You can run a 24/7 YouTube radio stream by hosting a continuously running encoder on a Hetzner Cloud Linux server. The encoder combines your audio with a still image, then sends the resulting live video to YouTube over RTMPS. YouTube must allow livestreaming on your channel, and the server, encoder, audio rights, and recovery plan remain your responsibility.
Before you start
- YouTube eligibility: Your channel must be verified, have no livestreaming restrictions in the previous 90 days, and the person livestreaming must be at least 16. Check current eligibility in YouTube’s livestreaming help.
- Audio rights: Make sure you have the rights needed to stream every recording in your audio source. A static image does not change the rights requirements for the music.
- Server and files: You need a Hetzner Cloud account, a Linux server with public network access, your audio source, and the artwork image.
- Encoder: An encoder such as FFmpeg must run continuously on the server. The workflow below describes the deployment pattern, not a tested FFmpeg command or a specific server-size recommendation.
YouTube supports encoder-based livestreaming. In this setup, the still image is the video track and your audio is the soundtrack; together they form a live video stream, even though the picture does not change.

1. Prepare a YouTube live stream
- Open YouTube Studio and go to Create > Go live to access Live Control Room.
- Create or configure a stream and select the encoder workflow. Copy the server URL and stream key shown for that stream.
- Keep the stream key private. Treat it as a credential: anyone who obtains it may be able to send content to the associated stream. If it is exposed, replace or reset it in Live Control Room.
- Use YouTube’s RTMPS ingest option where available. RTMPS carries RTMP traffic through TLS/SSL; YouTube recommends it for secure delivery. Follow the current setup instructions in YouTube’s encoder livestreaming guide.
2. Create and secure the Hetzner Cloud server
- In the Hetzner Cloud Console, create a server and choose a Linux image, plan, and location. Hetzner documents locations in Europe, the United States, and Singapore; choose a region appropriate for your administration and expected audience. A nearby location can be a practical choice for a smaller project.
- Assign a Primary IP so the server can communicate over the public network. Hetzner says server resources can be rescaled, but the available size depends on the plan and current options.
- Configure SSH access and restrict inbound access to the administration method you actually use. With a Hetzner Cloud Firewall, inbound traffic not matched by an allow rule is blocked. If you configure no outbound rules, outbound traffic is permitted. This encoder needs an outbound connection to YouTube; confirm the path against current Hetzner firewall behavior and your encoder configuration.
- Do not expose unnecessary services or open broad inbound ports just to send a stream. The stream is initiated from the server to YouTube, so configure only the inbound administration access you require.
There is no substantiated minimum vCPU or RAM size for this workload here. Encoding demand varies with the chosen codec, resolution, frame rate, and implementation; select a plan based on your actual configuration and monitor it rather than treating an unmeasured size as a guarantee.
3. Configure the encoder for a still image and audio
Configure a continuously running encoder to take the artwork as a still-image video input and the audio source as an audio input, encode or otherwise prepare the streams for YouTube’s ingest requirements, and mux them into one live output. Provide the YouTube server URL and stream key from Live Control Room. Use an audio playlist or other source that can supply audio continuously for as long as you intend to broadcast.

YouTube’s published RTMP(S) guidance gives these encoder recommendations and supported options. Consult its current live encoder settings for the bitrate range that matches your output resolution and frame rate:
- Video codec: H.264, H.265/HEVC, or AV1 are listed as supported.
- Frame rate: YouTube lists rates up to 60 fps.
- Keyframes: Use a two-second interval; do not exceed four seconds.
- Bitrate mode: Use constant bitrate (CBR).
- Audio: AAC or MP3 is listed for RTMP(S).
Do not assume that a static image means you can use any bitrate or that YouTube publishes a special radio preset. Pick a resolution and frame rate deliberately, then use the corresponding YouTube bitrate range and test the result. YouTube says it will detect the encoder settings and transcode a live stream into output formats for viewers on different devices and networks; that does not remove the need to send a stable, correctly configured input.

The exact FFmpeg command, service-manager unit, automatic reconnect flags, playlist rotation, and restart behavior depend on the chosen inputs and implementation. They are not established here, so validate those details against current FFmpeg documentation and your actual files rather than copying an unverified command into a production stream.

4. Test before relying on the stream
- Start the encoder and check the Live Control Room preview before making the stream public or promoting it.
- Confirm that the artwork is visible and the audio is audible, continuous, and not clipped or silent between tracks.
- Review stream health and output settings in Live Control Room. YouTube’s LiveStreams resource also exposes stream status and health information to applications using the API.
- Run a controlled interruption test. Stop or interrupt the encoder in a way you can recover from, then verify how your process restarts and whether YouTube resumes receiving the stream. Do this before depending on the setup.
- Check the current Live Control Room behavior for long-running events. YouTube documentation describes 24/7 channel-feed scenarios, but does not establish that a single live event can run indefinitely or guarantee continuous archiving.
Keep the server recoverable
Hetzner offers daily backups and manual snapshots. Its documented daily backup feature has seven backup slots per server; manually created snapshots remain until deleted. These can help restore server disks, but they are not stream failover and do not keep a broadcast live if the server fails. Attached volumes are excluded from these backups, so separately protect audio, configuration, and other data stored on a volume.

Document how to recreate the server, restore the encoder configuration, replace the YouTube stream key if needed, and restart the service. Test your recovery steps. A saved server image does not by itself prove that the encoder will reconnect successfully or that YouTube will continue the same event.
Plan the cost and operating limits
Check Hetzner’s live Cloud pricing and options when choosing a plan. The bill depends on the selected server resources, whether you need a public IPv4 address, outgoing traffic, and any backups or snapshots. Hetzner states that server resources continue to be billed while the server exists even if it is powered off, and that outgoing traffic is billed under its Cloud billing model. Cross-zone traffic is billed like other internet traffic. Prices, included traffic, locations, and availability can change, so confirm the current terms before deployment.

For the stream itself, balance the resolution and bitrate against the server’s encoding capacity and the connection available to YouTube. YouTube’s bitrate ranges vary by resolution and frame rate, and its guidance recommends testing the connection. A higher output setting is not automatically a better choice if the encoder cannot sustain it.

- YouTube does not accept the stream: Confirm that livestreaming is enabled for the channel, the event is configured for encoder input, and the server URL and stream key match the current Live Control Room details.
- The preview is black or the artwork is missing: Check that the image file is readable by the encoder process and that the still image is configured as the video input rather than as a local display only.
- The preview has no sound or audio stops: Check the audio source path, file permissions, playlist behavior, and whether the source actually supplies audio continuously. Then inspect the encoder’s output and Live Control Room health information.
- The stream drops or becomes unstable: Check server and network capacity, encoder logs, and YouTube stream health. Confirm that any restart or reconnect behavior works in a controlled test; do not assume it is automatic.
- You cannot reach the server: Check that a public IP is assigned and that the Cloud Firewall permits your administration traffic. Keep the inbound rule limited to the access you need.
- The stream is interrupted after a server failure: Restore or rebuild the server and restart the encoder using your recovery procedure. Backups and snapshots can help recover data, but they do not provide a second live encoder or uninterrupted failover.
- Music is claimed, blocked, or otherwise restricted: Review the rights and platform permissions for the audio you are using. The technical ability to stream a recording does not establish permission to broadcast it.
