To create a shareable PDF link, store the PDF in a service such as Google Drive, OneDrive, Dropbox, or Adobe Acrobat, set who may open it and what they may do, then copy and test the link. A URL by itself does not make a private file public: the file host’s permissions determine whether the recipient can open it.
What a shareable PDF link does
A sharing service keeps the PDF online and gives you a URL pointing to it. The service checks the file’s sharing permissions when someone opens that URL. Depending on the audience you selected, the recipient may need to sign in, may be asked to request access, or may be able to open the PDF in a browser without signing in.
Before creating the link, decide two things separately: who may open it and what they may do. For a read-only handoff, allow the intended audience to view the file rather than edit it. Anyone-with-the-link access is convenient, but the link can be forwarded beyond the people you first send it to.
How to create and check a shareable link
- Choose the host. If the PDF is already in a cloud storage or PDF service, use that service where practical. The link is tied to the hosted file and its permissions.
- Open the PDF’s sharing controls. Select the file and choose the service’s Share option.
- Set the audience. Choose named people or a restricted audience for a private handoff. Choose an anyone-with-the-link option only if you are comfortable with the URL being forwarded.
- Set the role. Choose Viewer or equivalent when the recipient only needs to read. Use comment or edit access only when the recipient needs those abilities.
- Copy the link. Use the service’s copy-link control, then send it by email, chat, or another channel.
- Test as a recipient. Open the link in a private or signed-out browser, or use an account that reflects the recipient’s access. Confirm it opens the intended PDF and does not unexpectedly ask for permission.
Testing does not make a link permanent. An owner can change sharing settings or remove the file, and an organization administrator may restrict sharing. Recheck the link if access matters over time.

Google Drive: share a PDF
- In Google Drive, select the PDF and choose Share.
- Under General access, select the audience. Keep the file restricted for a limited handoff, or choose Anyone with the link for broader access if that option is available.
- Choose a role: Viewer, Commenter, or Editor.
- Choose Copy link and send the copied URL.
Google also documents settings that can prevent viewers and commenters from downloading, printing, or copying, subject to the available settings. These controls do not replace choosing the right audience and role. Google says the owner’s name and email will be visible to people receiving a file link, so consider which account owns the PDF before sharing it. See Google Drive’s file-sharing instructions.
OneDrive: choose the right link audience
OneDrive’s documented audience choices include Anyone, people in your organization, people who already have access, and specific people. Sharing links can also allow viewing or editing. Select the audience first, then the least permissive role that meets the recipient’s needs.

If you choose Anyone, a person who receives or is forwarded the link can use it. An organization may disable some sharing choices, so a missing Anyone option can reflect administrator policy rather than a problem with the URL. Microsoft also notes that the desktop Share a OneDrive link shortcut defaults to Edit; check the permission before distributing that link. Follow Microsoft’s OneDrive sharing instructions. Dropbox: share a link to a PDF
Create a shared link from the PDF in Dropbox and send it to the recipient. Dropbox says people without a Dropbox account can open and preview shared links; that account-free behavior should not be assumed for other services or every configuration. Dropbox documents password protection and other restrictions as link options limited to specified paid plans, so check the options available on your account before relying on them.

Adobe Acrobat: share a PDF as a link
Adobe describes a workflow for sharing a PDF as a link that recipients can open in a browser, with viewing, commenting, or editing permissions. The exact account requirements and available controls can depend on the current Acrobat service and account. Check the permissions shown in your account, then test the copied link as the intended recipient would. Which service should you use?

For another person to open the file, the service must grant them access under the selected permission. The URL does not override a restricted setting. None of these workflows establishes that a link will remain available forever.
Common problems and fixes
- The recipient is asked to request access. The link may be restricted to another account or audience. Confirm the intended recipient is included, or change the audience if broader access is appropriate.
- The recipient can edit when they should only read. Reopen sharing controls and change the role to Viewer or the service’s view-only equivalent. In OneDrive, check the link role rather than assuming the shortcut created a view-only link.
- There is no Anyone option. Your organization may have disabled public-link sharing. Use an allowed audience, ask the administrator whether the restriction can be changed, or share with named people.
- The link opens the wrong file or an error page. Re-copy the URL from the PDF’s own Share control and verify it in a recipient-style browser session.
- A recipient cannot preview without an account. Account-free preview is documented by Dropbox for shared links, but should not be assumed for Google Drive, OneDrive, or Acrobat. Check that service’s current recipient flow or provide access to the recipient’s account.
- A link that worked before no longer works. The owner may have changed permissions or removed the file. Ask the owner to confirm the PDF remains available and sharing is still enabled.
