How to Create a School Crisis Response Team and Assign Roles

Create a school crisis response team through the emergency operations plan: assess local risks, involve the right school and community partners, document roles, and train and review the assignments.

Build a school crisis response team as part of the school’s broader emergency operations plan (EOP), not as a stand-alone roster. Start with the school’s hazards and existing district procedures, bring in staff and local partners who can carry out the plan, then assign and document responsibilities—including activation authority, outside-agency coordination, communication, and recovery. Federal guidance offers a planning framework; the final team and procedures must fit the school and applicable district, state, and local requirements.

How do I create a school crisis response team and assign roles?

  1. Review the existing EOP and district procedures. Identify what the plan already covers and which school-specific settings, hazards, vulnerabilities, and operational dependencies require attention. School emergency planning should address prevention, protection, mitigation, response, and recovery, with input from local government and community partners. See the U.S. Department of Education’s Emergency Planning resources and the federal Guide for Developing High-Quality School Emergency Operations Plans.
  2. Invite the people needed to plan and act. Form a multidisciplinary group with school leadership and staff who understand day-to-day operations, then include relevant local responders, emergency managers, families or guardians, and community organizations. The membership should reflect actual functions and local risks, not an assumed standard roster.
  3. Agree on shared terminology and coordination. Make sure members understand the plan’s command structure, vocabulary, and how school actions connect with district and responder arrangements. Set regular, flexible planning meetings so partners can develop and update the EOP together. The K-12 School Planning and Response Teams checklist recommends a common framework and ongoing collaboration.
  4. Assess and prioritize risks and capacity. Use relevant site and school assessments, climate information, behavioral threat assessment where appropriate, partner input, and community knowledge. Consolidate findings so the group can compare risks and decide which responsibilities, resources, and procedures the plan needs.
  5. Assign responsibilities in writing. Specify who may activate the EOP, who serves as backup, how leadership coordinates with outside agencies, and which staff or partners carry out each planned function. Do not assume one generic “crisis team member” can cover every duty.
  6. Train, exercise, review, and improve. Use training and exercises to help members understand their assignments and shared command vocabulary. Set a review schedule, track follow-up actions and contact updates, and keep the school plan aligned with relevant district, local government, and response-agency plans.
  7. Plan for recovery as well as immediate response. Include family communication, victim assistance, and coordination of academic, physical, emotional, and operational recovery. For incidents where reunification is relevant, establish how families receive information and how child release is controlled under local procedures.

Who should be on a school emergency response team?

There is no universal federally prescribed team size or fixed role roster. The Department of Education’s planning guide identifies potential school participants including principals and other administrators; teachers; instructional aides and other support personnel; counselors, social workers, and psychologists; nurses; maintenance staff; school resource officers; cafeteria workers; and bus drivers. Parents and guardians and relevant community organizations may also contribute. Include local first responders and emergency managers in coordination, particularly where their plans or command arrangements affect the school’s procedures.

Choose members by function and coverage: who knows the building and its daily operations, who can make or relay decisions, who supports students and staff, and which partners need to coordinate during an incident or recovery. Consider backup coverage and access or functional needs of students, staff, and visitors. Membership in the planning group does not by itself make every participant an operational responder; define each assignment, its limits, and the training it requires.

What roles should a school crisis team assign?

Use the EOP to answer these questions for the school’s own procedures. This worksheet is an adaptation of federal planning functions, not a government-mandated staffing chart or substitute for local protocols.

Function Questions to document
Plan activation and leadership Who is authorized to activate the plan? Who takes the lead if that person is unavailable?
Incident coordination How will school leadership coordinate with fire, law enforcement, emergency management, and other agencies? Which outside plans or command arrangements must align?
Student and staff accountability Which staff have responsibilities for accounting for students and staff under the school’s selected procedures? What accessibility and communication needs must be addressed?
Health and immediate support What responsibilities belong to the school nurse or other trained personnel, and when is outside medical assistance required? The planning guidance identifies nurses as relevant staff but does not establish a universal clinical protocol.
Communication Who provides approved, timely information to staff, families, and partners? How will messages be checked and delivered if usual channels fail?
Family assistance and reunification Who coordinates family support and child release? How will identity or authorization be handled under local procedures?
Recovery Who coordinates academic, physical, emotional, and operational recovery with district and community partners?
Plan maintenance Who tracks revisions, partner contacts, training, exercises, and follow-up actions?

How should the school choose between team designs?

Where the school is weighing different assignments or structures, compare them against the work the plan must accomplish rather than choosing a roster by convention:

  • Risk and setting: Does the approach fit the school’s hazards, physical setting, and identified vulnerabilities?
  • Accountability: Is each responsibility clearly assigned, with backup coverage where needed?
  • Coordination: Does it fit district and responder command structures and local agency plans?
  • Accessibility: Can procedures account for students, staff, and visitors with access or functional needs?
  • Communication and family support: Can the team provide timely information and support families, including reunification when relevant?
  • Maintainability: Can the school train, exercise, review, and keep these assignments current?

Federal guidance supports risk-based, collaborative planning; it does not prescribe one design for every school. Confirm specific duties and requirements with the district and relevant local authorities before adopting an operational plan. How do training and exercises make assignments usable?

A written role is only useful if the assigned person and their backups understand it. Schedule regular training and exercises that let the planning group test coordination, communication, and handoffs in the context of the school’s EOP. Record what needs follow-up, assign responsibility for revisions, and revisit the plan as hazards, staffing, contacts, or partner arrangements change. The REMS TA Center checklist emphasizes that school emergency planning and response teams contribute to EOP development and continual enhancement.
