS recommends reviewing relevant TLS policies; Google’s explanation of encryption for Cloud Security also includes endpoint authentication and integrity verification in transit protection.
Do not assume every protocol, service, or endpoint supports the same TLS versions or configuration. NIST SP 800-52 Rev. 2 is a 2019 publication for its stated government context, not a universal legal rule. It says TLS 1.2 with FIPS-based cipher suites is supported by all U.S. government TLS servers and clients, and required TLS 1.3 support by January 1, 2024 for systems following the publication. NIST announced on May 7, 2026 that the publication was under review, so organizations using it should check for a subsequent revision. See the publication and NIST announcement.

Encryption only remains useful if authorized systems can use the right keys and unauthorized identities cannot. Treat key services, permissions, and recovery as part of the production architecture.

- Apply least privilege to key users and administrators; separate key administration from routine key use where practical.
- Protect credentials and restrict who can create, change, disable, or delete keys.
- Monitor and audit key activity, and review access periodically.
- Document rotation, backup or recovery, incident response, and ownership responsibilities.
- Test the consequences of rotation, disabling, or loss of access to a key for reads, writes, restores, replicas, and service availability.
A provider’s key-management service can offer controls for rotation and audit, but the customer still needs a workable policy and recovery plan. Google Cloud describes such controls in its Cloud KMS key-management guidance.
Apply the plan across AWS, Azure, and Google Cloud
Use provider documentation to verify the exact service and resource model; examples of provider-wide defaults are not a service-by-service configuration audit.

Turn the inventory into a rollout checklist
- Classify data and identify its owners, locations, copies, and flows.
- Set an encryption policy for each data class based on the actual governance and threat requirements.
- Check at-rest settings for storage, databases, disks, backups, snapshots, queues, logs, exports, and replicas.
- Choose provider-managed, customer-managed, or client-side encryption based on required control, service compatibility, and operational capacity.
- Enable and verify TLS at endpoints and encrypted protection for applicable network links.
- Set key permissions, monitoring, rotation, recovery, and response procedures; test their effect on application access and restore operations.
- Review the processing gap separately if sensitive data must be protected while in use.
