Windows’ built-in Recovery Drive tool creates recovery media on a USB drive—not an optical recovery disc. Make it on a working Windows 10 or Windows 11 PC, keep Back up system files to the recovery drive selected, and use an empty USB drive: creating the media erases its contents. It does not back up your personal files.
What a Windows recovery drive does—and what it does not do
A recovery drive contains Windows recovery files, updates installed when it is created, and any manufacturer customizations included by the PC maker. It can help restore the PC to its original state, including after the system drive has been wiped or replaced. Microsoft recommends recreating the drive annually so it includes newer updates and improvements. Microsoft’s Recovery Drive instructions explain the built-in tool and its contents.
The drive does not include your documents, photos, or other personal files. Back them up separately with Windows Backup, File History, or another backup method. Recovery from the drive can remove files, apps, and settings, so do not treat it as a substitute for a backup.
What you need before you start
- A working Windows 10 or Windows 11 PC.
- An empty USB flash drive. The process erases the selected drive, so move anything you want to keep elsewhere first. Microsoft’s general Recovery Drive instructions do not specify a universal USB capacity; do not assume the capacity listed for a different recovery method applies.
- A separate backup of important personal files.
Microsoft’s warning is explicit: “Use an empty USB drive because this process will erase any data that’s already stored on the drive.”

Create the recovery drive
- On the working PC, open Start, search for Recovery Drive, and open the utility. Alternatively, run
recoverydrive.exe. - In the Recovery Drive window, leave Back up system files to the recovery drive selected, then choose Next.
- Connect the empty USB drive. Select it when it appears, then choose Next.
- Check that the selected drive is the one you intend to erase. Choose Create to begin.
- Wait for the files to be copied, then finish the utility and store the recovery drive somewhere safe.
The copying process can take a while. Microsoft’s documented Windows 10 and Windows 11 workflow is described in its Recovery Drive guide.
Use the drive to recover a PC
Before recovery, back up any accessible files and have your BitLocker recovery key available if BitLocker is enabled; most Windows Recovery Environment recovery options may require it. The way to start a PC from USB varies by manufacturer, so use the device manual or its official support instructions for the boot procedure.

- Insert the recovery USB drive and start the PC from it.
- When Windows Recovery Environment (Windows RE) appears, choose Recover from a drive.
- Choose either Just remove my files or Fully clean the drive.
- Select Recover to confirm and begin.
This recovery process removes personal files, apps, and settings. Microsoft outlines the choices in its Windows recovery options and reinstall Windows using a recovery drive guidance.
If you did not make a recovery drive
The right alternative depends on what is available and whether you need a generic Windows installer or a device-specific factory image. These are different kinds of media, not interchangeable names for the same recovery disk.

Microsoft explains the alternatives in its recovery-options guidance and provides separate instructions for creating Windows installation media. Surface has its own recovery-image process: choose the Surface model and download its recovery-image ZIP. Microsoft says a 32 GB drive is large enough for any Surface recovery image, and the Surface utility formats and partitions the media. That figure applies to Surface recovery images, not other PCs or the built-in Recovery Drive tool; see Surface recovery image instructions.

Secure Boot advisory for some recovery media
Microsoft notes that recovery media created and used on machines with the April 9, 2024 security update and the applicable revocation policy may be affected by Secure Boot revocations associated with CVE-2023-24932. The impact depends on the device and policy state; it is not a universal failure of recovery drives. Check Microsoft’s KB5025885 advisory if it may apply to your PC.

Windows 10 support lifecycle
Microsoft states that Windows 10 support ended on October 14, 2025. That does not change the recovery-drive creation steps, but Windows 10 users should account for the end of support when planning ongoing security and maintenance. See Microsoft’s Windows recovery-options page.
