How to Create a Windows 11 Recovery Drive and Restore Your PC

Make a Windows 11 recovery USB before trouble starts, then learn how to boot from it and reinstall Windows without confusing recovery media with a personal-file backup.

Create a Windows 11 recovery drive before your PC fails: use the Recovery Drive utility to copy Windows recovery files to an empty USB drive. If Windows later will not start, boot from that USB and choose Recover from a drive. This reinstalls Windows and removes personal files, apps, and settings, so make a separate backup of your important files first.

What a Windows 11 recovery drive does—and what it does not

A recovery drive is bootable Windows recovery media for reinstalling Windows and reaching recovery tools when the installed system will not start. When you create it with Back up system files to the recovery drive selected, it includes Windows recovery files and system-state material, including updates installed at creation and manufacturer customizations. It does not copy your personal documents, photos, apps, or settings as a restorable backup. Microsoft describes the media as a way to return Windows to its original or factory state, including bare-metal recovery situations such as a replaced or wiped drive. See Microsoft’s Recovery Drive and Backup, restore, and recovery in Windows guidance.

Before you create or use the USB drive

  • Use an empty USB drive. Microsoft’s warning is explicit: “Use an empty USB drive because this process will erase any data that’s already stored on the drive.”
  • Check the utility’s capacity requirement. Windows displays the needed capacity during setup. Requirements vary; Microsoft’s cited instructions do not give one universal capacity.
  • Back up personal files separately. Use another backup method, such as Windows Backup or File History. The recovery drive does not contain those files.
  • Find your BitLocker recovery key if encryption is enabled. Microsoft says the key is needed to access most recovery options from Windows Recovery Environment (WinRE). Review Recovery options in Windows.
  • Know how your PC boots from USB. The key or menu used to select a boot device varies by manufacturer; check the device manual or the manufacturer’s instructions.

How do I create a recovery drive for future use?

  1. Open Start, search for Recovery Drive, and open the utility. You can also run recoverydrive.exe.
  2. Leave Back up system files to the recovery drive selected, then select Next.
  3. Connect the empty USB drive. Select it when it appears, confirm it meets the capacity shown by the utility, and select Next.
  4. Review the warning that the drive will be erased, then select Create. Copying the required files can take a while.

Microsoft recommends recreating recovery media annually so it includes newer Windows updates and improvements. The labels and available options can vary with Windows updates and the device.

How do I boot from a recovery USB?

  1. Connect the recovery USB to the PC, then restart or power on the computer.
  2. Open the manufacturer’s boot-device menu or change the boot order using the procedure for your model. Choose the USB drive. If it does not appear or will not start, consult the manufacturer’s instructions; boot behavior, including Secure Boot behavior, can vary by device and Windows update.
  3. When WinRE loads, select Recover from a drive. Starting from recovery media is one documented way to enter WinRE. See Microsoft’s Windows recovery environment guidance.
  4. Choose Just remove my files or Fully clean the drive, then select Recover to confirm and begin.
  5. Keep the PC powered and let recovery proceed. Microsoft’s instructions do not specify a fixed completion time.

Which recovery option should you choose?

Both choices are part of the recovery-drive reinstall flow. Neither preserves personal files: Microsoft’s documentation says this reinstall removes personal files, apps, and settings. Choose based on whether you need a more thorough drive clean, not as a way to keep data.

Option What to know
Just remove my files Removes personal files, apps, and settings as part of reinstalling Windows.
Fully clean the drive Also removes personal files, apps, and settings; select this when you want the drive cleaned more thoroughly.

If your goal is preserving files, stop before selecting Recover and make sure you have a separate backup. These choices should not be confused with Reset this PC, which has separate keep-files and remove-everything options.

Should you try something less disruptive first?

If Windows still starts, Microsoft advises considering less disruptive recovery options before reinstalling from a recovery drive. Depending on the problem, these can include troubleshooters, uninstalling a recent update, or System Restore. If Windows cannot start, WinRE also offers tools such as Startup Repair, uninstall updates, System Restore, and Reset this PC. The available choices and their effects on files and settings differ; compare them in Microsoft’s Windows recovery options.

If Windows cannot start and you have no recovery drive, Microsoft lists creating Windows installation media on another working PC as a fallback. Manufacturer recovery media may include hardware-specific drivers and factory applications that generic Microsoft installation media may omit. The right route depends on your device and the recovery tools available; follow Microsoft’s WinRE guidance and your PC maker’s instructions.
