Create a recovery drive while Windows still starts by using the built-in Recovery Drive utility and an empty USB drive. Creating the drive erases everything already on that USB, and it does not back up your personal files.
What a Windows recovery drive is for
A recovery drive stores recovery material for your Windows device, including built-in Windows files, installed updates available when you create it, and manufacturer customizations. Microsoft says it can help you recover Windows even after replacing or wiping the PC’s drive. It is not a copy of your documents, photos, or other personal files, so keep a separate backup using Windows Backup, File History, or another backup method. Microsoft’s Recovery Drive instructions recommend recreating the media annually so it includes newer updates and improvements.

Create the recovery drive in Windows 10 or Windows 11

Use an empty USB drive. This process erases anything already stored on the drive. Copy anything you need from it before continuing. Microsoft’s general instructions do not specify a minimum USB capacity or speed.

When the utility opens, make sure Back up system files to the recovery drive is selected, then select Next.

Connect the USB drive if it is not already connected. Select the correct drive, proceed, and select Create.

Wait while Windows copies recovery files to the USB drive. The process may take a while. When it finishes, store the drive somewhere you can find it if the PC will not start.

Keep personal files backed up separately
The recovery drive is for Windows recovery, not personal-data protection. Back up important files separately before a failure—for example, with Windows Backup or File History. A recovery drive can help restore the device, but it does not guarantee a successful repair or preserve your personal files.

Recovery drive vs. Windows installation media

You can create Windows installation media on another working PC. If hardware-specific drivers or factory applications matter, Microsoft recommends considering recovery media from your PC manufacturer as well. Installation media and a device-specific recovery drive are useful for different purposes, not interchangeable copies. Microsoft’s recovery-options overview explains the alternatives.
Use the drive if Windows will not start
Before confirming a recovery, understand the data consequences: recovery can remove personal files, apps, and settings. Back up what you can before proceeding. If BitLocker is enabled, Microsoft says you need the BitLocker recovery key for most recovery options in WinRE; locate the key before you need it. Find your BitLocker recovery key.

Connect the recovery USB to the affected PC.

Start the PC from the USB drive. The way to select a USB boot device differs by manufacturer; consult the PC manual or the manufacturer’s instructions.

When Windows Recovery Environment loads, select Recover from a drive.

Choose Just remove my files or Fully clean the drive, then select Recover to confirm. These choices both lead to recovery and can remove files, apps, and settings; read the on-screen explanation before confirming.
Other repair choices in Windows Recovery Environment
WinRE also offers tools such as Startup Repair, System Restore, uninstalling updates, Command Prompt, and Reset this PC. Their effects differ: for example, a repair option is not the same as resetting Windows. Check the instructions for the specific option before choosing it. Microsoft’s WinRE guide describes the available recovery environment.
