1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsThe reliable way to convert a static HTML site is to rebuild its layout as a WordPress theme, not to paste every page into the editor. First choose a classic PHP theme or a block theme, then map each page type, header, footer and reusable section to WordPress templates, move CSS, JavaScript and images into the theme, replace hard-coded content with WordPress output, and install the finished theme for testing. The source site determines the detailed mapping; WordPress supplies the file conventions and template-selection rules.

Choose the theme architecture before changing code
Your first decision controls every subsequent file. A classic theme keeps PHP template files and traditional template tags at the center. A block theme represents templates as HTML files containing WordPress block markup and allows site-wide areas to be edited in the Site Editor. Both can reproduce a static design, but they are not interchangeable implementations.

Root style.css and templates/index.html. |
| Editing model | Content can use the block editor and theme.json, but templates remain PHP files. |
The Site Editor can edit templates and shared areas such as headers and footers. |
| Best fit | A site or team already organized around PHP templates, template tags or PHP-driven functionality. | A design intended to be assembled and maintained with blocks and the Site Editor. |
WordPress describes a block theme as a theme available from WordPress 5.9 onward. That version statement identifies when the architecture was introduced; verify the WordPress version running on your target site before relying on block-theme features. If the project requires PHP logic that is already embedded in templates, a classic conversion usually involves less structural change. If editors need to alter headers, footers and complete templates without opening PHP files, a block theme is the more appropriate target.
Decide what editors must be able to change
Separate content from presentation before you start. Headlines, body copy, posts and page text that will change should come from WordPress content rather than being permanently embedded in a template. Fixed visual structure, such as a decorative wrapper or a site-wide grid, belongs in the theme. For a block theme, templates and template parts are themselves editable through the Site Editor. For a classic theme, the same separation is achieved with template files and WordPress output functions or template tags.

Inventory the existing HTML site
Make a page-and-asset inventory while the static site is still available. This is not busywork: it reveals which files are genuinely different and which are copies of the same layout.
- List every URL and classify it as a home page, ordinary page, blog post, archive, search result, error page or another special view.
- Mark repeated regions: the masthead, navigation, footer, sidebar, newsletter area, cookie notice and any shared call-to-action.
- Record every stylesheet, JavaScript file, image, icon, font and embedded media file, including its current relative path.
- Note responsive breakpoints, mobile navigation behavior, hover states, carousels, forms, maps and other interactive features.
- Identify content that is data-driven in the new site, such as menus, posts, author information, categories and image captions.
- Record third-party scripts and form endpoints separately. A theme conversion can preserve their markup, but their privacy, security and service requirements remain your responsibility.
Capture representative desktop and narrow-screen views before editing. Those references let you distinguish a CSS regression from a deliberate WordPress change later. Also decide which old URLs must remain reachable; URL redirects and content migration are separate launch tasks, not automatic consequences of installing a theme.

Map page types to the WordPress template hierarchy
WordPress chooses a template according to the request and the files present in the theme. The index template is the fallback, so you do not need a separate file for every URL. You do need separate templates when two page types genuinely have different structures.
Typical mapping for a classic theme
| Static-site role | Possible classic template | When to create it |
|---|---|---|
| General fallback | index.php |
Required as the final fallback and useful for a simple site with one layout. |
| Dedicated front page | front-page.php |
When the home page has a layout unlike ordinary pages or the post listing. |
| Ordinary content page | page.php |
When most pages share one page layout. |
| Individual post | single.php |
When posts need a dedicated article layout. |
| Archives or listings | An archive-specific template where needed | When category, date or other listing views need different markup. |
Use the smallest set that expresses the design. Copying every static file into a PHP file creates maintenance work and can make the hierarchy harder to reason about. Start with the fallback and add a more specific template only after identifying a real layout difference.
Mapping for a block theme
Place templates in templates/ and shared sections in parts/. The required starting template is templates/index.html; add more specific block templates for the page types your design needs. A header and footer that appear across many views should be template parts rather than duplicated markup. This gives the Site Editor one place to update each shared region.
Build the minimum classic theme
A classic theme can be recognized with a root style.css and index.php. The stylesheet begins with a theme header comment so WordPress can identify the theme. A minimal header might look like this:

/*
Theme Name: Converted HTML
Version: 1.0
*/
The exact metadata can be expanded for your project, but keep the stylesheet at the theme root. Begin index.php with the loop and the structural elements that every fallback view needs. Split repeated markup into header.php, footer.php and additional reusable parts when that makes the design easier to maintain.
<?php get_header(); ?>
<main class='site-main'>
<?php if ( have_posts() ) : ?>
<?php while ( have_posts() ) : the_post(); ?>
<article <?php post_class(); ?>>
<h2><a href='<?php the_permalink(); ?>'><?php the_title(); ?></a></h2>
<?php the_excerpt(); ?>
</article>
<?php endwhile; ?>
<?php endif; ?>
</main>
<?php get_footer(); ?>
The example demonstrates the conversion principle: the static wrapper remains HTML, while titles, links and excerpts come from WordPress. Do not leave the original page copy hard-coded in every template if editors are expected to manage it in the dashboard.
Split the static shell into reusable files
Move the document head, opening body element and site-wide navigation into header.php. Put the closing wrappers and footer into footer.php. Keep page-specific content in the page, post or archive template. If a sidebar or promotional strip repeats but is not part of the global header or footer, make it another reusable template part rather than cloning it across files.
Preserve the original class names initially. Matching the existing selectors reduces the number of simultaneous changes and makes visual comparison easier. Rename classes later only if the new structure requires it.

Build the minimum block theme
A block theme starts with the root style.css and templates/index.html. The template is not ordinary standalone HTML: it contains WordPress block comments that define the document structure and dynamic output.
<!-- wp:template-part {"slug":"header"} /-->
<!-- wp:group {"tagName":"main"} -->
<div class='wp-block-group'>
<!-- wp:query -->
<!-- wp:post-template -->
<!-- wp:post-title {"isLink":true} /-->
<!-- wp:post-excerpt /-->
<!-- /wp:post-template -->
<!-- /wp:query -->
</div>
<!-- /wp:group -->
<!-- wp:template-part {"slug":"footer"} /-->
Place the corresponding shared files in parts/header.html and parts/footer.html. Convert the original wrappers into groups, columns, navigation and other blocks while retaining the visual classes you still need for the existing CSS. Test each block template in the Site Editor instead of assuming that static HTML nesting will behave identically once blocks are parsed.

Use theme.json deliberately
theme.json works with classic and block themes and can define global settings and styles. It is especially useful in a block project for colors, typography, spacing and editor controls. It is useful but not strictly required for WordPress to recognize a block theme. Add it when centralizing design tokens or limiting editor choices will reduce CSS overrides; do not add it merely because the folder exists.
Move CSS, JavaScript and images safely
Create a clear asset convention, such as an assets/ directory containing css, js, images and fonts. The directory name is a project choice; consistency matters more than the name. Copy files without changing their contents first, then update every reference to the new theme path.
Free tools Windows power users keep installed

Load styles and scripts through the theme
For a classic theme, enqueue assets instead of scattering <link> and <script> tags through templates. A practical starting point in functions.php is:
<?php
function converted_html_assets() {
wp_enqueue_style( 'converted-style', get_stylesheet_uri(), array(), '1.0' );
wp_enqueue_script( 'converted-main', get_theme_file_uri( '/assets/js/main.js' ), array(), '1.0', true );
}
add_action( 'wp_enqueue_scripts', 'converted_html_assets' );
Adjust the filenames and version values to your project. Loading assets through WordPress gives you one registration point and avoids broken relative URLs when the same template is rendered at different URL depths. If the source JavaScript expects a particular DOM order, preserve that order while converting.
Fix image and font paths
Static pages often use paths such as images/logo.svg that only work from one directory. In a theme, use a theme-aware URL for files stored with the theme, or place editorial images in the WordPress Media Library and output their managed URLs. Check CSS files as well as HTML: background images and font declarations commonly retain old relative paths even after the visible markup appears correct.
Preserve or replace interactions consciously
Menus, sliders, tabs, forms and maps may depend on specific IDs, data attributes or initialization code. Move the required JavaScript and its dependencies together, then test keyboard access, touch behavior and error states. A theme conversion does not automatically migrate server-side form handling or third-party credentials; those must be configured for the WordPress installation separately.

Replace hard-coded regions with WordPress content
Work from the outside in. Keep the page shell and visual wrappers, then replace only the regions that should be managed in WordPress.
- Convert the static title to the appropriate post or page title output.
- Replace a copied article list with the WordPress loop in a classic template or query and post-template blocks in a block template.
- Use WordPress navigation for a menu that editors must update instead of hard-coding every link in the header.
- Move recurring page content into reusable template parts or block patterns where that improves consistency.
- Upload editorial images to the Media Library when they need captions, alt text or replacement by non-developers.
- Keep truly decorative assets in the theme so a content update does not alter the visual system.
Do not force every static fragment into a post field. A small decorative label or fixed legal wrapper can remain in the theme, while changing copy and content relationships should be represented by WordPress data.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Package, install and activate the theme
When the directory is complete, package the theme folder as a ZIP. The ZIP should contain the theme folder itself, with style.css at its root rather than inside an extra nested directory. In the WordPress administration area, open Appearance > Themes, choose the option to add a theme, upload the ZIP, install it and activate it. Perform this on a staging or local WordPress site before changing a live site.
- Confirm that the ZIP opens to one theme directory.
- Check that the minimum files are at the expected locations: root
style.cssandindex.phpfor a classic theme, or rootstyle.cssandtemplates/index.htmlfor a block theme. - Upload the ZIP through Appearance > Themes and install it.
- Activate the theme only after confirming that the intended WordPress site and database are selected.
- Open the front page, an ordinary page, an individual post, an archive and an error URL so the relevant templates are exercised.
A working theme and a theme submitted to the WordPress.org directory have different requirements. Directory review guidance for classic themes lists additional files, including comments.php and a screenshot. The cited guidance specifies a maximum screenshot size of 1200 by 900 pixels and was updated June 24, 2026. Those submission requirements should not be confused with the smaller file set WordPress needs to recognize a locally installed theme.

Compare the converted site with the original at representative widths and states. Test content, not just the home page, because template fallbacks often hide errors until an archive or single post is requested.
- Templates: verify the front page, ordinary pages, posts, listings, search and the error view use the intended files.
- Navigation: open every primary and footer link, test the mobile menu, and confirm that menu changes can be made in WordPress where expected.
- Assets: inspect browser requests for 404 responses, especially CSS background images, fonts, SVG files and JavaScript modules.
- Responsive behavior: compare narrow, medium and wide layouts, including menu transitions and images that previously relied on fixed dimensions.
- Content: test long titles, empty excerpts, missing featured images, several paragraphs, lists, embeds and captions.
- Interactions: submit forms in a safe environment, open dialogs, operate sliders and tabs with a keyboard, and check console errors.
- Editor experience: in a block theme, edit a header, footer and template in the Site Editor; in a classic theme, confirm that ordinary page and post editing produces the expected output.
- Security and permissions: remove development credentials and confirm that only intended administrators can edit templates or upload files.
Common conversion failures and their fixes
The theme appears but the design is unstyled
Check that the stylesheet is at the root, that its theme header is valid, and that its URL is not still relative to the old static directory. Inspect the generated page for the actual stylesheet URL and look for a 404 response. Then check CSS import statements and background-image paths.
Best Value
Every page shows the same fallback layout
WordPress is using index.php or templates/index.html because a more specific template is absent or misnamed. Add only the required specific template, place it in the correct directory, and request that page type again. A filename in the wrong directory will not participate in the hierarchy.
The header or footer is duplicated
Choose one ownership model. In a classic theme, call the shared file from the relevant templates rather than retaining a second copy in each page. In a block theme, use a template part in parts/ and reference it from templates. Remove the old static copy after confirming the shared version renders correctly.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Images work on one page but not another
This is usually a relative-path problem. Replace document-relative references with theme-aware URLs or Media Library URLs, and check paths inside CSS files as well as HTML. Test a deep URL such as an individual post, not only the root page.
Editing a page does not change what visitors see
The template may still contain hard-coded copy. Replace that region with WordPress content output or a block that reads the relevant post or page data. If the content is intended to be global, put it in the appropriate template part or global style instead.
The block theme does not expose the expected controls
Confirm that the template is valid block markup and that shared areas are stored under parts/. Add theme.json when you need centralized settings and styles, but do not treat it as a substitute for correctly structured templates.
Use this launch checklist
- Architecture chosen: classic PHP or block-based HTML.
- Every source URL classified by page type.
- Repeated regions identified and assigned to header, footer or template parts.
- Required minimum files present at the theme root and in the correct subdirectories.
- Static paths replaced for stylesheets, scripts, images and fonts.
- Changing copy connected to WordPress content instead of duplicated static HTML.
- Distinct templates added only where the design actually differs.
- Theme ZIP installed on a staging or local WordPress site.
- Representative page types, responsive states and interactive features tested.
- URL redirects, form services, analytics and other launch-specific services reviewed separately.
The conversion is complete when the theme reproduces the intended structure while WordPress controls the content and shared areas that editors need to maintain. Keep the original HTML site available during testing, because it is the most useful reference for finding visual and behavioral regressions.
