How to Create SOPs for an Insurance Virtual Assistant

A practical blueprint for writing task-specific SOPs that define an insurance virtual assistant’s steps, permissions, records, privacy safeguards, and escalation points.

Create one version-controlled standard operating procedure (SOP) for each recurring task you want an insurance virtual assistant to handle. Each procedure should make the assistant’s authority, exact steps, privacy safeguards, completion criteria, and escalation route clear—and should be reviewed by your agency’s compliance lead for the jurisdictions and insurance work involved.

What an insurance virtual assistant SOP should accomplish

An SOP turns a repeatable workflow into instructions a particular person can follow consistently. It is an internal operating document, not a license, legal opinion, or guarantee of compliance. There is no universal regulator-issued SOP template for insurance virtual assistants established by the sources cited here.

Keep procedures task-specific. An SOP for routing inbound calls should not silently authorize the assistant to explain coverage or make decisions about a claim. CMS’s assister procedures manual offers an example of a topic-by-topic manual that is periodically updated as relevant regulations, guidance, or policies change. It is for Navigators and certified application counselors in the Federally-facilitated Marketplace—not a rulebook for a private insurance agency. CMS itself says the manual is not intended to replace the statutes, regulations, and formal policy guidance it is based on.

Build the SOP around a defined task

Before writing steps, identify one recurring workflow and draw a boundary around it. Potential starting points include routing inbound calls, collecting documents for an authorized employee, recording a service request, scheduling a follow-up, or preparing a renewal reminder. These are possible workflows to assess, not blanket approval to delegate them.

For the selected task, note the product or line of business, jurisdictions involved, systems used, and the point at which the assistant’s work ends. Ask whether the task touches a coverage explanation, recommendation, claim handling, consumer financial or health information, or a regulated system. If it does, specify what the assistant may do and what must go to licensed or otherwise authorized staff.

Use a practical SOP blueprint

Include the following fields in each procedure. This is an operational blueprint, not a regulator-prescribed checklist.

  • Document control: title, owner, approver, version, effective date, next review date, and change history.
  • Purpose and scope: intended outcome, people and situations covered, relevant products and systems, and exclusions.
  • Roles and authority: actions the assistant may take, decisions or communications reserved for authorized staff, and the primary and backup escalation contacts.
  • Start conditions and inputs: the trigger for starting, any agency-approved service target, required authorization, and information or documents needed.
  • Procedure: numbered actions in sequence, approved systems and channels, decision points, scripts or forms, and the record to create after each material step.
  • Privacy and security: identity and authorization checks, permitted access and communication channels, data-minimization rules, storage, retention and deletion instructions, and the response to misdirected information or a suspected incident.
  • Quality and completion: an observable definition of “done,” required documentation, any review or sampling method, and how to correct an error.
  • Escalation: precise stop conditions, recipient, information to include in the handoff, and approved language for keeping the customer informed.
  • Training and maintenance: who must be trained, how acknowledgment is recorded, and which changes trigger a review.

Set authority boundaries before delegating

Write permissions as specific actions, not vague assurances such as “handle customer questions.” State what the assistant can collect, enter, schedule, acknowledge, or route; separately list decisions, interpretations, recommendations, and other communications reserved for licensed or otherwise authorized personnel. Give the assistant a clear instruction to stop rather than improvise when a request falls outside the procedure.

This boundary matters because insurance work can affect consumers. The NAIC’s Artificial Intelligence overview describes uses across customer service, claims, underwriting, and other areas, while its model bulletin on AI use by insurers addresses consumer-impacting decisions and applicable insurance laws and regulations. These AI materials do not mean an ordinary human virtual assistant is an AI system. Apply AI-specific considerations when automated or AI tools actually support the workflow; for any assistant, validate the applicable licensing, role, and decision boundaries with the agency’s compliance reviewer.

Build privacy and security into the steps

Do not leave sensitive-data handling to a generic footer. At the moment information is collected, accessed, sent, or recorded, the procedure should say how to verify identity and authorization; which approved system and channel to use; what information is necessary; where the record belongs; and whom to notify if information is misdirected or an incident is suspected.

The NAIC’s Data Privacy and Insurance overview describes insurance privacy model provisions and ongoing work to modernize parts of the framework. Its Cybersecurity overview describes the Insurance Data Security Model Law, including security-program, cybersecurity-event investigation, and regulator-notification requirements for covered licensed entities. Whether those provisions apply depends on enacted state requirements and the entity’s status; check the actual jurisdictions and obligations rather than stating that an SOP makes an agency compliant.

Write the procedure as observable steps

For a basic service-request intake workflow, an agency might adapt the following sequence after compliance review:

  1. Verify the customer’s identity using the agency-approved method and confirm authorization for the requested interaction.
  2. Confirm the customer’s preferred contact route and collect only the details needed to route the request.
  3. Record the request in the designated agency system without interpreting coverage or making a decision reserved for authorized staff.
  4. Acknowledge receipt using approved wording; do not promise an outcome or response time unless agency policy authorizes it.
  5. Route the matter to the named licensed or otherwise authorized employee through the approved channel.
  6. Record the handoff, including the recipient and any required status information, and follow the SOP’s instructions for any unresolved item.

The agency must adapt this example to its systems, authorization method, approved language, and applicable requirements. For other tasks, write equivalent steps that specify what to do at each decision point and what record proves the work was completed.

Test, approve, and maintain each SOP

Before use, have the procedure’s owner walk through it with the intended assistant and confirm that each step can be followed in the actual systems and channels. Resolve ambiguous instructions, verify escalation contacts, and ensure the completion record is usable for the agency’s quality process. The agency’s compliance or legal reviewer should validate jurisdiction-specific requirements, carrier-contract terms, licensing boundaries, and privacy and security duties.

Record approval and effective date, train the people who will use the SOP, and retain training acknowledgment and completed-work records according to agency policy. Review a procedure when a relevant law or guidance, carrier contract, system, role, or workflow changes; assign an owner to make and document revisions. CMS’s manual is a useful example of a maintained procedures collection, but its scope remains limited to its own Marketplace-assister audience.
