Use Google Docs to plan and edit survey wording, then build, publish, and collect responses in Google Forms. Docs is optional; Forms is the tool for creating online surveys and reviewing their answers.
What Google Docs and Google Forms each do
Google Docs is useful for drafting survey questions and collaborating on the wording. Google Forms turns those questions into an online form with structured response collection and analysis. Google’s Docs Editors Help puts the distinction plainly: “To create online surveys and quizzes, use Google Forms.”
You do not have to draft in Docs first. You can create a Form directly, or start from Google Drive or Google Sheets, as described in Google Drive Help.
Plan the questions before building the form
If the survey needs careful editing or input from collaborators, make a planning document in Docs. Include a working title, the survey’s purpose, brief instructions for respondents, questions, answer choices, and any consent or contact wording appropriate to your situation. This is a convenient workflow, not a Google requirement.

Keep each question focused on one thing, and decide what kind of answer will be useful before choosing a question type in Forms. For example, use one-choice questions when respondents should select a single answer, checkboxes when they may select several, and open-text questions when a fixed list would not capture what you need.
Create the survey in Google Forms
- Open forms.google.com and choose a blank form. You can also create a form from Google Drive or Google Sheets.
- Give the form a title and add a short description or respondent instructions.
- Add each question and select its response type. Google documents short answer, paragraph, multiple choice, checkboxes, dropdown, and file upload options in Google Forms Help.
- Mark only necessary questions as required. Avoid making optional details mandatory unless the survey genuinely depends on them.
- Use sections or answer-based routing if they make the respondent’s path shorter or clearer. Google documents routing to a section based on answers for multiple-choice and dropdown questions; do not assume the same routing control is available for every question type.
Review privacy, access, and respondent experience
Before distributing the form, use its preview to check how questions and instructions appear to respondents. Then review the form’s settings and decide deliberately whether to collect email addresses, limit each person to one response, allow response editing, or show response summaries. Google’s sharing and publishing guidance warns that response summaries can expose full-text answers or charts to people who are able to respond, so enable that option only if the information is appropriate for that audience.
A one-response limit may require respondents to sign in. Google notes that usernames are not recorded unless email collection is enabled. Choose link access only when it suits both the audience and the information being collected; where the account supports it, access can instead be limited to selected people, groups, or an intended audience. For a restricted survey, practical due diligence is to check access using an intended respondent account before broad distribution.
Publish and share the form
Responders cannot access an unpublished form. Once you have chosen the audience and settings, publish the form and share it through an appropriate route: email, social media, a website embed, or a copied responder link. The available access choices depend on the form’s settings and account.

Collect and manage responses
Forms lets you review response summaries and individual replies. You can also send responses to a new or existing Google Sheet, or download them as a CSV. A linked spreadsheet is a separate file, so review its sharing permissions independently of the Form. Google explains response review and export in Google Forms Help; it also notes that deleting form responses cannot be undone.

As of Google’s response-management documentation retrieved October 4, 2026, new limits are scheduled to start in September 2026: 1 GB of total storage and 500,000 responses per form. Google says an in-product alert appears as a form approaches or exceeds the new limits. Because these are date-sensitive product limits, check the current Google Forms response-management guidance and the notice in your account before relying on them for a high-volume survey.
