How to Create a Pollinator-Friendly Nature Strip Garden in Australia

A safe, pollinator-friendly nature strip starts with council approval, clear access and plants suited to local ecology, soil and water conditions.

Before digging, check your local council’s nature-strip or verge-garden rules and whether you need a permit. Then plan a clear, safe route for people and access to bins, driveways and infrastructure; choose plants suited to your locality and site; and maintain the garden so it remains accessible. Rules and suitable species vary by council and suburb, so there is no universal Australian plant list or set of dimensions.

1. Check council rules and underground services before digging

A nature strip is often public or council-managed land within the road reserve, rather than an ordinary private garden. The council determines what residents may plant and how the strip must be kept. Search your council website for “nature strip garden,” “verge garden” or “nature strip planting permit.” Confirm the requirements before buying plants or disturbing the ground.

  • Whether a permit, plan or induction is required, and which plants, ground covers, edging or other materials are allowed.
  • Required clearances and any height or spread limits, including rules near street trees, paths, driveways and intersections.
  • Whether residents may install irrigation, alter soil levels or plant around trees, drains and other infrastructure.
  • Who is responsible for watering and maintenance, and what may happen if council crews need to access the strip.

These are local rules, not national standards. For example, the City of Monash says a permit is generally needed before planting or digging, except for simple grass renewal. Its guidance specifies a 1.4 m clear footpath zone and a 50 cm plant-height limit; those figures apply to Monash, not to Australia as a whole. Check the City of Monash planting guidelines for its current requirements.

Before excavation, locate underground services and follow the current service-location process for your area. Canterbury Council’s guidance points residents to Dial Before You Dig; its nature-strip advice explains its approach. Do not assume a shallow planting hole is safe without checking.

2. Map the safe, usable part of the strip

Measure the space and mark a level, unobstructed walking route before deciding where plants will go. Also allow for bins being set out and collected, driveway access, street trees, drains, poles, hydrants, manholes and sight lines at crossings and vehicle exits. Keep foliage and other objects from projecting into the path or creating a trip hazard. Council guidance such as Moreton Bay’s verge-garden information emphasizes a design that works with access and the local environment.

Keep loose soil and mulch from washing onto footpaths, into gutters or down drains. If the site is too narrow to preserve access and required clearances, choose a smaller planting area or do not plant it.

3. Choose plants for local pollinators and roadside conditions

Ask your council for its approved or recommended plant list, or consult a local native nursery familiar with your suburb. “Native” should mean suited to the locality and growing conditions—not simply a species native somewhere in Australia. Moreton Bay, for example, describes biodiversity-friendly verge plants as native to the location and useful to bees and other wildlife; it also points residents to community nurseries. See Moreton Bay’s verge-garden guidance.

For each candidate plant, check:

  • Ecological fit: Whether it is locally native or explicitly approved, and whether its flowers offer resources to pollinators in your area.
  • Size: Mature height and spread against your council’s limits and the space available beside the path.
  • Site needs: Sun or shade, soil and water requirements, and ability to cope with roadside heat and conditions.
  • Flowering and upkeep: Whether a mix of suitable plants can provide flowers at different times of year without creating a maintenance or access problem.
  • Safety: Whether the plant is sharp, toxic, invasive or otherwise prohibited under local rules.

There is no universal species mix or flowering calendar established for every Australian nature strip. Ask for advice specific to your suburb and site, and avoid assuming a plant suited to one council area will be appropriate in another. Waverley Council’s verge-garden guidance advises choosing species for local soil conditions and cautions against sharp or pointed plants. Brisbane City Council also notes that trees cannot be planted on the verge under its guidance; check its verge-garden information rather than applying that rule elsewhere.

4. Prepare the site and plant with minimal disturbance

Proceed only after required approvals and service checks. Avoid unnecessary soil import or major changes to levels, which may interfere with drainage, access or infrastructure. Waverley Council prefers using existing site soil where possible and matching plants to it. For individual planting holes, a small hand trowel may be sufficient; the right tool depends on the ground and the approved planting plan.

Follow the council’s instructions for spacing, edging, street-tree areas and any permitted ground cover. If you cannot meet the required clearances or are unsure whether a proposed change is allowed, ask the council before proceeding.

5. Water and mulch within local limits

Water new plants according to their needs and the season, using a method permitted by your council. Canterbury Council advises considering hand watering with collected rainwater or recycled water, and says irrigation systems are not permitted under its guidance. Read its nature-strip guidance before installing or planning any watering system.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Mulch can help reduce soil-water loss, but its permitted material, depth and placement depend on local rules and the need to keep paths and drains clear. The Water Corporation recommends 5–10 cm of coarse mulch in its waterwise-verge advice for its service area; that thickness is not a universal Australian standard. Check its waterwise verge guidance alongside your council’s requirements. Keep mulch away from plant stems and prevent it from spilling or washing into the footpath, gutter or drain. Fraser Coast Regional Council also notes that mulch can reduce evaporative water loss in its nature-strip garden guidance.

6. Maintain access as well as habitat

Plan for ongoing work, not just planting day. Weed and prune as needed to keep the footway open and prevent foliage from overhanging it. Replace failed plants with approved choices suited to the site, and keep the strip tidy around bins and infrastructure. Fraser Coast Regional Council advises minimizing or avoiding pesticides and herbicides where possible; its guidance sets out its recommendations.

Residents remain responsible for upkeep in the cited council examples, and public works may disturb plantings in some areas. Check your council’s rules on maintenance and access so the garden stays safe and serviceable.
