How to Create, Test, and Maintain a 301 Redirect Map During a Site Migration

A practical, end-to-end process for mapping old URLs to new destinations, implementing permanent redirects, testing the full set, and maintaining migration rules without homepage redirects or avoidable chains.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Create the redirect map before the migration goes live. Inventory every important old URL, assign it to the closest relevant new URL (or deliberately return a 404/410 when no replacement exists), implement permanent server-side redirects, test the complete set, and monitor both sites after launch.

A map is more than a list of redirects. It is the migration’s control record: it shows what should happen to each legacy address, why that decision was made, whether it was validated, and what must be updated when URLs change again.

What a 301 redirect map does

A redirect map pairs a URL on the old site with the URL, status, or outcome that users and crawlers should receive on the new site. During a migration, it turns a potentially untraceable set of URL changes into explicit decisions that can be implemented and checked.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A permanent server-side redirect sends the old request to its replacement and signals that the move is intended to last. Google treats permanent redirects such as HTTP 301 and 308 as strong canonicalization signals. That helps consolidate the old and new URL versions, but only when the destination is the page that genuinely replaces the old one.

The map also protects visitors. Someone following an old bookmark, search result, or link should reach the information they expected, not a generic page that gives no context. When content has been removed and there is no useful substitute, a deliberate 404 or 410 is more honest than a misleading redirect.

1. Define the migration scope and capture the old URL set

Write down exactly what is changing before collecting URLs. A migration may change the domain, protocol, hostname, path structure, or several of these at once. The scope determines whether a broad rule can safely cover the move or whether each URL needs an explicit mapping.

Record the change type

  • Domain move: the site moves to a different domain while most paths remain comparable.
  • Protocol move: addresses change from HTTP to HTTPS.
  • Hostname move: for example, a site moves between a subdomain and a main host.
  • Path or information-architecture move: directories, slugs, or page groupings change.
  • Combined migration: several of these changes happen together and usually require more explicit rules.

For a simple domain move, a wildcard rule may cover equivalent paths. Google notes that more complex migrations need explicit mappings because the old and new structures do not line up reliably. Do not assume that a pattern is safe until representative URLs prove it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build the old-URL inventory

Start with the old XML sitemaps and the site’s other URL inventories. Preserve a dated copy of the source list so you can distinguish URLs that were intentionally retired from URLs that were accidentally missed. Include important pages first: pages with meaningful traffic, external links, conversions, or business value deserve a reviewed destination even if the full inventory is still being assembled.

Capture the exact URL form that can be requested from the old site. Keep the inventory separate from the new-site list so the team can compare the intended mapping with what is actually deployed. Google’s migration guidance recommends preparing a mapping from current URLs to their new format before launch.

Set ownership and status fields

Assign one person or team to approve destination decisions and another, where possible, to validate the implementation. A practical map can be a spreadsheet, database export, or version-controlled file. Google does not prescribe a particular format, but the record should remain readable and maintainable as URLs change.

Field Purpose
Old URL The complete legacy address to be requested.
New URL or intended response The final replacement URL, or an explicit 404/410 decision.
Reason Direct replacement, consolidation, retirement, or another documented decision.
Redirect status Usually 301 or 308 for a permanent move; a not-found outcome where no replacement exists.
Validation status For example, pending, passed, or requires correction.

2. Assign every old URL to a relevant outcome

Review each source URL and choose one of three outcomes: a direct equivalent, a relevant consolidated destination, or an intentional not-found response. Make the decision based on what a visitor would reasonably expect after clicking the old address.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Direct equivalent

Use the new page that contains the same subject and fulfills the same purpose. A product guide that moved from /guides/old-name to /resources/new-name should point directly to that guide, not to the resources index.

Consolidated destination

If several old pages were merged into one authoritative page, map each source to that consolidated page. Document the consolidation reason so a later editor does not recreate a redirect to an obsolete fragment.

Removed content with no replacement

Return a 404 or 410 when the information was intentionally removed and no useful equivalent exists. This tells users and crawlers that the absence is deliberate. A redirect is not automatically better than a not-found response.

Why the homepage is not a universal destination

Do not send unrelated old URLs to the homepage simply to avoid errors. Google warns that mass redirects to an irrelevant homepage can confuse users and may be treated as soft 404s. The homepage is appropriate only when it is genuinely the closest replacement for the old content, which is uncommon for a large mixed inventory.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Choose the correct redirect type and implementation layer

For a migration intended to last, use a server-side 301 or 308 when the platform allows it. The response should be generated before the old page renders, with the destination supplied in the HTTP Location header.

Choice Use during a migration Important qualification
301 Permanent move of a URL Signals that the old address has been replaced permanently.
308 Permanent move where the server and application support it Also communicates a permanent redirect; verify platform behavior before rollout.
302, 303, or 307 Temporary conditions or experiments Do not use a temporary response for a migration that is intended to last. Google specifically recommends temporary redirects for temporary A/B-test variants.
Client-side redirect Fallback when server-side control is unavailable Google recommends server-side redirects when technically possible; client-side methods are a fallback and can introduce additional failure points.

Choose one permanent status policy and apply it consistently. A 301 is the familiar default, while a 308 can be suitable when your infrastructure supports it reliably. The important distinction is permanence and correct destination, not choosing a status merely because it is available in a framework.

Point directly to the final URL

When an old URL has moved more than once, update the map so it points to the newest live destination. Do not preserve a sequence such as old URL → intermediate URL → current URL. Google Search Central states, “Avoid chaining redirects.” Googlebot can follow up to 10 hops, but Google advises keeping chains low—ideally no more than three and fewer than five—because every hop adds latency and some user agents may not follow the entire sequence.

4. Decide whether to launch all at once or in stages

Small and medium-sized sites can usually move all mapped URLs at once, which keeps the state of the migration easy to understand. Google recommends this approach for those site sizes when the team can test and monitor the complete set.

Free tools Windows power users keep installed

One-click scans. No signup required.

Larger sites may move sections in stages. A staged rollout can isolate problems and make correction easier, but it requires clear boundaries, separate monitoring, and a schedule for updating the remaining sections. Choose the approach your infrastructure and operations team can observe and reverse safely; scale alone does not make staging mandatory.

Approach Best fit Operational requirement
All URLs at once Small or medium sites with a complete, reviewed map Run full-map checks and have monitoring ready at launch.
Staged sections Large sites or migrations where section-level observation is valuable Define each section, test it independently, and track which rules are live.

5. Implement the map without creating hidden gaps

Translate each approved row into the redirect mechanism provided by your web server, CDN, hosting platform, or application router. The syntax differs by platform, so treat the map—not a copied configuration snippet—as the source of truth.

  1. Load the old URL and destination pairs into the chosen server-side layer. Keep migration rules in a reviewable file or configuration section.
  2. Place specific rules before broad patterns. An explicit exception must win over a wildcard that would send it elsewhere.
  3. Use one hop whenever possible. If a destination itself redirects, replace the source rule with the final live URL.
  4. Keep temporary migration rules identifiable. Label or group them so they can be audited and changed without disturbing unrelated routing.
  5. Deploy to a test environment first, provided that environment can reproduce production routing and status behavior.

Do not rely on the old page’s HTML, JavaScript, or a meta refresh when you can issue a server-side response. A browser that appears to arrive at the right page does not prove that crawlers, API clients, or less capable user agents receive the intended status and destination.

6. Test individual URLs and the complete map

Testing should happen twice: before launch with a representative sample and at launch with the complete set wherever feasible. A passing homepage or a handful of manually checked links cannot validate thousands of mappings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Test one URL in detail

  1. Request the old URL, including the protocol and path used in the map.
  2. Confirm that the response is the intended permanent redirect (normally 301 or 308), or the deliberate 404/410 outcome.
  3. Record the Location target and compare it character-for-character with the mapped final URL.
  4. Request the target and confirm that it returns a live page rather than another redirect, an error, or an unexpected content type.
  5. Inspect the final page’s canonical annotation and verify that it names the new URL.
  6. Check that the destination is not blocked by robots rules or a noindex directive when it is intended to appear in search.

Google’s URL Inspection tool is useful for individual cases in Search Console. For bulk checks, use a command-line HTTP client or a script that records status codes, redirect targets, hop counts, and final responses. A simple command-line request such as curl -I https://old.example/path can expose the first response; a script should follow redirects separately so it can report every hop rather than hiding a chain.

Use a representative prelaunch sample

Before running the full inventory, select examples from every rule type: direct replacements, consolidated pages, retired URLs, wildcard matches, explicit exceptions, and URLs with unusual path depth. Include the highest-value pages first. A sample catches an incorrectly ordered rule or malformed pattern before it affects the entire site.

Run the full-map check

For each row, automatically or manually record:

  • the old URL requested;
  • the first HTTP status;
  • the first redirect target;
  • the number of hops;
  • the final status and URL;
  • whether the final page is live and intended;
  • canonical, robots, and noindex checks where search visibility is required.

Any row that lands on the wrong section, loops, reaches a dead page, or takes multiple unnecessary hops should be corrected in the map and configuration before launch. Do not mark a row passed merely because a browser eventually displays content.

7. Launch-day checklist

Coordinate the redirect deployment with the new site release. The following order reduces the chance that a correct map points to pages that are not yet available.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Confirm that the new destinations are deployed and return the expected live responses.
  2. Activate the permanent server-side rules and verify a sample from each rule family.
  3. Remove migration-only crawl or indexing blocks that were used to protect the staging or prelaunch site.
  4. Publish the new XML sitemap containing the new URLs.
  5. Update internal links so they point directly to new URLs rather than relying on redirects.
  6. Update canonical annotations to the new URLs.
  7. Run the full redirect-map test and record failures against the map’s validation field.
  8. Check server capacity and error logs as crawling increases.

Internal links, sitemaps, canonicals, and redirects should all agree on the new URL. Leaving old addresses in those signals forces crawlers to continue discovering avoidable redirects and makes diagnosis harder.

8. Monitor both sites after launch

A migration is not complete when the rules are deployed. Watch user traffic and crawler traffic on both the old and new sites, along with indexing and crawl reports, new-site errors, and not-found reports.

What to review

  • Traffic: compare important sections on the old and new properties and investigate abrupt losses or unexpected spikes.
  • Crawl and indexing: look for blocked destinations, indexing exclusions, and crawl errors in Search Console.
  • Not-found reports: identify old URLs that should have mapped but now return errors, and new URLs that are linked incorrectly.
  • Robots and noindex: confirm that launch safeguards were removed only where appropriate and that replacement pages are crawlable.
  • Canonicals: check that the final pages reference their new canonical URLs.
  • Sitemaps and links: verify that the submitted sitemap and internal navigation use new addresses.
  • Capacity: monitor response times and server resources because Google may crawl the new site more heavily during a move.

Google does not provide a fixed completion deadline for processing a site move. The time depends on factors including server speed and the number of URLs. Treat the migration as an active operation until crawl, indexing, traffic, and error signals stabilize rather than declaring success on a preset day.

9. Maintain the map when URLs change again

Keep the map as the record of intended behavior and validation results. When a page moves after the original migration, edit the existing rule to point directly to the newest final URL. Layering a new redirect on top of an old one creates chains that become progressively harder to diagnose.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a change-control routine

  1. Add the proposed new URL and reason to the map before changing production routing.
  2. Check whether another old URL already points to the proposed destination.
  3. Test the final destination and its canonical, robots, and indexing directives.
  4. Deploy the change and rerun affected rows, including any wildcard exceptions.
  5. Record the validation date and owner.

On large or frequently changing sites, mapping can become complex to maintain. A structured file, version history, and regular crawl-based checks keep the rules understandable as content teams reorganize sections.

Common failure modes and fixes

Symptom Likely cause Fix
Many unrelated old URLs land on the homepage A broad rule was used instead of relevant destinations. Replace it with page-level mappings, consolidation targets, or intentional 404/410 responses.
An old URL redirects twice or more The map targets an intermediate URL that redirects again. Resolve the chain and point the old URL directly to the final live address.
The destination is live but excluded from search Robots blocking, noindex, or an incorrect canonical remains. Correct the destination’s crawl and indexing signals, then retest.
Expected pages return not found A row was omitted, a pattern does not match, or a rule is ordered incorrectly. Compare the failing URL with the inventory, add an explicit exception, and rerun the full check.
Redirects work in a browser but bulk tests fail Different clients are receiving different responses, or the browser is hiding intermediate hops. Inspect raw HTTP responses with a command-line tool or script and test the complete chain.
Crawling increases sharply after launch Search engines are discovering and reprocessing the moved URL set. Keep the new site responsive, monitor capacity, and fix errors rather than blocking legitimate crawlers.

A practical definition of “ready”

A redirect map is ready for launch when every important old URL has a reviewed outcome, every mapped destination is relevant and live, permanent moves use server-side 301 or 308 responses, no avoidable chains remain, and the full test results are recorded. At launch, the new sitemap, internal links, canonicals, robots directives, and redirect destinations should all describe the same new URL structure. After launch, traffic and crawl monitoring—not a single status-code check—determines whether the migration is actually working.
