To turn a scanned PDF into structured data, run OCR with a model or processor that returns the structure you need—such as table cells, form fields, or page layout—then map and validate those results against your own schema. OCR text recognition alone, and even a searchable PDF, does not automatically produce database-ready records.
What “structured data” means for a scanned PDF
A scanned PDF may contain page images rather than selectable text. OCR recognizes text in those images. Structured extraction goes further by identifying relationships and elements such as paragraphs, table cells, selection marks, or key-value pairs.

- Recognized text: text returned as plain text, potentially with page information but without the relationships your workflow needs.
- Layout-aware output: text and structural objects, often with page locations or other references, represented in a machine-readable response.
- Extracted records: selected fields, tables, or form values mapped into a target schema such as JSON, CSV, or database rows. This usually requires validation and normalization after recognition.
Microsoft documents searchable-PDF output through its prebuilt-read model, while its Layout model returns structural elements. Those are different outputs for different needs.

How to convert a scanned PDF into structured data
- Check whether OCR is needed. Try selecting or searching text in the PDF. If it already has a usable text layer, a text extractor may be sufficient. If the pages are images, use OCR. Check that pages are legible and correctly oriented; poor scans can still produce errors.
- Define the target schema and output. List the fields or structures your downstream system expects, such as invoice number, date, line-item rows, or checkbox state. Decide whether you need a searchable PDF, raw text, layout objects, tables, form fields, or a combination.
- Choose a model or processor for that output. Check the provider’s documentation to confirm the chosen model returns the specific structures you need. OCR, tables, forms, and searchable-PDF generation are not necessarily supported by the same model or in the same response.
- Process a representative sample. Run a few documents that reflect the variation in your real files, then inspect the raw output. Retain page numbers and any available text spans, anchors, coordinates, or confidence values so a result can be traced to its source.
- Map and validate the results. Transform extracted elements into your schema. Check required fields, formats, and relationships—for example, that table values remain in the right rows and columns. Review uncertain or high-impact values against the original page before using them downstream.
- Check operating constraints before scaling. Confirm supported file formats, file size, page count, synchronous or batch options, page selection, API version, region, privacy, retention, and expected cost. Limits vary by service and model.
Choose a service by the structures it returns
These services illustrate different documented approaches. Their documentation does not establish a neutral accuracy winner or comparable price ranking.
| Service | Documented output or approach | Constraints and what to verify |
|---|---|---|
| Microsoft Azure AI Document Intelligence | The Layout model documents text and structural items including tables and selection marks. The Read model documents searchable-PDF output for its specified API version. Microsoft’s model overview shows that capabilities depend on the model. | The current Layout input guide reviewed in 2026 lists PDF support, a file-size limit below 50 MB, up to 2,000 PDF/TIFF pages processed, and only the first two pages processed on the free tier. These are Azure-specific limits; verify the current limits for your account and API version in the Layout documentation. |
| Google Cloud Document AI | The Document response includes recognized text and page-level OCR and layout objects, with references such as text anchors. The service overview describes processors for OCR, layout, key-value pairs, tables, classification, and document splitting. | Select the processor for the task and check its current input requirements and online or batch constraints in the Document AI overview. |
| AWS Textract-backed workflow | The cited AWS guide describes Amazon Comprehend using Textract for image files and scanned PDFs by default. It also describes using Textract AnalyzeDocument with TABLES and FORMS features for additional information. |
The AWS integration guide establishes this workflow, not a feature-by-feature comparison with Azure or Google. Check the service documentation for the requirements that apply to your implementation. |
Keep extracted values traceable and reviewable
Do not treat a returned value as trustworthy simply because the service supplies a confidence score. A score is not a general accuracy guarantee, and the reviewed product documentation does not establish a common benchmark for comparing these services.

- EASY SETUP — USB-powered connect to your computer for quick and simple scanning; No batteries or external power supply required to operate portable document scanner; Standard Connectivity: USB 2.0
Keep the connection between each extracted value and its source: page number, region or coordinates, and text span or anchor where available. Google documents text anchors and page-level layout objects in its response format; Microsoft describes word and table-cell geometry in its Layout output. These references make it easier to verify a field against the original page and investigate errors.
Build validation around the destination, not just the OCR response. For example, require a date to match the expected format, check that mandatory fields are present, and confirm that each table row has the expected values. Route uncertain or consequential results for human review rather than silently filling gaps or inferring missing information.
