Choose what you need to restrict
“Disable PowerShell” can mean several different things: prevent script files from running, limit the features available in a shell, or restrict which applications and scripts users can run. Choose the control based on the outcome you need; these approaches are not interchangeable.

Microsoft describes execution policy as “a safety feature that controls the conditions under which PowerShell loads configuration files and runs scripts.” It is not a full interactive-shell ban. Microsoft Learn: about_Execution_Policies
Prevent script files with Group Policy
Use this option when your requirement is specifically that users must not run PowerShell scripts. The policy is not a substitute for application control if users must also be prevented from using an unrestricted interactive host.

- Open the Group Policy Management Editor for the policy you intend to apply.
- Go to Computer Configuration or User Configuration > Administrative Templates > Windows Components > Windows PowerShell.
- Open Turn on Script Execution, set it to Disabled, and apply the policy.
- Test on a representative user account. Confirm that the script files you intend to block do not run, and separately verify whether interactive PowerShell remains available.
PowerShell policy settings exist under both Computer Configuration and User Configuration; Computer Configuration takes precedence. Control PowerShell more broadly with application control
For managed Windows devices where standard users should not have unrestricted access to PowerShell, use an application-control policy rather than relying on execution policy alone. Microsoft identifies App Control for Business as its preferred Windows application-control system. App Control for Business
App Control policies can allow trusted scripts and modules to run in FullLanguage mode while untrusted scripts run in ConstrainedLanguage mode, or block files according to the policy and PowerShell version. Microsoft states that PowerShell automatically enters ConstrainedLanguage mode when it runs under a system application-control policy. ConstrainedLanguage is not the same as disabling the shell: some commands remain available, while language features and the types of objects users can work with are limited. AppLocker rules can be scoped to users or groups. PowerShell script handling does not always mean a simple allow-or-deny result: an unapproved script may run in ConstrainedLanguage mode rather than being completely blocked. Check the rule behavior and the PowerShell versions deployed in your environment before relying on it. Microsoft Learn: Script rules in AppLocker

Limit delegated remote access with JEA
If the actual need is to let support staff or operators perform a small set of tasks on a remote computer, Just Enough Administration can create a session configuration that exposes specified commands rather than a general-purpose shell. A JEA session can use NoLanguage mode. This is a way to delegate narrowly scoped remote administration; it does not disable local PowerShell for standard users. Microsoft Learn: about_Language_Modes

PowerShell behavior varies across versions, including Windows PowerShell 5.1 and PowerShell 7 releases. Microsoft documents version-specific policy behavior, including audit behavior in PowerShell 7.4. Inventory the versions actually installed, then test the proposed policy on representative devices and accounts before broad enforcement. Include both everyday user activity and the scripts, modules, support workflows, and automation that must continue to work. - Check whether the requirement covers script files, interactive commands, or both.
- Confirm which users or groups the policy affects and whether Computer Configuration or User Configuration applies.
- Test approved automation as well as scripts that should be restricted.
- Verify the actual result under each PowerShell version deployed, including whether policy audits or blocks the content as intended.
Do not set $ExecutionContext.SessionState.LanguageMode manually as a durable security control. Microsoft describes manual language-mode changes as useful for experimentation; language modes are intended to be set by an application-control policy or session configuration. These controls address PowerShell policy behavior; they are not a guarantee that a device cannot run code through other tools or that a user with administrative control cannot change its configuration.
