Use an HTML-aware connector when your flow produces dynamic HTML. Power Automate’s documented Word Online (Business) action converts a selected Word document to PDF; it is not documented as a direct converter for arbitrary HTML strings. For HTML data or a web URL, choose a connector whose action explicitly accepts HTML, such as Encodian Convert, Muhimbi PDF, or PDF4me, then test your actual markup, assets, and authentication requirements.
Choose the conversion route first
Your input determines the correct design. A flow that already has a populated .docx file can use Word Online (Business). A flow that builds an HTML string, stores an HTML file, or points to a URL needs an HTML-to-PDF action from a compatible connector.

These connector descriptions establish accepted inputs and options, not guaranteed CSS fidelity. Validate long documents, page breaks, fonts, images, externally loaded files and authenticated resources with representative payloads.
Route A: convert an existing Word document
Use this route only when the document you want to publish is already a Word file (or you deliberately generate one first).

- Create or obtain the
.docxfile in your flow—for example, by populating a Word template with the Word Online (Business) connector. - Add a new action and search for Convert Word Document to PDF in Word Online (Business).
- In the document/file field, select the Word file identifier or file content supplied by the previous action, according to the connector’s current card.
- Use the PDF output in a SharePoint or OneDrive Create file action, send it as an email attachment, or pass its content to the next step.
If your source is an HTML string, do not place that string in the Word file field and assume it will be rendered. Generate a real Word document first, or use Route B.
Route B: convert dynamic HTML directly
1. Build valid, self-contained markup
Use a Compose action, a variable, or the output of your data step to produce complete HTML. Include a character set and explicit styles that matter for printing. Prefer absolute URLs or data URIs for images when the converter must fetch assets outside the flow.

</html>Escape user-provided values before inserting them into HTML. Keep CSS and assets in the payload or at URLs the conversion service can reach; a browser session in your network is not automatically available to a cloud connector.
2. Add an HTML-capable connector action
In the Power Automate designer, choose New step, search the connector name, and select its HTML-to-PDF operation. The exact card labels can change, so follow the current connector listing when creating the connection.

- Encodian Convert: map your HTML string or URL to the HTML input. Its documented operation is described as: “Convert the HTML or Web URL provided to a PDF document.” Set page orientation, page size, bookmarks, table of contents and viewport only when your output needs them.
- Muhimbi PDF: map the required Source URL or HTML field. Configure media type, viewport size, conversion delay and authentication when the page depends on screen/print CSS, JavaScript completion or protected resources. The connector is classified as Premium and requires a Nutrient Document Converter Online account.
- PDF4me: provide HTML/ZIP file content and the HTML filename as documented. Package local stylesheets, fonts and images when the service expects file content rather than a public URL.
3. Save the binary result
- After the conversion action, add OneDrive for Business – Create file or SharePoint – Create file.
- Choose the destination folder and give the file a
.pdfname, such asreport-@{formatDateTime(utcNow(),'yyyyMMdd-HHmmss')}.pdf. - Map the connector’s PDF file/content output to File content. Do not map the original HTML text.
- Run the flow with a test payload and open the resulting PDF before enabling unattended runs.
Dynamic pages, scripts and protected assets
JavaScript-generated content
Some pages are only complete after JavaScript runs. A connector may expose a conversion delay or viewport setting, but the documentation does not promise that every script, framework or browser API is supported. Include a delay only when needed, and test that it does not capture an intermediate loading state.
Images, fonts and stylesheets
Check that every external request is reachable from the service, uses a valid certificate and does not require an interactive login. For private resources, use the connector’s documented authentication fields (Muhimbi lists authentication among its options) or package the resources as file content where supported. Missing fonts can change line wrapping and page count even when the HTML looks correct in your local browser.
Authenticated URLs
A URL that works in your browser may return a login page to a cloud connector. Supply supported credentials or headers through the connector’s authentication settings; never embed long-lived secrets in a public URL. Treat generated PDFs as sensitive if the HTML contains personal, financial or internal data.
Validation checklist before production
- Test the shortest and longest realistic records.
- Inspect page breaks in headings, tables, signatures and images.
- Verify print and screen media behavior, orientation, paper size and viewport.
- Check that remote images, fonts, CSS and API data are present.
- Test an authenticated page and an intentionally invalid URL to confirm your error branch.
- Confirm the connector is available in your region and that the flow owner has the required Premium or vendor account entitlement.
- Record the conversion action’s status and save diagnostic output without logging secrets or full sensitive HTML.
Troubleshooting common failures
The Word action rejects my HTML
Cause: Word Online expects a selected Word document, not arbitrary HTML. Fix: create a real .docx first, or replace the action with an HTML-capable connector.

The PDF is blank or contains a login page
Cause: the service cannot reach the URL, authentication failed, or rendering finished before dynamic content appeared. Fix: test the URL from an unauthenticated context, configure the connector’s authentication fields, verify external requests, and adjust the documented conversion delay or viewport.
Images or fonts are missing
Cause: blocked cross-origin requests, private asset URLs, unsupported formats or unavailable fonts. Fix: use reachable absolute URLs, package assets where the connector allows it, and choose broadly available web fonts; then retest with the production payload.
Tables split badly across pages
Cause: CSS pagination support differs from your browser. Fix: add print-oriented CSS such as page-break-inside: avoid to rows or grouped blocks, reduce oversized elements, and compare output at the target page size.
The action is unavailable or asks for a premium connection
Cause: connector classification, tenant policy, region or account prerequisites. Fix: check the current Power Automate connector listing, ask an administrator about licensing and DLP policy, and confirm any vendor account requirement before redesigning the flow.

Large documents time out
Cause: heavy HTML, slow assets, scripts or excessive conversion delay. Fix: remove unnecessary requests, optimize images, split extremely long reports into deliberate sections, and add flow error handling that records the failed item for retry.

Power Automate connector classifications, vendor accounts, regions, prices and fields can change. Confirm current terms before deployment. Keep conversion in a child flow or reusable scope so you can replace a connector without rewriting business logic. Store HTML and PDF only as long as your retention policy requires, and add retry handling for transient network failures while avoiding duplicate files through deterministic names or an idempotency key.
