This is a flexible method, not a guarantee that every combination will work; use it to turn what you have into a sensible starting point.
Build a meal from the ingredients’ roles
First, sort what you have by what it can do, rather than searching for a recipe that matches every item. Cornell Cooperative Extension’s pantry guide suggests staples and uses including grains, beans, lentils, canned fish, tomatoes, broth, oils, vinegar, herbs and spices.

- Base: rice, pasta, oats, potatoes or bread. Check how long it takes to cook and whether it needs water, stock or another liquid.
- Protein: beans, lentils, canned tuna or other fish, eggs, or another safely stored protein. Some are ready to eat; others need cooking.
- Vegetable or sauce element: canned or frozen vegetables, canned tomatoes, broth, or a fresh ingredient that needs using.
- Seasoning and finish: oil, vinegar, herbs, spices, salt, pepper or a condiment. Add a little, taste, then adjust.
Think about the combination’s cooking time and texture as well as its flavor. Choose a base that can cook alongside, or separately from, the other ingredients; add components that need less cooking later. Broth can help turn vegetables into soup, while tomatoes can make a simple pasta sauce. These are adaptable ideas, not tested recipes or fixed quantities.

- Pasta with tomatoes: combine pasta with canned tomatoes, oil and garlic or another seasoning.
- Rice and beans: serve rice with beans, canned or frozen vegetables and spices.
- Lentil soup or stew: simmer lentils with broth or stock and tomatoes or vegetables.
- Chickpeas: mash or puree them into a hummus-style spread, or add them to pasta, soup or stew.
- Savory oats: cook oats as a porridge and season them; oats can also serve breakfast or baking uses.
Beans are especially flexible: Cornell Cooperative Extension notes they can be used in soups, stews, salads, dips, enchiladas or nachos. Rinsed beans can go into salads; their can liquid can help thicken a stew. Broth is another useful bridge ingredient when vegetables need to become a soup.
Adjust for cooking time and texture
Do not assume ingredients with similar names cook alike. Cornell Cooperative Extension notes that brown and green lentils tend to hold their shape, while red and yellow lentils tend to break down more. Choose the firmer varieties when you want distinct lentils in a dish; expect a softer, thicker result from the varieties that break down. Adjust liquid and timing as needed rather than relying on one universal method.

Before you start, consider what must be used soon, whether each ingredient is shelf-stable or perishable, and whether the protein is ready to eat or needs cooking. USDA MyPlate’s weekly meal-planning guidance recommends planning meals and keeping pantry and freezer items available. Build around a perishable ingredient that needs attention, but do not use food that is spoiled or was stored unsafely to avoid waste.

Cost depends on the ingredients, portions and local prices. In a September 30, 2026 HHS episode, the department described one pantry-based skillet meal as costing under $3 per person; that is the stated cost for that example, not a general price for pantry meals. HHS also said its program aims for recipes under $5 per serving whenever possible, another program criterion rather than a typical cost estimate. Its example includes rice, pasta, cooking oils, vinegar, herbs and spices, canned fish and canned produce.

Pantry cooking does not change safe handling requirements. Use a food thermometer for meat, poultry and fish, and refrigerate perishable food within two hours—or within one hour if the surrounding temperature is above 90°F. USDA FSIS says most cooked leftovers should be used within three to four days. See FSIS food-safety basics and FSIS leftovers guidance for handling details.
