How to Document GST Transactions for an Audit or Dispute

A GST return is only the summary. Learn how to link every figure to invoices, contracts, delivery evidence, ledgers, tax decisions, corrections and reconciliations, with separate India and Canada retention examples.

An audit-ready GST record lets a reviewer move in either direction: from a figure on a filed return to the ledger, tax calculation and original evidence, or from an invoice and payment to the correct ledger account and return treatment. Keep the source document, the commercial evidence, the accounting entry, the tax decision, reconciliation and any correction history together. Exact invoice fields, deadlines, retention periods and audit procedures depend on the country. The legal examples below are deliberately separated for India and Canada; they are not a universal GST checklist.

What a defensible GST transaction file must prove

A return is only a summary. It does not replace the invoices, receipts, contracts, delivery records and other documents that support sales, purchases, input tax credits, adjustments and refunds. A reviewer should be able to answer five questions for any sampled amount:

As an Amazon Associate I earn from qualifying purchases.

  • What was supplied or purchased, and by whom?
  • When did the transaction occur, and what document establishes that date?
  • What was the taxable value, currency and tax calculation?
  • Why was that tax code, rate, exemption, zero-rating or credit treatment selected?
  • How did the amount reach the ledger, reconciliation and filed return?

For each transaction, preserve the original record and its relationships rather than storing an isolated invoice. The practical chain is:

Return line or control total → reconciliation → ledger entry → tax calculation → invoice or adjustment document → contract/order → delivery or service evidence → payment or settlement evidence where relevant.

Test the chain in the opposite direction as well. Selecting an invoice and tracing it forward to the ledger and return exposes omissions that a return-to-source check can miss.

Set the jurisdiction before applying legal rules

GST regimes use different invoice requirements, electronic-record rules, retention clocks and dispute procedures. Do not combine the Indian retention period with the Canadian one, or assume that a document required in one country is required in another.

Jurisdiction example Authority and rule described in the sources Retention point Important qualification
India Central Goods and Services Tax Act, 2017, section 36 72 months from the due date for furnishing the annual return for the relevant year For records connected with a covered appeal, revision, proceeding or specified investigation, retention extends to one year after final disposal or the ordinary period, whichever is later. Confirm amendments and special rules for the relevant tax period.
Canada Canada Revenue Agency, GST/HST Memorandum 15-1 (September 2026) Usually six years after the end of the year to which the records relate The period is stated as the usual rule. Keep records subject to an open matter, objection, appeal or other legal hold until the matter is resolved and the applicable period has expired.

These are examples, not a combined global standard. Before deleting anything, check the current consolidated law, administrative guidance and the rules for the exact reporting period.

Use a stable transaction register

A register or system view should let someone locate every supporting item without relying on a preparer’s memory. A useful operational schema is shown below. It is a traceability recommendation, not a claim that every field is prescribed by every GST law.

Field What to record
Transaction identity Stable transaction ID, transaction date, document type and a link to the original file.
Counterparty Supplier or customer legal name, registration or tax number where relevant, address and contact details used for the transaction.
Commercial description Goods or services, quantities, contract or order reference, place or nature of supply where it affects treatment.
Amounts Currency, taxable value, conversion basis when applicable, tax rate or category, tax amount and total.
Tax decision Tax code, exemption or zero-rating reason, input-credit eligibility decision and the rule or internal policy relied on.
Documents Invoice, bill of supply, credit note, debit note, receipt or other permitted document; delivery, acceptance, transport and payment references as applicable.
Accounting path Ledger account, journal or batch number, posting date, return period and return line or box.
Exception status Missing invoice, mismatch, disputed supply, late adjustment, manual override or other unresolved issue, with an owner and due date.

Use immutable IDs even when an accounting system permits edits. If a document is replaced, retain the original and record why the replacement was made, who approved it and which return periods are affected.

Build each transaction file step by step

  1. Create the transaction record. Assign the ID when the invoice, purchase or adjustment enters the process. Record the date, counterparty and amount before posting.
  2. Capture the source document. Save the invoice or other legally permitted document in a readable format. Preserve electronically created documents electronically where the applicable authority requires it; do not rely on a paper printout as the only copy.
  3. Add commercial evidence. Link the contract or order, dispatch note, proof of delivery, service completion or customer acceptance. The document needed depends on the transaction, but the file should show that the supply actually occurred.
  4. Document the tax treatment. Record the rate, category, taxable base, calculation and the reason for exemption, zero-rating, reverse charge, input-credit eligibility or exclusion. If a judgment call is involved, retain the analysis or approval.
  5. Post and link. Record the journal, ledger account, tax account and return period. A reviewer should not have to search an unstructured mailbox to connect an invoice to a return line.
  6. Reconcile. Compare the transaction register with the sales or purchase ledger, tax-control accounts and the return working papers. Investigate differences rather than carrying unexplained reconciling items.
  7. Preserve corrections. Keep the original entry, correction document, reason, approver, date and return impact. Never silently overwrite a completed transaction.
  8. Close or escalate exceptions. Mark missing evidence, disputed supplies, late documents and manual overrides. Assign an owner and retain the eventual resolution or explanation.

Organize records by transaction type

Sales and output tax

For each outward supply, retain the issued invoice or other permitted document, contract or order, dispatch or service-completion evidence, receipts or payment records where relevant, and any credit or debit note. Reconcile the sales register to the general ledger and reported turnover. Investigate cancelled invoices, unusual manual journals, sequential-number gaps and timing differences between invoicing and supply.

Purchases and input tax credits

Keep the supplier invoice or receipt, purchase order or contract, goods-received note or service-acceptance evidence, payment evidence when legally relevant, credit notes and the eligibility decision for the input credit. Tie the credit to the purchase ledger and the return period in which it was claimed. If a supplier document is incomplete, record the request for a corrected or duplicate document and the treatment taken under local rules; do not manufacture a replacement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Inventory and movements

Maintain receiving records, dispatches, transfers, stock counts, losses, write-offs and relevant transport or warehouse records. India’s accounts rules expressly address stock and movement details, but the exact records needed elsewhere depend on the jurisdiction and transaction. Keep quantity and value explanations for adjustments so a reviewer can distinguish a real movement from a bookkeeping correction.

Adjustments, credit notes and debit notes

Link every adjustment to the original transaction. The file should contain the original invoice, the adjustment document, the reason, calculation, approval, reporting period and effect on the return. Under India’s CGST framework, a credit note may be issued when the invoice value or tax is higher than the correct amount, goods are returned, or goods or services are deficient; a debit note is required when the invoice value or tax is too low. The timing and return treatment are statutory and should be checked against the current consolidated law for the relevant period.

Returns and reconciliations

Retain the filed return, amendments, working papers, control totals, general-ledger reconciliation, tax-account reconciliation and explanations for differences. Keep a schedule for exempt or zero-rated supplies, refunds, credit and debit notes, late adjustments and manual entries. A signed or dated review record identifies who examined the reconciliation and when.

Electronic records need an audit trail, not just a backup

India: preserve original entries and system history

India’s accounts rules say entries must not be erased, effaced or overwritten. An incorrect entry is to be corrected in the prescribed manner, and electronic systems must maintain a log of every entry edited or deleted. Keep the original value, new value, user, timestamp and reason in a readable sequence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The rules also call for proper electronic backups. On demand, the system should be capable of producing information about the audit trail and inter-linkages, source documents, financial accounts, record layout, data dictionary, explanations for codes, field-record counts and sample documents. Document how an export is generated and how a reviewer can interpret tax codes and account mappings.

Canada: retain source documents and change details

CRA guidance says electronically created, sent or received source documents are to be retained electronically. Its examples include invoices, receipts, contracts, delivery slips, deposit slips, work orders, bank statements, tax returns and relevant emails. Records must contain enough detail to verify tax charged or remitted and tax paid on purchases.

CRA’s electronic-record guidance describes transaction audit trails and change journals that show who made a change, when it was made, the previous and current details and the reason. Maintain readable exports, backups and access procedures. A cloud provider, bookkeeper or other service provider may store the data, but responsibility for producing the records remains with the registrant.

Controls to document in any system

  • Backup frequency, retention, restore testing and the location of backup copies.
  • User roles, approval limits and removal of access when staff leave.
  • Tax-code definitions, rate tables, account mappings and effective dates.
  • Change logs for invoices, journals, tax codes and master data.
  • Export format, data dictionary and instructions for opening files without the original application.
  • Procedure for preserving a legal hold or an audit copy so later edits cannot alter the version supplied to an authority.

Run two traceability tests before an audit

Return-to-source test

  1. Select material and unusual figures from each return section.
  2. Match each figure to the reconciliation and ledger control total.
  3. Open the underlying tax calculation and transaction IDs.
  4. Inspect invoices, adjustment documents, delivery or service evidence and payment or settlement records where relevant.
  5. Confirm that the evidence supports the rate, taxable base, eligibility decision and reporting period.

Source-to-return test

  1. Select invoices, receipts, credit notes, debit notes and payment records from the transaction population, including manual and late entries.
  2. Trace each item to the journal, tax account and return line.
  3. Check that excluded, exempt or zero-rated items were not reported as taxable and that eligible credits were not omitted or claimed twice.
  4. Record exceptions with the transaction ID, evidence reviewed, calculation, proposed correction and owner.

Run both tests after period close and again when preparing a response to a notice. They are practical control procedures inferred from recordkeeping and audit-trail requirements, not a statutory audit program for every country.

India-specific audit and dispute preparation

The CGST Act requires registered persons to keep true and correct accounts of production or manufacture, inward and outward supplies, stock, input tax credit and output tax payable and paid. The accounts rules identify documents such as invoices, bills of supply, delivery challans, credit and debit notes, receipt, payment and refund vouchers, and e-way bills where applicable. They also address separate records by activity, stock details, advances, registers of tax documents, supplier and customer particulars and storage locations.

Official Rule 101 describes an audit in which the officer verifies documents underlying the books and returns and examines turnover, exemptions and deductions, tax rate, input tax credit availed and utilized, refunds and other relevant issues. The officer records observations; discrepancies may be communicated, the taxpayer may reply, and findings are finalized after considering the reply.

Prepare a concise schedule for each Indian exception containing the issue, affected transaction IDs, source evidence, tax calculation, accounting and return treatment, and the response or corrective action. Preserve notices, submissions, delivery evidence, correspondence and the exact version of records supplied during a dispute.

Canada-specific GST/HST support

CRA says records must support GST/HST returns and claims and contain sufficient detail about the goods or services to determine the tax treatment. A registrant claiming input tax credits must keep supporting purchase invoices or receipts. Sales invoices, receipts or written agreements may need to contain information that enables a customer to support its own claim.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the same bidirectional traceability discipline, but apply Canadian GST/HST rules, place-of-supply provisions, documentary requirements and filing procedures for the relevant period. Memorandum 15-1’s usual retention rule is six years after the end of the year to which the records relate. An open objection, audit, appeal or other proceeding can require longer preservation, so obtain advice before destroying records connected with a live matter.

What to do when evidence is missing

  • Do not create a substitute invoice, alter a date or backdate a document.
  • Mark the record as incomplete and identify exactly what is missing.
  • Request a legitimate duplicate, corrected document or counterparty confirmation, retaining the request and response dates.
  • Record the tax and accounting treatment adopted while the evidence is unavailable, including the local rule or policy relied on.
  • Escalate material gaps before filing or amending a return.
  • For a dispute, preserve the notice, submissions, calculations, correspondence, delivery evidence and every version supplied to the authority.

A transparent exception with a documented decision is more defensible than a perfectly populated file whose history has been fabricated.

Common failure modes and fixes

Failure Why it creates risk Control that fixes it
Keeping only the filed return The return does not prove the underlying supplies, purchases or calculations. Retain source documents and link them to ledger entries and return lines.
Overwriting corrected entries A reviewer cannot reconstruct the original treatment or identify who changed it. Use an edit/delete log and preserve original, corrected and approval details.
Unexplained tax-code overrides The rate, exemption or credit decision appears arbitrary. Record the reason, effective rule, calculation and reviewer.
Unlinked cloud files Documents may be inaccessible or unreadable when requested. Maintain readable exports, backups, access instructions and a documented owner.
Deleting by a generic calendar rule Retention clocks differ by country and open proceedings can extend them. Apply the jurisdiction-specific period and legal holds to the transaction population.
Reconciling only total tax Offsetting errors can hide missing invoices, duplicate credits or wrong rates. Reconcile by transaction, tax code, period and return line, with exception schedules.

A practical monthly control routine

  1. Lock the period’s transaction population and assign IDs to late documents.
  2. Reconcile sales, purchases, tax-control accounts and inventory movements to the ledger.
  3. Review all credit notes, debit notes, refunds, manual journals and tax-code overrides.
  4. Run a return-to-source sample and a source-to-return sample.
  5. Resolve or formally log exceptions with owners and deadlines.
  6. Export the period’s register, supporting-document index, reconciliation and change log to a readable, access-controlled archive.
  7. Record the reviewer, date, unresolved items and any legal hold.

This routine creates a contemporaneous explanation of how the return was assembled, rather than forcing staff to reconstruct decisions after an authority asks questions.

Final checklist before responding to an audit or dispute

  • Have you identified the exact country, GST/HST regime, reporting periods and applicable retention rule?
  • Can every material return amount be traced to a ledger balance, tax calculation and original source record?
  • Can selected invoices and adjustments be traced forward to the return?
  • Are contracts, orders, delivery or service evidence and payment records linked where relevant?
  • Are exemptions, zero-rated supplies, input credits, refunds and tax-rate choices supported by written reasoning?
  • Are original entries, corrections, approvals and system changes preserved?
  • Can you produce readable exports, backups, code definitions and audit-trail information?
  • Have you separated unresolved exceptions from completed evidence and assigned responsibility for each?
  • Are notices, correspondence, calculations and versions supplied to the authority preserved under a legal hold?
