Self-hosted Matomo can keep JavaScript-based analytics running while disabling Matomo tracking cookies. For one site, add _paq.push(['disableCookies']); before the tracker’s trackPageView call. For an installation-wide setting, Matomo 4 or newer offers Administration > Privacy > Anonymize data > Force tracking without cookies.
Neither option decides whether your site needs a consent banner. That depends on the applicable law, where your visitors are, what data Matomo processes, and how you use it.
What “cookieless Matomo” changes—and what it does not
Disabling cookies changes how Matomo identifies and tracks visits; it does not turn tracking off. Matomo’s documentation says, “Disabling cookies in Matomo does not automatically stop tracking — JavaScript-based tracking continues to run.” Matomo’s cookieless tracking guidance explains the distinction.

It also does not establish that tracking is exempt from consent requirements. Cookie consent and consent to tracking are separate questions: a site may disable analytics cookies yet still need to prevent tracking until a visitor agrees.
Choose the right Matomo setting
| Option | Scope and behavior | Consent effect | Trade-off |
|---|---|---|---|
JavaScript disableCookies |
Disables Matomo tracking cookies for the site using that tracker configuration; tracking continues. | Does not obtain consent or decide whether tracking is lawful. | Limited to the configured site; cookieless reporting limitations still apply. |
| Force tracking without cookies | Applies across all sites in the Matomo installation; available in Matomo 4 or newer. | Does not itself obtain consent. Matomo says consent methods do not re-enable cookies while this setting is active. | Broad scope and cookie-related reporting limitations. |
| Require tracking consent | Blocks tracking until the visitor consents, including cookieless tracking. | Provides a consent gate when prior tracking consent is required by the applicable setup and law. | No Matomo analytics tracking before consent. |
For a single site, prefer the tracker setting if an installation-wide change would affect other sites. The global control is described in Matomo’s documentation on disabling cookies and its cookieless tracking configuration guidance.

Disable cookies for one site with the JavaScript tracker
- Open the Matomo JavaScript tracking code installed on the site.
- Add
_paq.push(['disableCookies']);before thetrackPageViewcall. - Save and deploy the updated tracker, then verify the site’s behavior in the browser and Matomo reports.
The order matters: call disableCookies before trackPageView so the setting is in place when the page-view tracking runs. Matomo documents this method as a site-specific choice; it does not stop the tracker from sending analytics data. See Matomo’s JavaScript tracker instructions.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Force cookieless tracking across the installation
- Sign in to Matomo as a superuser.
- Go to Administration > Privacy > Anonymize data.
- Enable Force tracking without cookies.
This setting is available in Matomo 4 or newer. It affects every site in that Matomo installation: Matomo updates JavaScript trackers and the server ignores tracking cookies it receives. Use the per-site tracker method instead if that scope is too broad. Matomo describes the behavior in its configuration documentation.

Use tracking consent when tracking must wait for permission
If visitors must consent before analytics tracking begins, disabling cookies is not a substitute for a consent control. Matomo Tag Manager exposes separate configuration choices for disabled cookies, required cookie consent, and required tracking consent. The tracking-consent choice blocks both cookie-based and cookieless tracking until consent; the disabled-cookie choice only changes cookie behavior. See Matomo’s Tag Manager guidance.
Matomo advises determining whether consent is required based on the market, location, applicable privacy laws, and configuration. Some jurisdictions may allow an exemption under specific conditions; others may regulate tracking technologies beyond cookies. Matomo notes that processing personal data or using collected data for purposes such as marketing or advertising may affect whether an exemption applies. These are factors for assessing the full setup, not a universal legal checklist. Read Matomo’s consent guidance and seek jurisdiction-specific privacy advice when needed.
