You can set it up with a Microsoft account or as a local account; either way, the added sign-in is separate from your existing Windows account.
Choose a Microsoft account or a local account
Windows lets you create the new user with either account type. The choice affects how the account connects to Microsoft services, not whether you can make it an administrator.

| Account type | How it works | Consider it when |
|---|---|---|
| Microsoft account | Connects the Windows sign-in to Microsoft services and can sync settings and files across devices. Microsoft recommends this option in its general Windows sign-in guidance. Microsoft’s account guidance | The person wants to use Microsoft services or sync settings and files across devices. |
| Local account | Is specific to one device and does not connect to Microsoft’s cloud services. Microsoft’s account guidance | The person prefers an account confined to this PC, subject to any organizational requirements. |
Neither option is documented as a requirement for granting administrator access. If a workplace or school manages the PC, its policies may limit account creation or account-type changes.
Add the separate Windows user
- Open Settings, then select Accounts > Other users.
- Under Add other user, select Add account.
- For a Microsoft account, enter the person’s email address and follow the prompts.
- To create a local account instead, select I don’t have this person’s sign-in information, then Add a user without a Microsoft account. Complete the prompts to create the account.
These Settings instructions apply to Windows 10 and Windows 11. Labels may vary as Windows changes, and the documented steps do not establish the process for other Windows releases.

Change the new account to Administrator
- In Settings > Accounts > Other users, find the account you just created.

- Choose Administrator from the account-type list, then select OK.
The account is created as a user first; this final change gives it administrator status.

A practical approach is to keep a distinct administrator account for tasks that need elevated access and use a standard account for routine work. That separation is a security-minded application of Microsoft’s advice, not a requirement of the account-creation steps.
