Do not treat a high request count as proof of abuse. Attribute activity to an authenticated user, key, service account, or tenant; compare it with that actor’s normal pattern; and look at request volume alongside tokens, spend, concurrency, latency, errors, and sequences of related inputs. Then apply limits at the narrowest useful identity level and define what happens when an alert fires. There is no universally safe requests-per-minute threshold: limits should reflect your workload, model and endpoint capacity, budget, and risk.
What suspicious API usage can look like
Ordinary demand can arrive in bursts: a customer may run a batch job, an evaluation, or a product feature that makes many calls at once. Volume becomes more concerning when it is unusual for the account, continues longer than expected, consumes disproportionate tokens or budget, or forms a systematic pattern of related queries.

- Unusual volume for the actor: a user, key, or tenant makes substantially more requests or inferences than its own baseline.
- Cost or capacity pressure: tokens, spend, concurrent calls, or latency rise sharply, even if raw request counts do not.
- Systematic input patterns: many prompts differ only slightly, cover an input space unusually uniformly, or form dense clusters of similar requests.
- Operational anomalies: error and retry behavior changes, or newly created identities generate unexpectedly heavy traffic.
These are review signals, not proof of malicious intent. Legitimate batch processing, testing, and security work can resemble probing. The OWASP AI Exchange describes monitoring model use by correlating usage and system behavior to identify patterns that may indicate an incident; it does not make any single pattern conclusive.
Build telemetry that can explain who did what
Detection is only useful if events can be attributed and correlated. For each request, capture enough structured data to answer who called which endpoint and model, when it happened, what operational result followed, and whether a mitigation was applied.

Avoid retaining raw prompts and responses by default. They may contain personal, confidential, or otherwise sensitive information. Prefer metadata that supports operational investigation; if content logging is genuinely necessary, document the reason and protect it with appropriate access controls, retention limits, and redaction. OWASP’s logging guidance calls for traceable activity while cautioning against logging sensitive data.
Establish baselines and detect sequences
Compare like with like
Build usage baselines by actor or tenant, endpoint and model, and relevant time period. A consumer-facing chat endpoint and a batch-processing endpoint should not be judged against the same pattern. Compare current activity with that actor’s normal request rate, token use, spend, concurrency, latency, and error or retry behavior. Alert on meaningful deviations rather than relying only on one global cutoff.
Near-real-time alerts are useful for sudden changes in requests, tokens, or spend, especially when more than one signal moves at once. A basic threshold can serve as an initial guardrail, but it should be tuned against ordinary workload and reviewed when traffic, model behavior, or endpoint economics change.

Look at related inputs over time
Some probing is visible only across a series of individually ordinary requests. Examine whether one actor is sending small variations on a prompt, making unusually uniform or broad coverage of an input space, increasing confidence-seeking queries, or generating substantially more inference than its usual pattern. Similarity analysis can help surface dense clusters of related inputs for review.
Do not automatically classify such patterns as extraction. A legitimate evaluation or defensive security exercise may also use systematic inputs. Use the sequence as context for investigation and response, not as a standalone verdict.

Apply limits across more than one dimension
Authenticate clients and associate their usage with an individual user, API key, service account, or tenant. Use least-privilege access, and enforce policy at suitable layers—for example, in the application, API gateway, and model endpoint. Where users can evade per-account restrictions by creating new accounts, identity or account-creation controls may also be needed.
Request-frequency limits address how quickly calls arrive, but they do not control every kind of exposure. Combine them with limits or alerts for:
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →- Tokens: constrain input and output consumption where supported, since calls can vary greatly in size and cost.
- Concurrency: cap simultaneous work to protect service capacity and keep a burst from overwhelming downstream systems.
- Spend: alert on unusual cost and define what action to take when a budget ceiling is reached.
- Retries and agent activity: constrain retry behavior, recursion, and chain depth; watch tool calls for unexpected spikes.
- Endpoint-specific usage: apply tighter or different policies where an endpoint has materially different cost, risk, or capacity.
An API gateway can provide a central place for authentication, logging, throttling, and dynamic rate limits. Application-level checks can make decisions using product context, such as a user’s plan or workflow. Provider-side safeguards add another layer, while monitoring systems can correlate activity across services or providers. These layers solve different problems; none removes the need for identity-aware telemetry and an operational response plan.
Choose thresholds from workload and risk—not a universal RPM figure
Do not copy a generic requests-per-minute number and treat it as safe. Set limits using observed normal traffic, model and endpoint capacity, typical token usage, acceptable budget exposure, tenant commitments, and the amount of repeated inference an attacker could use to probe the system. A request limit that works for short prompts may be inadequate for long-context calls, while a strict global limit may disrupt a busy legitimate tenant.
- Measure normal operation: collect representative request, token, concurrency, latency, error, and spend patterns for each endpoint and customer class.
- Choose the protected boundary: decide whether a policy should apply to a user, key, service account, tenant, or endpoint. Prefer a narrower scope when it can contain risk without disabling unrelated customers.
- Set multiple guardrails: combine frequency with token, concurrency, or spend controls as appropriate. Establish alert levels and a defined action for a hard ceiling.
- Test against real workloads: check that expected bursts and batch jobs remain workable while limits protect capacity and budget.
- Review after change: revisit policies when workloads, models, endpoints, or cost behavior materially change, and tune them using observed false positives.
Rate limiting can slow repeated experimentation and reduce service or cost impact, but it does not by itself guarantee that probing or extraction will stop. Pair it with authentication, access control, monitoring, and investigation.

Prepare a graduated response before an alert fires
Define the response for different levels of risk. A useful sequence may begin with an alert and investigation, move to tighter throttling or verification, and escalate to temporary key or account suspension or a circuit breaker when service impact or spend is high. Record the reason and action in the event stream, preserve relevant evidence, and give legitimate users a way to resolve an erroneous restriction. Tune the policy based on false positives rather than leaving broad restrictions in place indefinitely.

OpenAI’s API documentation describes cybersecurity checks that may temporarily limit access when potentially suspicious activity meets its thresholds. It documents a cyber_policy error in relevant cases and says a per-user safety_identifier can help scope certain mitigations to an affected user rather than an entire organization. OpenAI also cautions that, while these systems are being calibrated, legitimate security research or defensive work may occasionally be flagged. Do not assume another provider uses the same signal, error, threshold, or recovery path; check that provider’s current documentation.
Evaluate control options by operational fit
When deciding where to implement a control, compare its identity scope, available limit dimensions, visibility, response options, privacy protections, and ability to avoid or recover from false positives. A layered design is often more practical than asking one component to detect and contain every form of abuse.
| Control layer | Useful role | Questions to check |
|---|---|---|
| Application | Apply product- and workflow-aware policy close to user context. | Can limits be scoped to the right user or tenant? Can it account for tokens, retries, or endpoint-specific behavior? |
| API gateway | Centralize authentication, request logging, throttling, and—where available—dynamic limits. | Can it identify the relevant actor rather than only the whole organization? Does it expose the events needed for investigation? |
| Model provider | Add provider-specific safeguards and enforcement at the model service. | What activity can trigger restrictions, how are they scoped, and what documented process restores legitimate access? |
| Monitoring and observability | Correlate volume, token use, spend, latency, errors, and related-input patterns over time. | Can it retain model/version and tenant context while limiting access to sensitive logs? |
For each option, also assess integration effort, added latency, scaling behavior, auditability, retention and redaction controls, and how easily an operator can tune a policy or restore access. The right arrangement depends on the architecture and workload; a tool that reports request counts alone will not answer whether a sequence is unusual for a particular tenant or costly for a particular endpoint.
