To change Personalized offers in Windows 11, open Start > Settings > Privacy & security > Personalized offers, then turn Get personalized tips, ads, and recommendations based on my Windows activity on or off. The label may differ on older Windows 11 versions.
Change the Personalized offers setting
- Open Start > Settings.
- Select Privacy & security > Personalized offers.
- Turn Get personalized tips, ads, and recommendations based on my Windows activity on or off, according to your preference. Microsoft’s Windows 11 privacy guidance documents this path.
What Personalized offers changes
When the feature is on, Microsoft says it may use information about your device and how you use it, including Windows diagnostic data, alongside account information and data collected by other Microsoft products and services. It may use that information to provide personalized tips, ads, and recommendations, such as suggestions for Windows features, apps, services, and hardware. Microsoft describes the data use and examples here.

Microsoft says required diagnostic data can include device information, settings, capabilities, and whether the device is working properly. If you choose to send optional diagnostic data, information about app and feature use and additional device-health information may also be used. Some personalization may happen locally on the device. Microsoft says it does not use crash dump contents, speech, typing, or inking input data to personalize these offers.

Turning this setting off controls Microsoft’s Personalized offers feature; it is not a universal ad blocker and does not turn off every form of personalization in Microsoft products or third-party apps.

If you see “Tailored experiences” instead
Microsoft says the older Tailored experiences control is being replaced by Personalized offers. If the newer option is not listed, check Start > Settings > Privacy & security > Diagnostics & feedback > Tailored experiences. Microsoft notes the older label may remain if the latest Windows update is not installed. Names and navigation can vary by Windows version, so look for the label present on your device. Microsoft’s Diagnostics, feedback, and privacy guidance explains the older location.

How this differs from other privacy controls
| Setting | What it controls | Where to find it | What turning it off does not promise |
|---|---|---|---|
| Personalized offers | Microsoft’s personalized tips, ads, and recommendations based on Windows activity and related data. | Settings > Privacy & security > Personalized offers | It does not block every ad or personalization feature across apps and services. |
| Advertising ID | Use of the Windows advertising identifier by apps. | Settings > Privacy & security > General | Turning it off does not reduce the number of ads; ads may be less relevant. It also does not cover website cookies or some interest-based advertising in Microsoft and third-party products. Microsoft distinguishes this control from other advertising methods. |
| Device usage | Usage choices such as Gaming, Family, or Entertainment that can inform tips, recommendations, and personalized ads. | Settings > Personalization > Device usage | Changing device-usage choices is separate from changing Personalized offers. Microsoft explains Device usage settings. |
| Diagnostic data | Windows diagnostic information sent to Microsoft, with controls separate from the Personalized offers switch. | Settings > Privacy & security > Diagnostics & feedback | You do not have to disable all diagnostic data to change Personalized offers. |
