U.S. prosecutors allege that a network planned in South Florida to remove Haitian President Jovenel Moïse and install a successor who would serve its interests. Christian Emmanuel Sanon, a Florida-based Haitian-American pastor, was initially considered for that role—but prosecutors say the plan changed, and Moïse was assassinated at his home on July 7, 2021. Haiti was not seized, and Sanon’s alleged role remains to be decided in court.
What was the alleged plan?
The case is about an effort to take power in Haiti by removing Moïse, not a successful takeover of the country. The U.S. Department of Justice’s 2023 indictment-era account said people met in South Florida in April 2021 to discuss a government led by Sanon. The proposed administration would award contracts for infrastructure, security and military-type equipment, according to prosecutors. Those claims are allegations, not findings against every person named in the case.
Sanon was an early candidate for the presidency, but the plan did not stay fixed. Prosecutors say the group later backed a former Haitian Supreme Court judge instead. The available accounts therefore do not support describing Sanon as the final intended successor.
Who did prosecutors say was involved?
The alleged network included people with different political, financial and operational roles. In its June 2026 account of evidence presented at the trial of four defendants, the Justice Department described the roles below. The descriptions reflect the prosecution’s account; they do not mean every person had the same part in the scheme.

Counts of Colombian recruits differ by account and context. The Justice Department’s 2023 indictment release said CTU retained about 20 Colombian nationals with military training to provide security for Sanon; its 2026 trial account referred to 22 former Colombian Army soldiers among the allies recruited. These figures should not be treated as one definitive headcount.
Why did South Florida matter?
Prosecutors portrayed South Florida as a planning and financing hub. Their 2023 indictment-era account alleged that the April meeting there involved Sanon, security-company principals, a former Haitian senator and others. It also alleged that Worldwide Capital principal Walter Veintemilla extended CTU a $175,000 line of credit and sent money to co-conspirators in Haiti for ammunition.

The description of the $175,000 arrangement differs in DOJ’s later account. In June 2026, the department said trial evidence showed a loan agreement financed through proceeds from other people’s Paycheck Protection Program and Economic Injury Disaster Loan funds. That is DOJ’s account of evidence presented at the four-defendant trial, distinct from the earlier indictment-era description of an alleged line of credit.
How did the plan change?
The Justice Department’s 2023 account said that by June 2021, the conspirators had concluded Sanon lacked constitutional qualifications or popular support, and shifted their support to a former Haitian Supreme Court judge. Prosecutors also described an evolution from forcibly removing Moïse to killing him after an unsuccessful effort to seize him and take him abroad. DOJ’s account of the 2026 trial evidence described multiple kidnapping or killing plans between April and July.

As the Justice Department put it in its June 2026 summary of trial evidence: “Between April and July 2021, the defendants developed and refined multiple plans to kidnap or kill President Moïse.” That statement concerns the case against the four defendants tried together; it is not a jury finding about Sanon.
What happened on July 7, 2021?
Moïse was killed at his home on July 7, and First Lady Martine Moïse was seriously wounded. DOJ said evidence at the trial of four defendants included ballistic comparisons and digital communications, and described Solages and Colombian mercenaries attacking the residence with Haitian allies. This was the fatal outcome of the alleged plot—not the installation of a new government.

What is the status of the cases?
These prosecutions have different defendants and procedural outcomes. The Justice Department reported in June 2026 that Pretel Ortiz, Intriago, Veintemilla and Solages had been convicted in their case. Those convictions do not decide Sanon’s separate case.
Reports by the Associated Press and Reuters dated September 28, 2026, said Sanon’s Miami trial was beginning. The AP reported that he faced eight charges; Reuters described conspiracy charges and said he could face a possible life sentence if convicted. Both accounts said he pleaded not guilty. Neither report establishes a verdict. Sanon’s lawyers have denied that he knew of a plan to kill Moïse; Reuters reported they were expected to argue that he was sidelined as the conspirators shifted to other candidates.

There is also a separate, broader prosecution group. On September 21, 2026, the Justice Department announced that 18 defendants had been transported from Haiti to Miami to face newly unsealed charges, and said 30 people were indicted in that group. Those figures describe that announcement, not the total number charged across every related proceeding. As DOJ cautioned, an indictment is an allegation, and defendants are presumed innocent unless proven guilty beyond a reasonable doubt.
Defense attorneys in the earlier four-defendant trial challenged the reliability of the Haitian investigation and argued that their clients were manipulated into taking blame for an internal coup, according to the Associated Press. Those are defense arguments, not established findings.
