An access-denied error is an authorization problem, not a signal to change permissions blindly. First identify which system returned the denial—such as a CDN, the origin server, an API, or cloud storage—then check the specific identity, permission, policy, or configuration involved. If you do not administer the service, send its owner the complete error and request details and ask for approved access or an administrator review.
What does an access-denied error mean?
A common form is HTTP 403 Forbidden. It means the server understood the request but will not fulfill it under the current access conditions. The refusal may be intentional, or it may reflect a credential, permission, policy, or configuration problem. A 403 alone does not identify which one.

Do not treat HTTP 401 and 403 as interchangeable. Microsoft’s guidance for Microsoft Graph describes 401 errors as commonly involving a missing, invalid, or expired token, while 403 errors often point to permission or other authorization conditions. Record the exact URL or resource, the time of the failed request, the HTTP status and any substatus, the complete error body, and any request or correlation ID. These details help an administrator trace the request and distinguish a general denial from a specific restriction.

- Do not include passwords, access tokens, private keys, or other secrets in a support request.
- Note whether the problem affects one resource or many, one user or several, one network or multiple networks, and browser access or API access.
- If you have authorized access to logs or response headers, preserve relevant details for the administrator.
Find which layer returned the denial
A request can pass through several systems before it reaches an application. A CDN or other edge service may block it, or the origin web server may return the 403. API identity and permissions or a cloud-storage service’s own policies can also be responsible.
Check the response branding, headers, provider request IDs, and available server or CDN logs. Cloudflare says its branded 403 pages are generated by Cloudflare, while an unbranded 403 indicates that the origin web server returned the response. Use the error’s scope to narrow the cause
Compare what works with what fails. A problem isolated to one account or shared file suggests a different line of investigation from a denial affecting every user on one network or every request to a server. This is a diagnostic clue, not proof of cause.
- One user or shared resource: Check the account’s access, sharing permissions, and current browser session.
- API requests: Check the token and the permissions required by the specific endpoint.
- One network: Ask an administrator to check network restrictions or IP deny rules.
- Several resources on a server: Have the server administrator inspect the applicable web-server rules, security modules, and logs.
If a shared file or site is blocked
For a Microsoft 365 file or SharePoint site, stale browser state is one possibility; permission replication, a locked site, or a service issue may also be involved. Try the service in a private browsing window. If it works there, clear the usual browser cache and try again. If an API request returns 403
Compare the request with the API’s requirements and the application’s actual authorization flow. A request can be denied if its token is absent, invalid, expired, intended for a different API audience, or missing the needed permission. Consent, user privileges, and conditional-access requirements can also affect authorization.
- Confirm that the request sends the intended token and that it is valid for the API being called.
- Check whether the endpoint expects delegated or application permissions and whether the token carries the required permissions.
- Verify that required consent has been granted, the user has the necessary privileges, and any conditional-access claims are satisfied.
- Use the least-privileged permission recommended for the operation, rather than adding broad permissions as a guess.

If you administer the server
Inspect the rule or control that applies to the denied request, using the full status detail and logs. Potential causes include origin permission rules, ModSecurity, IP deny rules, filesystem permissions, and web-server access settings. If Azure Blob Storage returns 403
Azure Blob Storage 403 errors can arise from role assignments, token settings, network restrictions, encryption policies, or other configuration. The status code by itself is not enough to select a fix. Follow the provider’s error-specific checks across the relevant identity, token, network, and encryption settings. When you do not control the server
A denial may be an intentional access policy. Do not try to bypass it or alter settings you are not authorized to manage. Send the owner or administrator the resource, time, full error and status detail, request or correlation ID, and the scope of the problem. Ask them to confirm whether access is intended and, if so, grant it through the approved process or correct the relevant configuration.
