Use desktop Word for a standalone .html or .htm file: open the file with File > Open, then choose File > Save As (or Save a Copy), select PDF, and save. If the document is already open in Word for the web, use File > Print and save the PDF preview. Word for the web cannot open a standalone HTML or MHTML file directly.
The two starting points are different, so follow the section that matches your file. Microsoft documents the desktop HTML-opening route in an Outlook HTML-message workflow, while its PDF instructions apply to desktop Office generally. Neither source promises pixel-identical rendering for arbitrary HTML and CSS, so inspect the finished PDF before distributing it.
Choose the right conversion route

Convert a standalone HTML file with desktop Word
This is the appropriate Microsoft workflow when the source is a file on your computer rather than a document already stored in Word for the web.
1. Check the source file and its assets
- Confirm that the file ends in
.htmlor.htm. - Keep any images, CSS files, fonts, or other resources that the page references in their expected locations. A file that depends on missing local assets can look different after import.
- If visual fidelity matters, first open the HTML in a browser so you know what the source is supposed to look like. Word is not a browser rendering engine, and Microsoft does not promise exact reproduction of arbitrary HTML/CSS.
2. Open the HTML in desktop Word
- Start the installed desktop version of Microsoft Word. Do not use Word for the web for this step.
- Select File > Open.
- Browse to the HTML file. If it does not appear in the file picker, change the file-type filter to show all supported files or type the full filename.
- Select the file and choose Open. Word will import the markup into an editable document. Microsoft specifically documents this type of HTML opening for an Outlook message saved as HTML; treatment of a complex, independently authored web page can differ.
- Let the document finish loading, then review the imported pages before exporting.
3. Review the imported document before creating the PDF
Check the areas most likely to change during an HTML-to-Word conversion:

- Page breaks: headings, tables, and long blocks can move to a different page.
- Images: verify that every image appears, has the intended size, and is not cropped.
- Tables: look for clipped columns, unexpected wrapping, and rows split across pages.
- Typography: confirm that the intended fonts are available and that fallback fonts have not changed line lengths.
- Links: test important hyperlinks in the Word document and again in the exported PDF.
- Headers, footers, and margins: imported web layouts may not map cleanly to paper-sized pages.
4. Save or export as PDF
- Choose File > Save As or File > Save a Copy.
- In the file-type or format list, select PDF.
- Choose the destination and filename.
- Select Save. Desktop Word writes a separate PDF; your imported Word document and original HTML remain available.
Microsoft’s desktop PDF guidance covers this Save As/Save a Copy process. Depending on your Word version, the dialog may expose additional PDF or optimization choices; use the labels shown in your installation.
Save a document that is already open in Word for the web
If the content is already a supported Word document in the browser, you do not need to import HTML.
- Open the document in Word for the web.
- Select File > Print.
- Word for the web generates a PDF preview. Microsoft says this preview keeps the document’s layout and formatting.
- Use the preview’s save/download control to store the PDF where you need it. Your browser or operating system may then show its normal file-save dialog.
This route is for a document Word for the web can open. It is not a way to upload a standalone HTML file: Microsoft’s format list explicitly marks HTML and MHTML as unsupported in the browser app. Start with desktop Word for those files instead.
Why the PDF may not match the browser view
HTML is designed for flexible screens, while a PDF is paginated. Word must translate web-oriented structure into its own document model and then into fixed pages. Modern CSS features, scripts that build content after load, responsive breakpoints, web fonts, and external resources may therefore produce a different result. The Microsoft support pages cited here document the available opening and PDF commands, not a fidelity guarantee for every HTML/CSS combination.

For a document that must be exact, compare the source browser view with the PDF at 100% zoom and on the page size your readers will use. Correct the imported Word document, export again, and repeat the check rather than assuming that a successful save means the visual conversion is correct.
Verification checklist before you send the PDF
- Open the PDF in at least one independent PDF viewer, not only the preview inside Word.
- Scroll through every page and check for blank pages, orphaned headings, and unexpected page breaks.
- Zoom in on small text, table borders, logos, and screenshots.
- Click several internal and external links, especially those in footers and tables.
- Search the PDF for a distinctive phrase to confirm that text is selectable rather than missing.
- Compare the page count with the intended document and confirm that the final filename and location are correct.
Common problems and fixes
Word for the web refuses to open the HTML file
This is expected behavior, not a permissions error. Microsoft lists HTML and MHTML among formats the browser app cannot open. Install or use desktop Word, open the file there, and perform the PDF save step. If desktop Word is unavailable, use an HTML-capable conversion route instead of trying to upload the file to Word for the web.
The HTML file is missing from Word’s Open dialog
Use the dialog’s file-type filter to show all files, then browse again. Confirm the extension is really .html or .htm and that you are opening the desktop application rather than a browser tab. If Word still will not import it, open a known-simple HTML file to distinguish a file-specific problem from an application limitation.
Images or styling disappear
Check whether the HTML references local files with relative paths and whether those files are still present. Also check whether the page builds its content with JavaScript after the initial load; imported Word content may not include dynamically generated elements. Replacing missing assets with embedded versions or simplifying the markup can help, but there is no Microsoft guarantee that arbitrary web styling will survive the import.

Tables are clipped or split badly
In the imported Word document, inspect the table width, column wrapping, and row-breaking behavior. Reduce oversized content, adjust margins or page orientation where appropriate, and insert deliberate page breaks before exporting again. Always inspect the PDF because a table that looks acceptable in the editing view can paginate differently in the final file.
Fonts change the page count
If a font used by the HTML is unavailable to Word, a fallback font can alter line lengths and page breaks. Install the required font where your licensing permits, or revise the document to use a font available on the conversion computer. Re-export and check the PDF on the system that will distribute it.
The exported PDF contains an unexpected blank page
Look for an extra paragraph, a manual page break, or an imported element whose height exceeds the remaining page space. Remove or reposition the offending element in Word, then save the PDF again. Check both the Word page view and the PDF viewer.
